| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความสำเร็จในการปฏิบัติงานด้านการเงินและ บัญชีผ่านระบบ GFMIS ของส่วนราชการจังหวัดระนอง ในการดำเนินการตามเกณฑ์การประเมินผลด้านบัญชีของส่วนราชการที่กรมบัญชีกลางกำหนด สำหรับปีงบประมาณ พ.ศ. 2553 -2555 และระดับความรู้ ความเข้าใจของ ผู้ปฏิบัติงานในกระบวนการทำงานของระบบ GFMIS ด้านการเงินและบัญชี (2) ศึกษาปัจจัยที่มีผลต่อความสำเร็จในการปฏิบัติงานด้านการเงินและบัญชีผ่านระบบ GFMIS ของส่วนราชการจังหวัดระนอง (3) เสนอแนะแนวทางในการพัฒนาการปฏิบัติงานด้านการเงินและบัญชี ผ่านระบบ GFMIS ของส่วนราชการจังหวัดระนอง การศึกษานี้เป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่างที่ใช้ในการศึกษาคือ บุคลากรภาครัฐที่ปฏิบัติงาน ด้านการเงินและบัญชีผ่านระบบ GFMIS ของส่วนราชการจังหวัดระนอง ซึ่งเป็นหน่วยเบิกจ่ายเงินงบประมาณ กับสำนักงานคลังจังหวัดระนอง จำนวน 70 คน จาก 70 หน่วยงาน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการใช้ค่าไคสแควร์ในการทดสอบ ความสัมพันธ์ ผลการศึกษา พบว่า (1) ความสำเร็จในการดำเนินการตามเกณฑ์การประเมินผลด้านบัญชีของส่วนราชการที่กรมบัญชีกลางกำหนด สำหรับปีงบประมาณ พ.ศ. 2553 -2555 มีหน่วยงานที่สามารถดำเนินการ ตามเกณฑ์ได้เพิ่มมากขึ้น และผู้ปฏิบัติงานส่วนใหญ่มีความรู้ ความเข้าใจในกระบวนการทำงานของระบบ เบิกจ่ายเงิน ระดับมากที่สุด (2) ปัจจัยที่มีผลต่อความสำเร็จ ประกอบด้วย ด้านบุคคล ระบบสารสนเทศ และการจัดการองค์การ โดยปัจจัยด้านบุคคลและการจัดการองค์การมีความสัมพันธ์ต่อความสำเร็จ ในการปฏิบัติงานด้านการเงิน และบัญชีผ่านระบบ GFMIS ของส่วนราชการจังหวัดระนองอยางมีนัยส าคัญทางสถิติที่ระดับ .05 (3) ข้อเสนอแนะในการพัฒนาการปฏิบัติงานด้านการเงินและบัญชีผ่านระบบ GFMIS ของส่วนราชการจังหวัดระนองให้มีประสิทธิภาพมาก 3 ด้าน ได้แก่ ด้านบุคคล หน่วยงานควรจัดให้มีเจ้าหน้าที่ที่มีความรู้ ความสามารถด้านระบบ GFMIS เป็นการเฉพาะในการปฏิบัติงาน และมีการฝึกปฏิบัติงานจริงผ่านระบบอย่างต่อเนื่อง ด้านระบบสารสนเทศ หน่วยงานควรพัฒนาระบบเครือข่าย จัดหาคอมพิวเตอร์ให้ทันสมัย และอุปกรณ์ (Token Key) ให้เพียงพอ และด้านการจัดการองค์การ หน่วยงานจัดหาเจ้าหน้าที่การเงินและบัญชีอย่างน้อย 2 คน ให้สามารถทำงานแทนกันได้ และผู้บริหารของหน่วยงานควรให้ความสำคัญ และส่งเสริมการปฏิบัติงานผ่านระบบ GFMIS | th_TH |

| dc.description.abstractalternative | This objectives of this study were: (1) to study the level of success of finance and accounting operation via GFMIS in Ranong Province concerning the implementation of the evaluation criteria of the official account of the Comptroller determined for fiscal year in 2010-2012 and to study level of knowledge and understanding of GFMIS process of finance and accounting operations; (2) to study the key factors affecting the success of finance and accounting operations via GFMIS of governmental sectors in Ranong Province; and (3) to provide the recommendations for improving the performance of finance and accounting operations via GFMIS of governmental sectors in Ranong Province. The sample group for this survey research consisted of 70 staff from 70 governmental sectors in Ranong Province who were responsible for finance and accounting operation via GFMIS. The statistics employed for data analysis were percentages, means, standard deviation and Chi-square for the relationship analysis. The findings for this study were as follows: (1) the success of finance and accounting operation to the implementation of the evaluation criteria of the official account of the comptroller determined for fiscal year in 2010-2012 implementation of the criterion increased and most of the officers' knowledge and understanding was at the highest level on disbursement system; (2) the key success factors of finance and accounting operations via GFMIS of governmental sectors in Ranong Province compri sed personal, information technology system, and organizational management. The relationship among different factors of personal and organizational management affected the success of finance and accounting operations via GFMIS with a statistical significance at 0.05 level; and (3) the recommendations for improving the performance of finance and accounting operations via GFMIS were divided into three parts as follows: on personal function, the organization should put the officers with knowledge and ability to work for the GFMIS system and periodically provide them with practical training of the GFMIS system; on information technology system function, the organization should provide updated computer equipments and improve a speed of the intranet connection and provide enough Token Key; and on organizational management function, the organization should provide at least two capable financial and accounting officers and the administrator should be aware of the importance of this system and support the GFMIS work | en_US |
