| dc.description.abstract | การศึกษาวิจัยครั้งนึ้ มีวัตถุประสงค์ (1) เพื่อศึกษาระดับปัญหาในการจัดซื้อจัดจ้างด้วยวิธีการทาง อิเล็กทรอนิกส์ของธุรกิจก่อสร้างที่จดทะเบียนกับกรมทางหลวงชนบทในพื้นที่ภาคกลาง และ (2) เพื่อเปรียบเทียบข้อมูล ทั่วไปของธุรกิจก่อสร้างกับสภาพปัญหาของการจัดซื้อจัดจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ของธุรกิจก่อสร้างที่จดทะเบียนกับกรมทางหลวงชนบทในพื้นที่ภาคกลาง ประชากรที่ใช้ในการศึกษาวิจัยครั้งนึ้ได้แก่ผู้ประกอบการที่เป็นธุกิจก่อสร้างที่จดทะเบียนกับ กรมทางหลวงชนบท ในพื้นที่ภาคกลาง โดยใช้กลุ่มตัวอย่าง จำนวน 166 ราย เครื่องมีอที่ใช้ในการวิจัยได้แก่ แบบสอบถามซึ่งทดสอบความตรงโดยผู้เชี่ยวชาญ จำนวน 3 คน และทดสอบความเที่ยงโดยใช้ค่าสัมประสิทธิ์แอลฟา ของครอนบาช ได้ค่าความเที่ยงทั้งฉบับเท่ากับ 0.8326 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน หาค่า F-test และการวิเคราะห์ความ แปรปรวนทางเดียวที่ระดับนัยสำคัญทางสถิติที่ .05 ผลการวิจัยพบว่า (1) ระดับปัญหาของการจัดซื้อจัดจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ของธุรกิจก่อสร้างที่จดทะเบียนกับกรมทางหลวงชนบท ในพื้นที่ภาคกลางโดยรวม อยู่ในระดับปัญหาปานกลาง (x = 2.84 ) โดยมีปัญหา เรียงลำดับตามค่าเฉลี่ยคือ ด้านเอกสารประกอบการประกวดราคาจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ (x = 3.14) รองลงมา ได้แก่ ปัญหาด้านวงเงินค้ำประกัน (x = 2.99) ด้านผู้ให้บริการตลาดกทางอิเล็กทรอนิกส์ (x =2.90) ด้านเงื่อนไขใน การประกวดราคาจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ของกรมทางหลวงชนบท (x = 2.84 ) ด้านบุคลากรผู้ประมาณราคา ก่อสร้าง (x = 2.62) และด้านบุคลากรผู้จัดเตรียมเอกสาร (x = 2.43) และ (2) ผลการเปรียบเทียบข้อมูลทั่วไปของ ธุรกิจก่อสร้างกับสภาพปัญหาของการจัดซื้อจัดจ้างด้วยวิธีการทางอิเล็กทรอนิกส์ของธุรกิจก่อสร้างที่จดทะเบียนกับกรมทางหลวงชนบทในพื้นที่ภาคกลาง ที่ระดับนัยสำคัญทางสถิติที่ .05 พบว่า ปริมาณการเข้าร่วมในการประมูลจัดซื้อจัดจ้างด้วยวิธีการทางอิเล็กทรอนิกส์กับกรมทางหลวงชนบท มีสภาพปัญหาแตกต่างกันถึง 13 รายการ รองลงมาได้แก่ จำนวนเงินทุนที่ใช้หมุนเวียนอยู่ในธุรกิจก่อสร้าง มีสภาพปัญหาถึง 9 รายการ สภาพปัญหาส่วนใหญ่ที่แตกต่างกัน ได้แก่ การกำหนดระยะเวลาคืนหลักประกันซองเมื่อไม่ได้รับเลือกเป็นผู้ได้งาน การจำกัดวงเงินสินเชื่อของสถาบันการเงิน และการจัดการวงเงินสินเชื่อเพื่อใช้ในการออกหนังสือค้ำประกัน | th_TH |

| dc.description.abstractalternative | The purposes of this research were : (1) to study the level of the e- Government procurement problems of construction firms registered to the Department of Rural Roads in the Central Region; and (2) to compare the demographic data and procurement problems of construction firms registered to the Department of Rural Roads in the Central Region to the c- Government. The research was conducted among the population of executive administrators of the construction firms registered to the Department of Rural Roads in the Central Region with the sample size of 166. The research instrument was a questionnaire performed validity test by 3 experts and also reliability lest by using alpha coefficient of Cronbach with the value of 0.8326 for the overall rating scale questions. The statistics used in this research were frequency, percentage, arithmetic mean, standard deviation, F- test and one-way ANOVA at the statistically significant value of .05 The research finding were as follows: (1) the overall level of e- Government procurement problems of the construction firms registered to the Department of Rural Roads in the Central Region was at the moderate level (X =2.84). The problems m sequence of arithmetic mean were documents e- Government Procurement ( X -3.14). bank guarantee (X = 2.99). central electronic market service operators (X = 2.90). the regulations of e-Govemment Procurement (X = 2.84), construction cost estimator (X = 2.62) and document preparation personnel =2.43); and (2) there were statistically significant difference between the demographic data and procurement problems of the construction firms registered to the Department of Rural Roads in the Central Region to the e- Government, the most statistically significant different were the frequencies of e-auction with Department of Rural Roads of 13 items and followed by cash flow in construction firms of 9 items.
