| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาการบริหารจัดการของ สำนักงานศุลกากรท่าเรือแหลมฉบัง (2) การพัฒนาการบริหารจัดการของสำนักงานศุลกากรท่าเรือ แหลมฉบัง และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการของสำนักงานศุลกากร ท่าเรือแหลมฉบังประสบผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้ง ผ่านการทดสอบหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.96 กลุ่มตัวอย่าง ได้แก่ ผู้ลงทะเบียนในระบบทะเบียนผู้มาติดต่อ รวม 1,140 คน เก็บรวบรวมแบบสอบถามกลับคืน มาได้ 993 ชุด คิดเป็นร้อยละ 87.11 ของกลุ่มตัวอย่างทั้งหมด สำหรับสถิติที่ใช้ในการวิเคราะห์ ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ่ นอกจากนี้ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาการบริหารจัดการที่สำคัญ คือ ผู้บริหารบางส่วนของ สำนักงานศุลกากรท่าเรือแหลมฉบังไม่ได้หาข้อมูลข่าวสารหรือข้อเท็จจริงจากประชาชนก่อน วางแผนและลงมือดำเนินงาน (2) การพัฒนาการบริหารจัดการที่สำคัญคือ สำนักงานศุลกากรท่าเรือ แหลมฉบังควรกำหนดเป็นนโยบายและแผนที่ชัดเจนในเรื่องการหาข้อมูลข่าวสารหรือข้อเท็จจริง จากประชาชนก่อนวางแผนและลงมือดำเนินงาน พร้อมทั้งจัดการฝึกอบรมผู้บริหารทุกระดับใน เรื่องดังกล่าวด้วย และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการประสบผลสำเร็จ ที่สำคัญคือ การจัดหาวัสดุอุปกรณ์ที่ทันสมัย เช่น คอมพิวเตอร์ อินเทอร์เน็ต และระบบเครือข่าย มา ใช้ในการปฎิบัติงาน | th_TH |

| dc.description.abstractalternative | The main objectives of this study were to study (1) problems of the management administration of the Laem Chabang Port Customs Bureau, (2) the development of the management administration of the Laem Chabang Port Customs Bureau, and (3) factors taking important parts of the success of management administration of the Laem Chabang Port Customs Bureau. The study was a survey research using questionnaires. The questionnaires were being tested for validity and reliability of questionnaire at 0.96 level. The samples included a number of 1,140 people registered on communication record system. 993 sets of questionnaire, equal to 87.11% were collected. Statistics used for data analysis were percentage, mean, standard deviation, t-test, and f-test. Moreover, in-dept interview of experts was also employed. The study results showed (1) the major problem of management administration was some executives of the Laem Chabang Port Customs Bureau did not exercise the information or fact finding from people before planning and performing; (2) the major development of the management administration was the Laem Chabang Port Customs Bureau should establish explicit policy and plan of information and fact finding from people before planning and performing including provide training for the executives at all levels; and (3) the major factor taking important parts of the success of management administration of the Laem Chabang Port Customs Bureau was the provision of modem materials, such as, computer, internet, and network system for the operation | en_US |
