dc.description.abstractการวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพและปัญหาการบริหารงบประมาณของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษานราธิวาส เขต 1 (2) เปรียบเทียบสภาพและปัญหาการบริหารงบประมาณของ สถานศึกษา จำแนกตามประสบการณ์ทำงานด้านงบประมาณและขนาดสถานศึกษาและ (3) ศึกษาแนวทางแกัไข ปัญหาการบริหารงบประมาณของสถานศึกษา ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้ปฏิบัติงานด้าน งบประมาณ กลุ่มตัวอย่างคือ ผู้อำนวยการสถานศึกษา หัวหน้าฝ่ายงบประมาณ และครูผู้ปฏิบัติงานด้าน งบประมาณในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษานราธิวาส เขต 1 จำนวน 339 คน กำหนดขนาดกลุ่ม ตัวอย่างโดยใช้ตารางสำเร็จรูปของเครจซี่และมอร์แกนและใช้การเลือกตัวอย่างแบบหลายขั้นตอน เครื่องมีอที่ใช้ เป็นแบบสอบถามแบบมาตรประมาณค่า สอบถามเกี่ยวกับสภาพและปัญหาการปฎิบัติงานด้านงบประมาณของ สถานศึกษาที่ผู้วิจัยสร้างขึ้นมีค่าความเที่ยง 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า (1) สภาพการบริหารงบประมาณในภาพรวมมีค่าเฉลี่ยอยู่ในระดับปานกลาง เมื่อ พิจารณารายด้านมีค่าเฉลี่ยอยู่ในระด้บปานกลาง 6 ด้าน ยกเว้นด้านการบริหารงานการเงินมีค่าเฉลี่ยอยู่ในระดับมาก ส่วนปัญหาการบริหารงบประมาณในภาพรวมมีค่าเฉลี่ยอยู่ในระดับปานกลาง เมื่อพิจารณารายด้านมีค่าเฉลี่ยอยู่ใน ระดับปานกลางทุกด้าน (2) ผู้ที่มีประสบการณ์ทำงาน ด้านงบประมาณต่างกันมีสภาพและปัญหาการบริหาร งบประมาณที่แตกต่างกันอย่างมีนัยสำคัญที่ระดับ 0.05 โดยผู้ที่มีประสบการณ์น้อยกว่า 5 ปี มีสภาพและปัญหาการ บริหารงบประมาณแตกต่างกันกับผู้ที่มีประสบการณ์มากกว่า 20 ปี สถานศึกษาที่มีขนาดแตกต่างกันมีสภาพและ ปัญหาการบริหารงบประมาณที่แตกต่างกันอย่างมีนัยสำคัญทีระดับ 0.05 โดยสถานศึกษาขนาคเล็กและสถานศึกษา ขนาดกลาง มีสภาพและปัญหาการบริหารงบประมาณที่แตกต่างกันกับสถานศึกษาขนาดใหญ่และสถานศึกษาขนาด ใหญ่พิเศษ และ(3) แนวทางในการแกัไขปัญหาการบริหารงบประมาณทั้ง 7 ด้าน คือ กำหนดกรอบอัตรากำลัง เจัาหน้าที่ปฎิบัติงานด้านงบประมาณโดยตรงในสถานศึกษาth_TH

dc.description.abstractalternativeThe purposes of the research were to: (1) investigate conditions and problems in budget administration found in schools located under Narathiwat Educational Service Area 1; (2) compare conditions and problems of budget administration of the schools classified as the personnel's experience and size of the schools ; and (3) offer ways to deal with the problems, according to opinions of school administrators and teacher doing the budget work. A total of 339 samples consisted of school principals, heads of the budget section and teachers doing budget work in the schools. The samples were obtained through Krejcie snd Morgan’s table and multiple steps of selection. The instrument used, was developed by the researcher, as a questionnaire of estimated value asking about conditions and problems concerning budgets with reliability value of 0.97. The statistics used for analyzing the data were percentage, means standard deviation, one-way analysis of variance. The results revealed as follows: (1) the budget administration was moderately rated. Considered into each aspect, six aspects were moderately rated; however, the financial administration was highly rated. The number of overall problems concerning budget administration was moderately rated, and when each aspect of the problems was rated, it was also moderately rated; (2) the conditions and problems were evaluated differently after the involving personnel’s different experiences at the 0.05 level of significance, the personnel’s experiences less than 5 year were different from those of more than 20 years; The schools with different sizes had different conditions and problems at the 0.05 level of significance . The small and medium schools had different conditions and problems from those of large and extra large; and (3) to solve problems in all the seven aspects of the budget administration, the qualifications of personnel required to work in the school budget administration should be directed by the schoolsen_US
