| dc.description.abstract | วัตถุประสงค์การวิจัยครั้งนี้ได้แก่ 1) เพื่อศึกษาระดับความสำเร็จของการนำหลักการบริหารกิจการ บ้านเมืองที่ดีไปใช้ในการบริหารงานเทศบาลในจังหวัดภูเก็ต 2 ) เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จในการนำ หลักการบริหารกิจการบ้านเมืองที่ดีใปใชัในการบริหารงานเทศบาล และ 3) เพื่อเสนอแนะแนวทางในการนำ หลักการบริหารกิจการบ้านเมืองที่ดีไปใช้ในการบริหารงานเทศบาลให้เกิดผลสำเร็จ การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยมีกลุ่มตัวอย่างคือ เจ้าหน้าที่ผู้ให้บริการ จำนวน 257 คน และประชาชนผู้รับบริการ จำนวน 400 คน จากประชากรที่เป็นเจัาหน้าที่ผู้ให้บริการ 679 คน และประชากรที่ เป็นประชาชนผู้รับบริการ 126,892 คน ใดยใช้วิธีของทาโร ยามาเน่ เครื่องมือที่ใชัในการเก็บข้อมูลคือ แบบสอบถาม และการสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ รัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การ วิเคราะห์ความแปรปรวน และใช้การวิเคราะห์ถดถอยแบบขั้นตอน ผลการวิจัยพบว่า (1) ระดับความสำเร็จในการนำหลักการบริหารกิจการบ้านเมืองที่ดี มาใชัในการ บริหารงานเทศบาลในจังหวัดภูเก็ตประชาชนผู้ใช้บริการเห็นว่ามีความสำเร็จอยู่ในระดับปานกลาง ขณะที่ เจัาหน้าที่ผู้ให้บริการเห็นว่าสามารถนำหลักการดังกล่าวเข้ามาใช้และประสบผลสำเร็จอยู่ในระดับมาก ทั้งนี้ระดับ ความสำเร็จในการนำหลักการบริหารกิจการบ้านเมืองที่ดีมาใช้แต่ละเทศบาลมีความแตกต่างกัน (2) ปัจจัยที่ส่งผล ต่อระดับความสำเร็จในการนำหลักการบริหารกิจการบ้านเมืองที่ดีมาใช้ในการบริหารงานเทศบาล คือ กลยุทธ์ โครงสรัาง ระบบการดำเนินงาน รูปแบบการบริหาร ทักษะของบุคลากร และการจัดการด้านบุคลากร ส่วนค่านิยมร่วมของเทศบาลเป็นปัจจัยเชิงลบต่อระดับความสำเร็จในการนำหลักการบริหารกิจการบ้านเมืองที่ดี มาใชัในการบริหารงานเทศบาล ข้อเสนอแนะในการวิจัยได้แก่ เทศบาลควรเน้นกลยุทธ์การดำเนินงานเชิงรุก เพิ่มการมีส่วนร่วม ของประชาชน เพิ่มช่องทางรับฟังความคิดเห็น และลดขั้นตอนการดำเนินงาน ควรปรับปรุงกฎระเบียบให้มี ความทันสมัย สอดคลัองกับชุมชน เพื่มช่องทางและวิธีกระจายข้อมูลด้านกฎระเบียบ เพื่มทักษะพนักงานและ ถูกจ้างด้วยการการจัดอบรมความรู้และทักษะการปฏิบัติงาน สรัางจิตสำนึกการให้บริการ และสรัางมาตรฐาน ระบบการประเมินผลการปฎิบัติงาน ดำเนินการตามพระราชกฤษฏีกาว่าด้วยหลักเกณฑ์และวิธีการบริหาร กิจการบ้านเมืองที่ดี พ.ศ. 2546 อย่างจริงจังโดยเฉพาะอย่างยิ่ง การลดขั้นตอนการปฎิบัติงาน นอกจากนี้ควรมี การนำเทคโนโลยีที่ทันสมัยเข้ามาใช้ในการดำเนินงานของเทศบาลให้มากยิ่งขึ้น | th_TH |

| dc.description.abstractalternative | The purposes of this research were to (1) study the levels of success of Good Governance Principles implementation in Phuket Municipalities administration (2) study factors that influenced the levels of the implementation success in Phuket Municipalities administration and (3) recommend the appropriate approach to successfully implement Good Governance Principles in Phuket Municipalities administration. The study was a survey research. Samples were 257 Municipality Officers and 400 service recipients, from the population of 679 Phuket Municipality Officers and 126,892 service recipients, using Taro Yamane method. Instruments used were questionnaire and interview. Statistical tools employed were percentage, mean, standard deviation, and stepwise regression. The research result revealed that (1) in service recipients opinion, level of success of the implementation of Good Governance Principles was at moderate level while in officers opinion, was at high level; the levels of successes in each Municipalities were different (2) the factors positively affecting the success level of Good Governance Principles implementation were Strategy, Structure, Systems, Style and Skills Management; while Shared Value was negative affecting factor. The suggestions from this research were the followings : the Municipalities should put the emphasis on active strategy, provide more channels to listen to people opinion , streamline operation procedures, improve rules and regulations to be more updated and more aligned to community culture, increase more channels and means to disseminate information on rules and regulations, develop officers via (raining to increase their knowledge and practical skills including service mind, set standard of performance appraisal, seriously follow the Royal Decree of the Rules and Means of Good Governance: 2546 BC, particularly the streamlining of the operation procedures, moreover, the Municipalities Administration should apply modem technology more in their operation | en_US |
