| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ให้ได้รูปแบบการดำเนินงานและการจัดองค์การ เพื่อรองรับการให้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ (2) เปรียบเทียบการปฏิบัติงานก่อน และหลังการให้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ (3) ให้ได้รูปแบบการจัดองค์การที่เหมาะสม หากมีการนำระบบการให้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ และ (4) เป็นการเตรียมความพร้อมของเจ้าหน้าที่ และผู้ประกอบการที่จะใช้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ ผู้วิจัยได้วิเคราะห์โครงสร้างองค์การ กระบวนการทำงาน และการปฏิบัติงานของการให้บริการในปัจจุบัน พร้อมทั้งศึกษากระบวนการทำงานของกรมสรรพากร และกรมศุลกากร ซึ่งมีการให้บริการผ่านสื่ออิเล็กทรอนิกส์ นอกจากนั้นยังได้ศึกษาข้อมูลเกี่ยวกับเทคโนโลยี และกฎหมายที่เกี่ยวข้อง เพื่อนำมาพิจารณาออกแบบกระบวนการทำงานใหม่่ รวมทั้งรูปแบบการจัดองค์การและระบบงานที่เหมาะสม ผลการวิจัยพบว่า โครงสร้างองค์การเดิมสามารถรองรับระบบงานใหม่ในการให้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ได้ โดยทุกส่วนงานยังคงรับผิดชอบงานเดิม แต่ปริมาณงานจะลดลง โดยเฉพาะในความรับผิดชอบของกลุ่มงานบริหารทั่วไปในส่วนงานบริการและสนับสนุนกลุ่มงาน และงานกำกับดูแลเครื่องสำอางก่อนออกสู้ท้องตลาด ในส่วนของกระบวนการการให้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ สามารถลดขั้นตอนการทำงาน ลดค่าใช้จ่ายและลดวงรอบเวลาของกระบวนการได้ การสำรวจความเห็นของผู้ใช้บริการ (ผู้ประกอบการ) พบว่าส่วนใหญ่ค่อนข้างสนใจที่จะใช้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ เพราะเห็นว่ามีความสะดวกรวดเร็วกว่า การศึกษาเปรียบเทียบกระบวนการให้บริการผ่านสื่ออิเล็กทรอนิกส์ของกรมสรรพากร และกรมศุลกากร พบว่ามีลักษณะงานและระบบงานที่สามารถนำมาประยุกต์ใช้ได้กับการให้บริการ ยื่นคำ ขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ของกองควบคุมเครื่องสำอาง สำนักงานคณะกรรมการอาหารและยา ผู้วิจัยได้เสนอรูปแบบการดำเนินงานและการจัดองค์การเพื่อรองรับการให้บริการยื่นคำขออนุญาตผ่านสื่ออิเล็กทรอนิกส์ 3 รปู แบบ โดยแต่ละรูปแบบมีผลกระทบต่อองค์การต่างกัน ผู้วิจัยเห็นว่ารูปแบบที่เหมาะสมที่สุดคือ รูปแบบที่มีการผสมผสานสื่ออิเล็กทรอนิกส์กับระบบ Manual ก่อนในขั้นแรก แล้วจึงขยายผลสู่การให้บริการผ่านสื่ออิเล็กทรอนิกส์เต็มรูปแบบต่อไป | th_TH |

| dc.description.abstractalternative | This objectives of this study were (1) to find out how to prepare for the reengineering of die organization to enhance application services via electronic media particularly the application services for cosmetic production or imported products provided by Food and Drug Administration (2) to compare die existing application processes to the proposed processes based on enhancing the application services via electronic media (3) to find out how to prepare the appropriate organization to enhance application services via electronic media and (4) to prepare the officers as well as of the applicants for using application services via electronic media The researcher has analyzed the organizational structure the current process application as well as die processes of the Revenue Department and the customs Department that offer services through electronic media. In addition, the researcher has studied related information technology, together with law and regulations involved , to be able to assign or reengineer the working pattern. The result of the study indicates that the existing organization structure responds properly to the proposed process: all functions and responsibihes remain the same. However. decreased vvork load of General Administrative Team is obvious. In aspect of service process, service rendering through electronics media helps eliminate process steps. cost. and cycle time. Moreover the survey exercised on service users reveals that most users are interested in proposed application processes since it would be much fester. The result of the benchmarking with die Revenue Department and the Customs Department indicates that some process characteristics and electronic systems can be applied to the proposed process. The researcher has proposed three forms of the organizational arrangements for die application through electromc media. Each form gives a difference result affecting the organization. The most appropriate form is the one that has the combmation of manual and electronic media at the early stage and expand to the full application services through electronic media later on when all supporting factors are in places. | en_US |
