| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการดำเนินการป้องกันและแก้ไขปัญหาการ เบี่ยงเบนทางวัฒนธรรมของสำนักงานวัฒนธรรมจังหวัดระนอง (2) ศึกษาปัจจัยที่มีผลต่อความสำเร็จใน การดำเนินการป้องกันและแกัไขปัญหาการเบี่ยงเบนทางวัฒนธรรมของสำนักงานวัฒนธรรมจังหวัด ระนอง และ (3) เสนอแนะแนวทางในการดำเนินการป้องกันและแกัไขปัญหาการเบี่ยงเบนทางวัฒนธรรม ของสำนักงานวัฒนธรรมจังหวัดระนอง การดำเนินการวิจัยเป็นแบบลักษณะการวิจัยเชิงสำรวจ และผสมผสานการวิขัยเชิง คุณภาพ กลุ่มตัวอย่างที่ใช้ในการศึกษาคือ (1) ข้าราชการและหรือเจ้าหน้าที่ภาครัฐสังกัดหน่วยงานด้าน ส่งเสริมวัฒนธรรม และสังกัดหน่วยงานด้านการตรวจสอบ/จับกุมผู้กระทำผิดเกี่ยวกับสื่อตาม พระราชบัญญัติภาพยนตร์และวีดีทัศน์พ.ศ.2551 (2) บุคคลและองค์กรภาคประชาชนซึ่งเกี่ยวข้องกับงาน ด้านวัฒนธรรม จำนวน 311 คน เครื่องมีอ ที่ใช้ในการเก็บข้อมูล คือ แบบสอบถามและแบบ สัมภาษณ์ สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบ ค่าที การ วิเคราะห์ความแปรปรวนทางเดียว และการทดสอบความแตกต่างเป็นรายคู่ด้วยวิธีการของเชฟ่เฟ่ ผลการวิจัย พบว่า (1) การป้องกันและแกัไขปัญหาการเบี่ยงเบนทางวัฒนธรรมของ สำนักงานวัฒนธรรมจังหวัดระนอง ประกอบด้วย การเฝ้าระวังสื่อที่เป็นช่องทางในการเผยแพร่งานด้าน วัฒนธรรมในทางเสื่อมเสีย การเฝ้าระวังการใช้ชีวิตในการบริโภคที่ไม่เหมาะสม และการเฝ้าระวัง เอกลักษณ์ทางวัฒนธรรมไทย (2) ปัจจัยที่มีผลต่อความสำเร็จในการดำเนินการป้องกันและแก้ไขปัญหา การเบี่ยงเบนทางวัฒนธรรมได้แก่ กลยุทธ์ในการป้องกันและแก้ไขปัญหาการเบี่ยงเบนทางวัฒนธรรมที่มี ความชัดเจน บุคลกรที่รับผิดชอบในการป้องกันและแก้ไขปัญหาปฏิบัติงานอย่างจริงจัง และองค์กรที่ทำ หน้าที่ป้องกันและแก้ไขปัญหาดำเนินงานอย่างมีประสิทธิผลและประสิทธิภาพสูงสุด (3) ข้อเสนอแนะ แนวทางในการดำเนินการป้องกันและแก้ไขปัญหาการเบี่ยงเบนทางวัฒนธรรมของสำนักงานวัฒนธรรม จังหวัดระนอง ได้แก่ รัฐบาลต้องให้ความสำคัญต่อการส่งเสริมงานด้านวัฒนธรรมให้มากยิ่งขึ้น พร้อมกับ แก้ไขปรับปรุงนโยบายต่างๆ ที่ใช้ในการควบคุมสื่อที่อาจเป็นภัยต่อเด็ก นอกจากนี้ กลยุทธ์ในระดับ กระทรวง ระดับจังหวัด และการปฏิบัติงานของเจ้าหน้าที่จะต้องสอดคล้องกันด้วย | th_TH |

| dc.description.abstractalternative | This research aimed to: (1) study Ranong Cultural Office’s operation on protection and rectification of cultural deviance problems; (2) study factors affecting the operational success in protection and rectification of cultural deviance problems; and (3) provide recommendation to Ranong Cultural Office concerning the operation on protection and rectification of cultural deviance problems. The research was a survey research with the application of qualitative methodology. Samples were (1) civil servants and/or government officers of Cultural Promotion Office and the office responsible for monitoring and arresting the misconduction involving media using for wrong purposes according to Movies and Video Act 2551 B.C.; (2) 311 civilian and civil organizations involving cultural aspects. Instruments used were questionnaire and interview. Statistical tools employed were percentage, mean, standard deviation, t-test, one-way ANOVA and Schcffc' differentiation on comparison test. The result of this research were as followings (!) the performance of Ranong Cultural Office on protection and rectification of cultural deviance problems which consisted of monitoring media using as channels to propagate cultures in depreciation manners, monitoring people’s inappropriate living consumption, and monitoring Thai cultural identity; (2) factors affecting the success of operation in protection and rectification of cultural deviance problems were clear strategics in protection and rectification of cultural deviance problems, active actions of personnel in charge, and efficient and effective performance of the organization responsible; and (3) recommendations concerning the operation in protection and rectification of cultural deviance problems were: that the government should recognize the importance of cultural promotion mission and the improvement of policies involving the controlling of medium harmful to children, moreover, there should be an alignment of strategics in ministry, provincial, and functional levels | en_US |
