| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลหนองตรุด อำเภอเมือง จังหวัดตรัง (2) เสนอแนวทางการพัฒนาการจัดทำแผนพัฒนาท้องถิ่นขององค์การ บริหารส่วนตำบลหนองตรุด อำเภอเมือง จังหวัดตรัง การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษาคือ ผู้มีส่วนเกี่่ยวข้องและมีส่วนร่วมในการจัดทำแผนพัฒนาท้องถิ่น จำนวน 4,382 คน ขนาดของกลุ่มตัวอย่าง ประมาณค่าเฉลี่ยของประชากร โดยใช้สูตรทาโร่ยามาเน่ ได้กลุ่มตัวอย่าง รวมทั้งสิ้น 366 คน เครื่องมือที่ใช้ในการวิจัยครั้งนี้ เป็นแบบสอบถาม สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และจัดลำดับความถี่ของข้อเสนอแนะจากคำถามปลายเปิด ผลการวิจัยพบว่า (1) ปัญหาการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลหนองตรุด คือ ไม่มีการประชาสัมพันธ์ปฏิทินในการจัดทำแผนพัฒนาท้องถิ่นให้ผู้ที่เกี่ยวข้องได้ทราบโดยทั่วถึงคณะกรรมการสนับสนุนการจัดทำแผนพัฒนาสามปี มีความรู้ ความเข้าใจเกี่ยวกับยุทธศาสตร์การพัฒนาไม่เพียงพอ การคัดเลือกยุทธศาสตร์การพัฒนาไม่สอดคล้องกับปัญหาของประชาชนในห้วงเวลาสามปี โครงการ/กิจกรรมที่บรรจุไว้ในแผนพัฒนาสามปี ไม่ได้มีการพิจารณาถึงขีดความสามารถทางทรัพยากรการบริหาร รายละเอียดของโครงการ/กิจกรรมไม่ถูกต้องและไม่เป็นปัจจุบัน คณะกรรมการพัฒนาฯ ไม่ได้มีการให้คำปรึกษา เสนอแนะแนวทางแก้ไขปัญหา การให้ข้อคิดเห็นเกี่ยวกับแผนพัฒนาสามปี องค์การบริหารส่วนตำบลหนองตรุด ไม่ได้ให้ความสำคัญต่อการประชาสัมพันธ์แผนพัฒนาสามปี ให้ประชาชนทราบโดยทั่วถึง (2) แนวทางการพัฒนาการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลหนองตรุด ที่สำคัญ คือ ควรประชาสัมพันธ์ปฏิทินในการจัดทำแผนพัฒนาท้องถิ่นให้ผู้ที่เกี่ยวข้องได้ทราบโดยทั่วถึง ควรส่งเสริมให้คณะกรรมการสนับสนุนการจัดทำแผนพัฒนาสามปี มีความรู้ความเข้าใจเกี่ยวกับยุทธศาสตร์การพัฒนาอย่างเพียงพอ ควรคัดเลือกยุทธศาสตร์การพัฒนาให้สอดคล้องกับปัญหาของประชาชนในห้วงเวลาสามปี การพิจารณาโครงการ/กิจกรรมที่จะบรรจุไว้ในแผนพัฒนาสามปี ควรคำนึงถึงขีดความสามารถทางทรัพยากรการบริหาร ควรจัดทำรายละเอียดโครงการที่ถูกต้องและเป็นปัจจุบัน คณะกรรมการพัฒนาฯ ควรให้คำปรึกษาเสนอแนะแนวทางแก้ไขปัญหา ให้ข้อคิดเห็นเกี่ยวกับแผนพัฒนาสามปี ควรให้ความสำคัญต่อการประชาสัมพันธ์แผนพัฒนาสามปี ให้ประชาชนและหน่วยงานที่เกี่ยวข้องทราบโดยทั่วถึง | th_TH |

| dc.description.abstractalternative | The purposes of this research were to (1) study problems of developing Local development plan of Nongtrud Sub-district Administrative Organization, Mueang District, Trang Province, (2) propose appropriate development approach in developing local development plan of Nongtrud Sub-district Administrative Organization, Mueang District, Trang Province. Population comprised 4,382 people who were supposed to be involved and participate in the developing of development plan, from which 366 samples were obtained via Taro Yamane calculation. Instrument used was questionnaire. Statistical tools employed were mean, percentage, and standard deviation, while frequency was used with open-ended questions. The results showed that (1) the problems of the developing of development plan were as follows: there were no public relations on developing calendar of the plan to the people concerned, the developing committee of three-year development plan did not have enough knowledge and understanding on development strategies, strategies included in the plan did not respond to people's problems, the projects/activities based on the plan did not reflect resource management capabilities of the organization, the details of the development project were neither accurate nor current, there were no suggestions or opinions of solutions to the problems. interestingly, Nongtrud Sub-district Administrative Organization did not realize the importance of publicizing the three-year development plan to all people (2) major development approaches in developing three-year development plan of Nongtrud Sub-district Administrative Organization were the followings: the organization should publicize the developing calendar of the development plan to all people in the community, provide training to developing committee so consequently they had adequate knowledge and understanding on development strategies, development strategies chosen should be relevant to the problems of the people in three-year time, the capability of resources management of projects/activities in the three-year development plan should be brought into consideration, projects' details should be accurate and current, in addition, the committee should provide valuable opinions and suggestions during the developing of three-year development plan, finally, the organization should put the emphasis on conducting public relations of the three-year development to the people and the organizations concerned. | en_US |
