The Relationship between Local Government and Local Administration in Public Service Provision: A Case Study of Samet Tai Subdistrict, Bang Khla District, Chachoengsao

Abstract

The objectives of this research were (1) to study the relationship of roles and powers of local government and local administration in public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao, (2) to investigate factors that affect the cooperation of local government and local administration in public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao, and (3) to identify problems and solutions for cooperation in public service provision of local government and local administration in Samet Tai Subdistrict, Bang Khla District, Chachoengsao. This research was qualitative research using a purposive sampling method using in-depth interviews with 8 people, including government officers, executives, community leaders, members of the Samet Tai Subdistrict Administrative Organization, and local people from 6 villages in the Samet Tai Subdistrict, Bang Khla District, Chachoengsao. The research tool was an interview form, and then the collected data were analyzed using descriptive analysis. The research found that (1) the relationship of roles and powers of local administration and local administration in the public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao was that both local government and local administration must work together to understand problems and bring them into the processes of the state in the provision of public services. It involved coordination with the district serving as an intermediary, where the local administrative side, led by community leaders, was responsible for gathering public opinions. The relationship between local administration and local governance in working together to provide public services was well-defined, with clear roles assigned for each entity, i.e., local administration, local governance, or related organizations. (2) The factors contributing to the collaboration between local administration and local government in public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao, were as follows: 1) the current grievances of the public, aiming to address and resolve issues effectively to benefit the people, 2) planning to anticipate and address future problems, and 3) budget allocation. (3) Problems of public service provision by local administration and local government in Samet Tai Subdistrict, Bang Khla District, Chachoengsao were budgetary issues, insufficient personnel, unclear roles and responsibilities, a lack of public awareness regarding public service management, limited cooperation of local people, and differing opinions between leaders of local administration and local government on certain matters. To address the solution for collaboration in public service provision between local administration and local government, the following approaches were recommended: 1) develop mutual understanding and alignment in work practices to ensure a unified direction, 2) promote collaboration in operations by coordinating efforts between the public and government agencies with a focus on fairness; and 3) organize monthly meetings to discuss and enhance the collaboration.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา (1) ความสัมพันธ์เชิงบทบาทและอำนาจหน้าที่ของฝ่ายปกครองท้องที่และฝ่ายปกครองท้องถิ่นในการจัดทำบริการสาธารณะของตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา (2) ปัจจัยที่ส่งผลให้เกิดความร่วมมือกันของการปกครองท้องที่และการปกครองท้องถิ่นในการจัดบริการสาธารณะของตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา และ (3) ปัญหาอุปสรรค และเสนอแนะแนวทางความร่วมมือในการจัดทำบริการสาธารณะของการปกครองท้องที่และการปกครองท้องถิ่น ของตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการเลือกกลุ่มตัวอย่างแบบเจาะจง โดยใช้การสัมภาษณ์เชิงลึก จำนวน 8 คน ได้แก่ ข้าราชการ ผู้บริหาร ผู้นำชุมชน ตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา สมาชิกองค์การบริหารส่วนตำบลเสม็ดใต้ และประชาชนในพื้นที่จาก 6 หมู่บ้าน เครื่องมือที่ผู้วิจัยใช้คือแบบสัมภาษณ์ จากนั้นจึงนำข้อมูลที่ได้มาทำการวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) ความสัมพันธ์เชิงบทบาทและอำนาจหน้าที่ของฝ่ายปกครองท้องที่และฝ่ายปกครองท้องถิ่นในการจัดทำบริการสาธารณะของตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา คือ ทั้งฝ่ายท้องที่และฝ่ายท้องถิ่น จะต้องทำงานร่วมกัน เพื่อรับฟังปัญหาของประชาชนแล้วนำมาเข้ากลไก กระบวนการของรัฐในการจัดบริการสาธารณะ เป็นการประสานงานกันโดยอำเภอเป็นตัวกลาง โดยฝ่ายท้องที่นำโดยผู้นำชุมชนมีหน้าที่ในการรับฟังความคิดเห็นของประชาชน โดยความสัมพันธ์ระหว่างการปกครองท้องที่และการปกครองท้องถิ่นในการทำงานร่วมกันเพื่อจัดบริการสาธารณะ ซึ่งเป็นที่ชัดเจนอยู่แล้วในการแบ่งหน้าที่ในการปฏิบัติหน้าที่ไม่ว่าจะเป็นทางด้านการปกครองท้องที่ การปกครองท้องถิ่น และรวมถึงองค์กรต่างๆในการดูแลประชาชนในพื้นที่ (2) ปัจจัยที่ส่งผลให้เกิดความร่วมมือกันของการปกครองท้องที่และการปกครองท้องถิ่นในการจัดบริการสาธารณะของตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา คือ 1) ความเดือดร้อนของประชาชน ณ ปัจจุบัน เพื่อตอบสนองหรืออำนวยประโยชน์ให้กับประชาชน แก้ไขความเดือดร้อนให้ประชาชนได้จริง 2) การวางแผนงานเพื่อรองรับปัญหาในอนาคต และ 3) การจัดสรรงบประมาณ และ (3) ปัญหาอุปสรรค ในการจัดทำบริการสาธารณะของการปกครองท้องที่และการปกครองท้องถิ่น ของตำบลเสม็ดใต้ อำเภอบางคล้า จังหวัดฉะเชิงเทรา พบว่า ปัญหาด้านงบประมาณ บุคลากร ความไม่ชัดเจนของอำนาจหน้าที่ ประชาชนยังขาดองค์ความรู้เรื่องด้านการจัดบริการสาธารณะ ชาวบ้านให้ความร่วมมือน้อย ผู้นำทั้งท้องถิ่นและท้องที่ มีความคิดเห็นไม่ตรงกันในบางเรื่อง และแนวทางความร่วมมือในการจัดบริการสาธารณะของการปกครองท้องที่และการปกครองท้องถิ่น คือ 1) ต้องสร้างความรู้ความเข้าใจในการปฏิบัติงานระหว่างกันให้เป็นไปในทิศทางเดียวกัน 2) ต้องสร้างความร่วมมือในการปฏิบัติงาน ประสานความร่วมมือระหว่างประชาชนและหน่วยงานรัฐ โดยคำนึงถึงความถูกต้องเป็นหลัก และ 3) ควรจัดให้มีการประชุมร่วมกันเดือนละครั้ง เพื่อปรึกษาหารือกัน และทำงานไปด้วยกัน
