dc.description.abstractalternativeThe objectives of this study were to (1) determine factors affecting success of public management quality development at the Department of Health Service, Ministry of Public Health and (2) determine relevant problems and issues encountered in the process and their solutions. The study population consisted of 1,101 personnel of the Department; 293 of which were obtained by stratified sampling based on the concept of Taro Yamane. The tools used were checklist and open-ended questionnaires. Statistical tools employed were means, standard deviation and multiple regression analysis. The results showed the following. (1) Motivation, leadership, human resources, job involvement and recognition, and teamwork collectively predicted the success of the public management quality development at the Department, achieving all goals in a timely manner, with predictability of 82.50%, with .01 level of significance, and the overall success averaged at 2.83. (2) Regarding barriers to the public management quality development, major findings included 1) development priorities as determined by the personnel and by the management were not in line; 2) lack of clear policy on the development; 3) low and sporadic involvement of the management in various development activities; 4) majority of the personnel showed poor understanding of the objectives, processes and goals of the development; and 5) lack of personnel awareness of the significance of public management quality development. Recommendations from this study for the development were the following: all levels of the management of the Department should provide serious and continuous support in the development process, clear policy on this development should be disseminated to all functional units, top management should actively participate in the process in a continuous manner so as to motivate personnel involvement, seminars and trainings should be organized to provide knowledge and understanding of development objectives and process, leading units should communicate development status and outcomes to all personnel via bulletin board every trimesteren_US
