| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลการดำเนินงานของสำนักงานที่ดินจังหวัด ลำปาง สาขาสบปราบ ทางด้านการเงิน ด้านผู้รับบริการ ด้านกระบวนการภายใน และด้านการเรียนรู้และ พัฒนา (2) ศึกษาปัญหาการดำเนินงานของสำนักงานที่ดินจังหวัดลำปาง สาขาสบปราบ และ (3) ศึกษา แนวทางการพัฒนาการดำเนินงานของสำนักงานที่ดินจังหวัดลำปาง สาขาสบปราบ การศึกษานี้เป็นการวิจัยเชิงสำรวจ ประชากรประกอบด้วยผู้รับบริการที่มารับบริการใน สำนักงานที่ดินจังหวัดลำปาง สาขาสบปราบ เฉลี่ยต่อเดือนจำนวน 600 ราย คำนวณตามสูตรทาโร่ ยามาเน่ ได้ขนาดกลุ่มตัวอย่าง 240 ราย เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม และประชากรซึ่งเป็น ข้าราชการของสำนักงานที่ดินจังหวัดลำปาง สาขาสบปราบ จำนวน 10 ราย เครื่องมือเก็บข้อมูลเป็นแบบ สัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ เนื้อหา ผลการศึกษาพบว่า (1) การประเมินผลการดำเนินงานของสำนักงานที่ดินจังหวัดลำปาง สาขา สบปราบ ด้านการเงิน ตั้งแต่ปีงบประมาณ 2557- 2559 มีการจัดเก็บและนำส่งเงินรายได้ และมีค่าใช้จ่ายใน การดำเนินงานเพิ่มขึ้นทุกปีงบประมาณ ด้านผู้รับบริการพบว่าผู้รับบริการมีความพึงพอใจต่อการดำเนินงาน ของสำนักงานฯ โดยรวมอยู่ในระดับมากที่สุด ด้านกระบวนการภายในพบว่าบุคลากรทุกฝ่ายเห็นว่า กระบวนการภายในที่ได้ประเมินผลนั้นมีความเหมาะสมทั้งขั้นตอน ระยะเวลา และมีคุณภาพ ด้านการเรียนรู้ และด้านการพัฒนาพบว่า บุคลากรยังไม่ได้รับการสนับสนุนด้านการเรียนรู้และพัฒนาอย่างเพียงพอ (2) ปัญหาที่สำคัญคือ งบประมาณในการดำเนินงานไม่เพียงพอต่อการปรับปรุงการให้บริการ ปัญหาขาดการ พัฒนาบุคลากรพื่อการปฏิบัติงาน และการใช้เทคโนโลยีเพื่อการทำงาน ปัญหาด้านสถานที่การให้บริการ ต่างๆ และ (3) แนวทางการพัฒนาการดำเนินงานทั้งสี่ด้านของสำนักงานที่ดินจังหวัดลำปาง สาขาสบปราบ คือ ควรขอจัดสรรเงินงบประมาณเพื่อการพัฒนาและปรับปรุงการดำเนินงานจากสำนักงานที่ดินจังหวัด ลำปางเพิ่มขึ้น ควรให้ความสำคัญต่อการจัดสถานที่และบริการให้มีความสะดวก สบาย และปลอดภัยต่อ ผู้รับบริการ ควรบริหารกรอบอัตรากำลังของบุคลากร ควรส่งเสริมและพัฒนาบุคลากรให้มีทักษะ ความรู้ ทางด้านเทคโนโลยี รวมถึง กฎหมาย ระเบียบ ข้อบังคับต่างๆ ที่เกี่ยวข้องกับการทำงาน | th_TH |

| dc.description.abstractalternative | The objectives of this study were: (1) to evaluate the performance of Lampang ProvincialL and Office, Sop Prap Branch on financial, recipient, internal process and development and growth; (2) to study problems of the performance of Lampang Provincial Land Office, Sop Prap Branch; and (3) to study development guidelines of the performance of Lampang Provincial Land Office, Sop Prap Branch. This research was a survey research. Population comprised of recipients from Lampang Provincial Land Office, Sop Prap Branch per month equaled to 600 persons, when it was calculated by Taro Yamane formula, the sample size derived to 240 sample. Research instrument was a questionnaire. And another population group, there were 10 officials of Lampang Provincial Land Office, Sop Prap Branch. Research instrument was an interview form. Statistics used for data analysis were frequency, percentage and standard deviation and content analysis. The finding revealed that: (1) performance evaluation of Lampang Provincial Land Office, Sop Prap Branch in terms of financial aspect from the fiscal year 2014 to 2016 showed revenue collection, sent money and expenditures increasingly every fiscal year. Recipient aspect, it showed an overall image of satisfaction toward the performance of Lampang Provincial Land Office, Sop Prap Branch at the highest level. Internal process aspect, it showed that the process was appropriate not only procedure, period of time but also the quality. Development and growth aspect, it showed the insufficiency of learning and developing support; (2) major problems were insufficient budget allocation for services, lack of personnel and human resource development, lack of technological training and location improvement; and (3) development guidelines were there should propose for budget increasing for performance improvement, gave importance to location creative facilities and safe for service recipients, recruit and administrate manpower as well as promote and develop the personnel to be skilled, technological workers and understand regulations for work | en_US |
