| dc.description.abstract | การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา (1) สภาพของบทบาทกำนันและผู้ใหญ่บ้าน กับการ เสริมสร้างประชาธิปไตยท้องถิ่น ในพื้นที่องค์การบริหารส่วนตำบล (2) ปัญหาหรืออุปสรรคของบทบาทกำนันและผู้ใหญ่บ้านกับการเสริมสรัางประชาธิปไตยท้องถิ่นในพื้นที่องค์การบริหารส่วนตำบล (3) บทบาทที่เหมาะสมของกำนันและผู้ใหญ่บ้าน กับการเสริมสร้างประชาธิปไตยท้องถิ่น ในพื้นที่องค์การบริหารส่วนตำบลวิธีดำเนินการวิจัย ใข้รูปแบบการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างได้มาจากการเลือกแบบเจาะจง รวม 13 คน ได้แก่ นายอำเภอ 1 คน ปลัดอำเภอประจำตำบล 1 คน ท้องถิ่นอำเภอ 1 คน นายกองค์การบริหารส่วนตำบล 2 คน กำนัน 3 คน ผู้ใหญ่บ้าน 3 คน ปราชญ์ชาวบ้าน 2 คน เครื่องมือที่ใชัคือ แบบสัมภาษณ์ การสัมภาษณ์เป็นแบบเจาะลึกและเผชิญหน้าพร้อมกับสังเกตการณ์กลุ่มตัวอย่างรวมทั้งศึกษาจากเอกสาร ผลงานวิจัยและแนวคิดทฤษฎี ที่เกี่ยวข้อง แล้วนำมาวิเคราะห์ โดยใข้รูปแบบการวิเคราะห์เชิงพรรณนา ผลการวิจัย พบว่า (1) สภาพของบทบาทกำนันและผู้ใหญ่บ้าน ได้แก่ 1.1) ด้านการปกครองราษฎรเมื่อเกิดปัญหาเน้นปรึกษาหารือในคณะกรรมการหมู่บ้าน 1.2) ด้านการรักษาความสงบเรียบร้อย กำนัน ผู้ใหญ่บ้านเป็นแกนหลัก มี อบต.สนับสนุน โดยใข้กระบวนการหารือแบบประชาธิปไตย เป็นการร่วมมือกันในลักษณะร่วมกันหางานและร่วมกันรับผิดชอบ 1.3) ด้านส่งเสริมการมีส่วนร่วมทางการเมือง นำพาราษฎรร่วมรณรงค์การเลือกตั้ง และในวันเลือกทั้งกระตุ้นให้ราษฎรออกมาใข้สิทธิลงคะแนนให้มากที่สุด (2) ปัญหาหรืออุปสรรคของบทบาทกำนันและผู้ใหญ่บ้าน ได้แก่ 2.1) ด้านการปกครองราษฎร การแบ่งปันงบประมาณและกองทุน เน้นที่เครือญาติหรือพวกพ้อง 2.2) ด้านการรักษาความสงบเรียบร้อย การหาอุปกรณ์เครื่องใชัและยุทธปัจจัยจำเป็นต้องได้รับการสนับสนุนงบประมาณจากอบต.เนื่องจากกำนัน ผู้ใหญ่บ้านไม่มีงบประมาณ 2.3) ด้านส่งเสริมการมีส่วนร่วมทางการเมือง ถูกระแวงเรื่องความไม่เป็นกลาง การฟักใฝ่พรรคการเมือง และการเป็นหัวคะแนน (3) บทบาทที่เหมาะสมของกำนันและผู้ใหญ่บ้าน ได้แก่ 3.1) ด้านการปกครองราษฎร ควรมีความเป็น กลางอย่างแท้จริงและให้ความยุติธรรมแก่ราษฎรอย่างเท่าเทียม 3.2) ด้านการรักษาความสงบเรียบร้อย ควรให้ความสนใจกับทุกกลุ่มในพื้นที่ แล้วดึงเข้ามาร่วมเป็นภาคีเครือข่ายให้มากที่สุด เพื่อมาช่วยกันดูแลงานด้านนี้ 3.3) ด้านส่งเสริมการมีส่วนร่วมทางการเมือง กำนัน ผู้ใหญ่บ้านควรเปิดโลกทัศน์ประชาธิปไตย โดยใบ้โอกาสราษฎรมีส่วนร่วมในการตัดสินใจมากยิ่งขึ้น | th_TH |

| dc.description.abstractalternative | The purposes of this study were to (1) examine role of kamnan and village headmen with enhancing the local democracy in the area of Sub-district Administrative Organization; (2) examine problems and difficulties faced by kamnan and village headmen with enhancing the local democracy in the area of Sub-district Administrative Organization; and (3) examine the appropriate role of kamnan and village headmen with enhancing the local democracy in the area of Sub-district Administrative Organization. Methodologically, the qualitative research was adopted. A total of thirteen samples were chosen using the Purposive Sampling Method, including one sheriff, one deputy district chief, one local sheriff, two local mayors, three kamnan, three village headman, and two local savants. The instruments used included the in-depth interview, confrontation, and observation. In addition, the prior researches and documents, theories and concepts were examined and analyzed in the format of the descriptive analysis. It was found that (1) role of kamnan and village headmen; 1.1) on civil government; consultation is adopted among the village committees; 1.2) on maintaining the order and peace; the kamnan and village headmen played a major role while Subdistrict Administrative Organization played a minor role through democratic consulting process in the cooperative and responsible manner; 1.3) on the political cooperation; the general public are encouraged in the election campaign and the people are stimulated to exercise the right on election day as much as possible; (2) the problems and difficulties faced by kamnan and village headmen; 2.1) on civil government; it involves budget and fund appropriation which focuses on relatives and partisans; 2.2) on maintaining the order and peace; acquiring the equipments and tools and strategic objects subsidized by Sub-district Administrative Organization, because Kamnan village headmen have no own budget; 2.3) on promotion of the political participation; it is suspected of partiality, political preference, and election canvasser, (3) the appropriate role of kamnan and village headmen; 3.1) on civil government; neutrality, fairness, and honesty must be demonstrated to the public practically and equally; 3.2) on maintaining order and peace; all parties should be paid an attention and drawn into network as much as possible to help supervise this area; 3.3) on the promotion of the political participation; kamnan village headmen should be nurtured the democratic vision while the general public should be encouraged to partake in decision-making politically | en_US |
