| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการมีส่วนร่วมของประชาชนในระบบบริหารแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลศรีณรงค์ อำเภอชุมพลบุรี จังหวัดสุรินทร์ (2) เปรียบเทียบการมีส่วนร่วมของประชาชนในระบบบริหารแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลศรีณรงค์ อำเภอชุมพลบุรี จังหวัดสุรินทร์ จำแนกตามปัจจัยส่วนบุคคล (3) ศึกษาข้อเสนอแนะแนวทางสร้างเสริมการมีส่วนร่วมของประชาชนในระบบบริหารแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลศรีณรงค์ อำเภอชุมพลบุรี จังหวัดสุรินทร์ ประชากรที่ใช้ในการศึกษา คือ ตัวแทนครัวเรือนที่มีอายุมากกว่า 18 ปี ในเขตตำบลศรีณรงค์ อำเภอชุมพลบุรี จังหวัดสุรินทร์ จำนวน 1,790 ครัวเรือน กลุ่มตัวอย่าง จำนวน 327 คน คำนวณจากสูตร ของทาโร ยามาเน่ สุ่มตัวอย่างแบบง่าย ใช้แบบสอบถามที่ผู้ศึกษาสร้างขึ้นเป็นเครื่องมือในการศึกษา สถิติที่ใช้ ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และ การวิเคราะห์ความแปรปรวนทางเดียว ผลการศึกษาพบว่า (1) การมีส่วนร่วมของประชาชนในระบบบริหารแผนพัฒนาท้องถิ่นของ องค์การบริหารส่วนตำบลศรีณรงค์ ในภาพรวมอยู่ในระดับปานกลาง โดยด้านการมีส่วนร่วมในผลประโยชน์มีค่าเฉลี่ยสูงสุด และด้านการมีส่วนร่วมในการประเมินผล มีค่าเฉลี่ยต่ำสุด (2) เมื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลศรีณรงค์ อำเภอชุมพลบุรี จังหวัดสุรินทร์ พบว่าผู้ที่มี เพศ ระดับการศึกษา จำนวนครั้งที่มีส่วนร่วมในการระบบบริหารแผนพัฒนาท้องถิ่น แตกต่างกัน มีส่วนร่วมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ข้อเสนอแนะแนวทางสร้างเสริมการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลศรีณรงค์ อำชุมพลบุรี จังหวัดสุรินทร์ ที่สำคัญคือ องค์การบริหารส่วนตำบลศรีณรงค์ ควรเปิดโอกาสให้ประชาชน เข้ามามีส่วนร่วมในการตรวจสอบให้มากขึ้น ควรให้ความรู้กับประชาชนในการทำหน้าที่ในการตรวจสอบ และประเมินผล ควรจัดให้มีการประชุมชี้แจงให้ประชาชนทราบถึงผลการตรวจสอบและประเมินผลเพื่อ พิจารณาปรับปรุงระบบการบริหารแผนครั้งต่อไป และที่สำคัญคือ ควรจัดให้ประชาชนมีส่วนร่วมในการติดตามและประเมินผลอย่างต่อเนื่อง | th_TH |

| dc.description.abstractalternative | This study aimed to (1) examine the participation of the people in the administrative system preparation of local development plan of Srinarong subdistrict administrative organization, Chumphonburi District, Surin province (2) compare the participation of the people in the administrative system preparation of local development plan of Srinarong sub-district administrative organization, Chumphonburi District, Surin province, classified by personal factors (3) study and recommend appropriate suggestions to enhance the participation of the people in the preparation of local development plan of Srinarong sub-district administrative organization, Chumphonburi District, Surin province. Population comprised 1,790 household representatives who were over 18 years of age in Srinarong sub-district. from which 327 samples were obtained via Taro Yamane calculation method. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation . t test and one-way Analysis of Variance . The results showed that (1) people’s participation in the preparation of local development plan of Srinarong sub-district administrative organization, Chumphonburi District, Surin province, in general was in medium level, with the highest mean on participation of the benefits gained, and the lowest mean on evaluation aspect (2) when compared the participation, differences were found among those with different gender, age, occupation, level of education, monthly income, and time involved in the preparation process at 0.05 level of statistical significance (3) major recommendations to enhance the participation were: more participation opportunities in monitoring and evaluating the system should be provided to the people, people should be educated so to have more knowledge on system monitor and evaluation, meeting with the people in the area on monitoring and evaluating results should be held so consequently the system improvement should be brought into consideration, more importantly, people’s participation in system monitoring and evaluating should be carried on continuously | en_US |
