| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความสำเร็จของการนำนโยบาย “5 ก้าวย่างแห่งการเปลี่ยนแปลงราชทัณฑ์” ไปปฏิบัติในเรือนจำและทัณฑสถานเขต 10 กรมราชทัณฑ์ (2) ศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จของการนำนโยบาย “5 ก้าวย่างแห่งการเปลี่ยนแปลงราชทัณฑ์” ไปปฏิบัติ และ (3) เสนอแนะกลยุทธ์ในการนำนโยบาย “5 ก้าวย่างแห่งการเปลี่ยนแปลงราชทัณฑ์” ไปปฏิบัติให้บรรลุผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษาในครั้งนี้คือเรือนจำ และทัณฑสถาน เขต 10 จำนวน 10 แห่ง โดยมีข้าราชการจำนวน 1,880 คน เป็นตัวแทนของเรือนจำและทัณฑสถาน เขต 10 ใช้กลุ่มตัวอย่างจำนวน 330 คน ที่ได้จากวิธีการสุ่มตัวอย่างตามสูตรของทาโร ยามาเน่ เครื่องมือที่ใช้ในการวิจัยเป็น แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์เชิงปริมาณ ได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยเชิงพหุ แบบขั้นตอน ส่วนการวิเคราะห์เชิงคุณภาพ ใช้เทคนิคการวิเคราะห์ปัจจัยภายในและภายนอกองค์กรเพื่อวิเคราะห์จุดแข็ง จุดอ่อน โอกาส ปัญหาอุปสรรค และเสนอแนะกลยุทธ์โดยใช้ตารางวิเคราะห์กลยุทธ ผลการวิจัย พบว่า (1) ความสำเร็จของการนำนโยบาย “5 ก้าวย่างแห่งการเปลี่ยนแปลงราชทัณฑ์” ไปปฏิบัติในเรือนจำและทัณฑสถานเขต 10 กรมราชทัณฑ์ ในภาพรวมอยู่ในระดับมาก โดยมีความสำเร็จคิดเป็น ร้อยละ 81.2 (2) ปัจจัยที่มีอิทธิพลต่อความสำเร็จของการนำนโยบาย “5 ก้าวย่างแห่งการเปลี่ยนแปลงราชทัณฑ์” ไปปฏิบัติอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ แรงจูงใจ ค่านิยมและวัฒนธรรมองค์การ ปัจจัยการนำ นโยบายไปปฏิบัติ และหลักธรรมาภิบาล (3) กลยุทธ์ในการนำนโยบาย 5 ก้าวย่างฯ ไปปฏิบัติสู่ความสำเร็จ ได้แก่ สร้างความเชื่อมั่น และภาพลักษณ์ที่ดี พัฒนาสิ่งจำเป็นพื้นฐาน สร้างมาตรฐานการบริหารงาน ลดความแออัด ปลูกฝังคุณธรรมจริยธรรม พัฒนาขีดความสามารถ ผสานความร่วมมือจากภายนอก ปรับเปลี่ยนทัศนคติ สร้างขวัญ และเพิ่มสวัสดิการ ส่งเสริมความร่วมมือสามัคคี เผยแพร่กิจกรรมราชทัณฑ์ ประชาสัมพันธ์และรับฟัง ความคิดเห็น พัฒนานวัตกรรมและองค์ความรู้ แก้ไขปรับปรุงกฎหมาย ใช้ทรัพยากรให้คุ้มค่า ปรับปรุงทัศนียภาพ และปรับตัวตามสถานการณ์ | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study level of successful implementation of “5 Steps in Changing the Thai Corrections” policy in Prisons and Correctional Region 10, Department of Corrections (2) to study factors influencing successful implementation of “5 Steps in Changing the Thai Corrections” policy (3) to recommend strategies of “5 Steps in Changing the Thai Corrections” policy for further successful implementation. This research was a survey research. The population consisted of 1,880 officials of 10 organizations of Prisons and Correctional Region 10, Department of Corrections. Samples were 330 officials from random sampling methods of Taro Yamane’ s formula. Research tools used for data collecting were questionnaire and interview form. Statistics for analyzing quantitative data were frequency, percentage, mean, standard deviation, t-test, one-way ANOVA, and stepwise multiple regression analysis. The qualitative analysis used SWOT analysis model for analyzing strengths, weaknesses, opportunities and threats and suggested strategies by using TOWS matrix. The research results were as follows: (1) the overall successful implementation of “5 Steps in Changing the Thai Corrections” policy in Prisons and Correctional Region 10, Department of Corrections was at high level with the percentage of 81.2% (2) factors influencing successful implementation of “5 Steps in Changing the Thai Corrections” policy at 0.05 statistical significance were motivations, organizational values and culture, policy implementation factors and good governance (3) recommended strategies for successful implementation on “5 Steps in Changing the Thai Corrections” policy were the creation of positive confidence and images and the development of fundamental resources, standard management, competency, cultivate morality and ethics, and the reduction of overcrowded. Moreover there should create external cooperation, change attitudes, increase morale and welfare, support participation and unity, broadcast department of correction activities, public relations and admit ideas, develop innovation and knowledge, amending of law, make good use of resources, improve scenery and ability to adapt. | en_US |
