| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) การจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุของ องค์กรปกครองส่วนท้องถิ่นในอำเภอบางกระทุ่ม จังหวัดพิษณุโลก (2) เปรียบเทียบความคิดเห็นเกี่ยวกับการจัดสวัสดิการ สังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจำแนกตามปัจจัยส่วนบุคคล (3) ปัจจัยที่มี ความสัมพันธ์กับการจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่น (4) ปัญหาและ แนวทางแก้ไขปัญหาการจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่น ประชากรที่ใช้ในการศึกษาประกอบด้วย ผู้บริหารและพนักงานองค์กรปกครองส่วนท้องถิ่นจำนวน 18 คน และประชากรที่เป็นผู้สูงอายุที่อาศัยอยู่ในองค์กรปกครองส่วนท้องถิ่น จำนวน 3,309 คน โดยศึกษาจากกลุ่มตัวอย่าง จำนวน 357 คน เครื่องมือที่ใช้เป็นแบบสัมภาษณ์และแบบสอบถามแบบมาตราส่วนประมาณค่า วิเคราะห์ข้อมูลโดยใช้ โปรแกรมสำเร็จรูป สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบที การวิเคราะห์ความแปรปรวน และค่าสัมประสิทธิ์สหสัมพันธ์ด้วยวิธีของเพียร์สัน ผลการวิจัยพบว่า (1) ทั้งผู้บริหารและพนักงานรวมทั้งผู้สูงอายุทราบตรงกันว่าการจัดสวัสดิการสังคมด้าน คุณภาพชีวิตสำหรับผู้สูงอายุ ได้แก่ สวัสดิการสังคมด้านการศึกษา สุขภาพอนามัย ที่อยู่อาศัย การทำงานและการมีรายได้ ความมั่นคงทางสังคม บริการทางสังคม และนันทนาการอยู่ในระดับปานกลาง (2) สำหรับผู้บริหารและพนักงานที่มีปัจจัย ส่วนบุคคลต่างกันมีความคิดเห็นต่อการจัดสวัสดิการสังคมด้านคุณภาพชีวิตไม่ต่างกัน ในส่วนของผู้สูงอายุที่มีอายุ สถานภาพการสมรส จำนวนบุตร อาชีพ การอยู่อาศัยในครอบครัวต่างกันมีความคิดเห็นเกี่ยวกับการจัดสวัสดิการสังคมด้าน คุณภาพชีวิตสำหรับผู้สูงอายุต่างกันอย่างมีนัยสำคัญทางสถิติ 0.05 สำหรับผู้สูงอายุที่มีเพศ รายได้ ความสามารถในการอ่าน เขียน ระยะเวลาที่อาศัยอยู่ในชุมชน/หมู่บ้าน การรับทราบข้อมูลข่าวสารเกี่ยวกับการจัดสวัสดิการสังคมด้านคุณภาพชีวิต ต่างกันมีความคิดเห็นเกี่ยวกับการจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุไม่ต่างกัน (3) ปัจจัยที่มีความสัมพันธ์ กับการจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นเรียงลำดับตามขนาด ความสัมพันธ์จากมากไปหาน้อย ได้แก่ปัจจัยด้านการเมือง ด้านมนุษยธรรม ด้านเศรษฐกิจ ด้านการพัฒนา และด้านสังคม ตามลำดับ (4) ผู้บริหารและพนักงานรวมทั้งผู้สูงอายุเห็นตรงกันว่าปัญหาการจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับ ผู้สูงอายุ ได้แก่ งบประมาณในการจัดสวัสดิการสังคมด้านคุณภาพชีวิตสำหรับผู้สูงอายุมีจำกัดบุคลากรและเจ้าหน้าที่มีจำนวน ไม่เพียงพอ ทั้งนี้การแก้ไขปัญหาดังกล่าวควรที่รัฐบาลต้องสนับสนุนงบประมาณให้เพียงพอกับการบริการผู้สูงอายุ และให้ ภาคเอกชนมีส่วนร่วมในการบริการผู้สูงอายุเพิ่มมากขึ้น ในส่วนของเจ้าหน้าที่นั้นควรใช้มาตรการการทดแทนการทำงานและ การพัฒนาบุคลากรเพื่อเพิ่มประสิทธิภาพในการให้บริการ | th_TH |

| dc.description.abstractalternative | This research intended to study (1) social welfare quality of life for the elderly provided by local administrative organizations in Bang krathum district, Phitsanulok province (2) compare the opinions on social welfare quality of life for the elderly provided by local administrative organizations by personal factors (3) factors related to social welfare quality of life for the elderly provided by local administrative organizations (4) problems and solutions in managing social welfare quality of life for the elderly provided by local administrative organizations in Bang Krathum district, Phitsanulok province. Population consisted of 18 executives and employees of local administrative organizations in Bang Krathum district, Phitsanulok province, and 3,309 elderly living in the area from which 357 samples were drawn. Instrument used was questionnaire.Statistical tools employed were frequency, percentage, mean, standard deviation, t-test, One-way ANOVA, and Pearson’s correlation coefficient. Research result revealed that (1) executives and employees together with the elderly, viewed that the provision of social welfare quality of life for the elderly which included social welfare on education, health, housing, job and income, social stability, social service, and recreation, was in moderate level (2) when compared the opinions of executives and employees with different personal factors: no differences were found, as for opinions of the elderly, those with different marital status, numbers of children, occupation, families, had different opinions with 0.05 level of statistical significance, while no differences were found among those with different gender, income, reading ability, duration of living in the area, and level of knowing about social welfare provided (3) factors related to social welfare quality of life for the elderly provided by local administrative organizations, listed from most related to least related were: political, humanitarian, economics, development, and social factors (4) both executives and employees viewed that major problems were limited budget, and insufficient personnel, solutions recommended were: the government should allocate enough budget for the operation, private sector should be more participated in providing elderly services, alternative measure should be employed to solve problem of insufficient personnel, together with the provision of personnel development to solve problem of insufficient personnel, together with the provision of personnel development to increase their service efficiency | en_US |
