| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พยากรณ์และกำหนดบทบาท หน้าที่และภารกิจที่เหมาะสมในอนาคตของชุมชนระดับตำบลในการขัดการเหตุรำคาญที่มีผลกระทบจากมลพิษอุตสาหกรรม 2) เสนอแนะรูปแบบ และกลยุทธ์ที่เหมาะสมในอนาคตที่จะส่งเสริมและสนับสบุนการมีส่วนร่วมของชุมชนระดับตำบลในการจัดการเหตุรำคาญที่มีผลกระทบจากมลพิษอุตสาหกรรม การวิจัยครั้งนี้เป็นการวิจัยเชิงอนาคตแบบเดลฟายโดยดำเนินการ 3 รอบ โดยรอบแรกใช้แบบสอบถามความคิดเห็นแบบเปิด แล้วนำข้อมูลมาทำการวิเคราะห์เนื้อหาเพื่อจัดทำแบบสอบถามมาตรประเมินค่าในรอบที่ 2 จากความคิดเห็นที่มีความถี่เกินร้อยละ 50 โดยผลที่ได้ในรอบที่ 2 จะนำมาวิเคราะห์หาความสอดคล้องของแต่ละความคิดเห็นและนำเสนอในที่ประชุมระดมสมองรอบที่ 3 เพื่อสรุปผลการวิจัย กลุ่มตัวอย่างที่ใช้ประกอบด้วยคณะผู้ทรงคุณวุฒิและคณะผู้เชี่ยวชาญที่เลือกแบบเจาะจง 6 สาขาได้แก่ สาขาการเมือง สาขาการศึกษา สาขาการพัฒนาชุมชน สาขาการแพทย์และการสาธารณสุข สาขาการบริหารงานทองถิ่น และสาขาสิ่งแวดล้อมและการอุตสาหกรรม จำนวน 21 คน เครื่องมือที่ใช้เป็นแบบสอบถามความคิดเห็นแบบเปิด และแบบสอบถามมาตรประเมินค่า 4 ระดับ สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าร้อยละ ค่ามัธยฐาน ค่าฐานนิยม และค่าพิสัยระหว่างควอไทค์ โดยความคิดเห็นใดมีความสอดคล้องไม่ต่างกันต้องมีค่าพิสัยระหว่างควอไทลไม่เกิน 1.5 และค่าความแตกต่างระหว่างค่ามัธยฐานกับค่าฐานนิยมไม่เกิน 1.0 ผลการวิจัยพบว่า 1) บทบาทหน้าที่และภารกิจที่เหมาะสมในอนาคตของชุมชนระดับตำบลในการจัดการเหตุรำคาญจากมลพิษอุตสาหกรรม จะต้องมีโครงสร้างประกอบด้วยบทบาท หน้าที่และภารกิจขององค์กรภาครัฐ ภาคประชาชน และภาคผู้ประกอบการ 2) ส่วนรูปแบบการมีส่วนร่วมของชุมชนระดับตำบลที่เหมาะสมต้องเป็นกระบวนการไตรภาคี โดยใช้กลวิธีหลัก 10 ประการ จาก 7 กลยุทธ์ด้านการพัฒนานโยบาย การบริหารจัดการ การขยายเครือข่ายและกิจกรรม การประสานความร่วมมือ การมีส่วนร่วมของประชาชน การพัฒนาบุคลากร องค์ความรู้และการวิจัย และด้านสื่อมวลชน ซึ่งบูรณาการเข้าด้วยกัน | th_TH |

| dc.description.abstractalternative | The objectives of this study were to (1) forecast and determine the appropriate future roles, duties and missions of sub-district community on industrial pollution nuisance management; (2) recommend appropriate future models and strategics for promoting and supporting community participation in sub-district level on industrial pollution nuisance management. This dclphi future research comprise three rounds of opinion survey. A non-directive, open-ended questionnaire was used then content analysis were carried out in the first round. Gained opinions with frequency of more than 50% would be considered to construct a rating scale questionnaire for analyzing consistency of each opinion in the second round. These results were concluded into the third-round brain storming seminar for summarizing the research results. Twenty-one experts and specialists were selected by purposive sampling of six fields including politics, education, community development, medicine and public health, local administration, environment and industry. Open-ended opinion and four rating-scale questionnaires were used in this study. Statistical analysis were percentage, median, mode, and inter-quartile range, rhe opinion is believed to have consistency, if each opinion’s calculated by inter-quartile range was not more than 1.5 with a difference between mode and median of no more than 1.0. The findings were (1) the appropriate future roles, duties and mission of sub-district community on industry pollution nuisance management must have a structure consisting of roles, duties and missions of government, citizen and entrepreneur sectors. (2) an appropriate community participation model must be the process of three parties by using ten major initiatives from integration of seven strategics including policy development, administration, network and activity enlargement, co-operation, public involvement, development of manpower, knowledge and research, and public relations | en_US |
