| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพทั่วไปของกระบวนการจัดซื้อจัดจ้างด้วยระบบ อิเล็กทรอนิกส์ของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัด (2) ศึกษาความคิดเห็นของบุคลากรของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัดและผู้ขายหลักเกี่ยวกับการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัด (3) เปรียบเทียบความคิดเห็นของผู้บริหารและเจ้าหนัาที่พัสดุของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัดเกี่ยวกับการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัด (4) ศึกษาข้อเสนอแนะเกี่ยวกับการปรับปรุงการดำเนินการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัด กลุ่มตัวอย่างประกอบด้วยผู้บริหาร เจ้าหนัาที่พัสดุที่ปฏิบัติหนัาที่อยู่ในสังกัดศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัด และผู้ขายหลักของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัด รวม 300 คน เครื่องมือได้แก่แบบสอบถามจำนวน 2 ชุด สถิติที่ใช้ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการ ทดสอบค่าที ผลการวิจัยพบว่า (1) กระบวนการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์วิธีตกลงราคา ประกอบด้วย กิจกรรม 9 ขั้นตอน วิธีสอบราคา 10 ขั้นตอน และวิธีประกวดราคา 17 ขั้นตอน (2) ความคิดเห็นของผู้บริหารและเจ้าหนัาที่พัสดุเกี่ยวกับการจัดซื้อจัคจ้างด้วยระบบอิเล็กทรอนิกส์ของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัดอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุดได้แก่ ด้านบุคลากร ส่วนผู้ขายหลัก มีความคิดเห็น ในระดับปานกลาง ด้านที่มีค่าเฉลี่ยสูงสุดได้แก่ ด้านวัสคดุอุปกรณ์ (3) ความคิดเห็นของผู้บริหารและเจ้าหน้าที่พัสดุของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัดเกี่ยวกับการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ของศูนย์การท่องเที่ยว กีฬาและนันทนาการจังหวัดไม่มีความแตกต่างกัน (4) ข้อเสนอแนะได้แก่ 1) ด้านบุคลากร หน่วยงานควรเพิ่มขวัญและกำลังใจในการทำงานได้กับบุคลากรในสังกัด ควรมีการจัดอบรมได้ความรู้กับบุคลากรเกี่ยวกับการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ 2) ด้านงบประมาณ ควรมีการสนับสนุนงบประมาณในการจัดการอบรมสัมมนาเพื่อเพื่มความรู้ความเข้าใจด้านการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ ควรสนับสนุนงบประมาณในการจัดซื้อวัสดุอุปกรณ์เครื่องมือเครื่องใช้สำหรับการจัดซื้อจัดจ้างด้วยระบบอเล็กทรอนิกส์ได้มากขึ้น สำนักงานส่วนกลางควรจัดสรรงบประมาณให้กับหน่วยงานส่วนภูมิภาคตั้งแต่เนินๆ 3) ด้านวัสดุอุปกรณ์ ควรมีการจัดทำคู่มืออย่างละเอียคเพื่อประกอบความรู้แก่ผู้ปฏิบัติงาน ควรจัดให้มีวัสดุอุปกรณ์เช่น เครื่องคอมพิวเตอร์และระบบสารสนเทศรวมทั่งโปรแกรมที่ได้มาตรฐาน ควรมีสารสนเทศที่มีประสิทธิภาพเพื่อรองรับการสืบค้นและการดำเนินการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ได้อย่างมีประสิทธิภาพมากขึ้น 4) ด้านการจัดการ ควรมีการวางแผนในการจัดซื้อจัดจ้างด้วยระบบอิเล็กทรอนิกส์ตั้งแต่เนิน ๆ ควรดำเนินการจัดซื้อจัคจ้างได้เป็นไปตามกำหนดและต้องมีการตรวจสอบเอกสารการเงินอย่างสม่ำเสมอ | th_TH |

| dc.description.abstractalternative | The purposes of this research were to (1) study the nature of procurement process via electronics procurement system of Provincial Centre of Tourism, Sports and Recreation (2) study the opinion of personnel of Provincial Centre of Tourism, Sports and Recreation, and its major suppliers on procurement process via electronics procurement system (3) compare the opinions of the management and procurement staff of Provincial Centre of Tourism, Sports and Recreation on procurement process via electronics procurement system (4) study the recommendations concerning the improvement of procurement process via electronics system of Provincial Centre of Tourism, Sports and Recreation. Samples consisted of the management, procurement staff, and major suppliers of Provincial Centre of Tourism, Sports and Recreation; totally 300 samples. Instruments used were 2 sets of questionnaires. Statistical employed were frequency, percentage, mean, standard deviation, and T test. Research result revealed that (1) nature of procurement processes via electronics system were as followings: the agreement of costs method consisted of 9 steps of activities, the examination of costs consisted of 10 steps and the auction of costs consisted of 17 steps of activities (2) the opinions of the management and procurement staff on procurement process via electronics procurement system of Provincial Centre of Tourism, Sports and Recreation were on high level whereas man aspect had highest mean; the opinion of major suppliers was on medium level whereas material aspect had highest mean (3) the opinions of the management and procurement staff on procurement process via electronics procurement system of Provincial Centre of Tourism, Sports and Recreation had no difference (4) recommendation were as followings 1) on man aspect: the agency should increase staff morale and willpower, provide training to staff to expand their knowledge on electronics procurement system 2) on budgeting aspect: budget on training should be allocated, more budget for electronics procurement system equipment should be provided, central office should allocate budget to regional offices more earlier 3) on material aspect: handbooks with more detail should be provided to the operators, standard equipment and tools such as computer, information system, and appropriate software program should be in place, efficient information system should be installed to support more efficiently the information search and the function of electronics procurement system 4) on management aspect: planning in procurement via electronics system should be executed ahead of time, the process should be performed as scheduled, and financial documents should be audited regularly | en_US |
