| dc.description.abstract | การวิจ้ยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาภารกิจหน้าที่สำคัญของตำรวจชั้นประทวน ในการสนับสนุนการเลือกตั้งการเมืองท้องถิ่น (2) เพื่อศึกษาพฤติกรรมและรูปแบบการคอรัปชันของเจ้าหน้าที่ตำรวจชั้นประทวนที่เกี่ยวข้องกับการเลือกตั้งสมาชิกองค์การบริหารส่วนตำบลในจังหวัดพังงา การวิจัยใซ้การศึกษาเชิงคุณภาพและปริมาณ ประชากร กลุ่มตัวอย่างในการวิจัย คือ ข้าราชการตำรวจชั้นประทวน ในจังหวัดพังงา 18 คน นักการเมืองท้องถิ่น 8 คน คณะกรรมการการเลือกตั้งเขต 4 คน รวมทั้งสิ้น 30 คน โดยใช้วิธีการลุ่มอย่างง่าย เครื่องมึอที่ใช้ในการเก็บรวบรวมข้อมูลวิจัยเป็นการสัมภาษณ์แบบเจาะลึก และการสัมภาษณ์กลุ่ม วิเคราะห์และนำเสนอข้อมูลแบบพรรณนาบรรยายในลักษณะวิเคราะห์เนี้อหา ข้อมูลการศึกษาเชิงปริมาณใช้สถิติ ค่าร้อยละนำเสนอข้อมูลในรูปตาราง ผลการวิจัยพบว่า (1) เจ้าหน้าที่ตำรวจชั้นประทวนมีภารกิจหน้าที่ในการสนับสนุนการ เลือกตั้งการเมืองท้องถิ่น ในส่วนที่เกี่ยวกับการดูแลรักษาความปลอดภัยและความสงบเรียบร้อยประจำหน่วยเลือกตั้งเป็นสำคัญ (2) พฤติกรรมและรูปแบบการคอรัปชันของเจ้าหน้าที่ตำรวจชั้นประทวนที่เกี่ยวข้องกับการเลือกตั้งสมาชิกองค์การบริหารส่วนตำบลในจังหวัดพังงา มีหลากหลายรูปแบบและมีความซับซ้อนมาก และส่งผลกระทบต่อหน่วยงานสองหน่วยงานคือสำนักงานตำรวจแห่งชาติ และองค์การบริหารส่วนตำบลในจังหวัดพังงา ข้อเสนอแนะ บทบาทของคณะกรรมการการเลือกตั้งต้องมีความชัดเจนในการกำหนดการปฏิบัติหน้าที่ของทุกฝ่าย นักการเมืองทุกระดับต้องข่วยกันสร้างจิตสำนึกที่ดีในทางการเมือง หน่วยงานข้าราชการตำรวจและองค์การบริหารส่วนตำบล ต้องร่วมมือกันหาแนวทางแก้ไขและป้องกันการทุจริตที่เกิดขึ้นให้เป็นไปในทิศทางเดียวกัน | th_TH |

| dc.description.abstractalternative | The objectives of this research were to study: (1) the main duties of warrant level police officers in supporting local elections; and (2) the behavior and types of cormption practiced by warrant level police officials in regard to the Subdistrict Administration Organization elections in Phang Nga Province. This was a qualitative and quantitative research based on a sample population of 30, consisting of 18 warrant police officers in Phang Nga Province, 8 local politicians, and 4 local election committee members, selected through simple random sampling. Data were collected using in-depth interview forms and group interviews. Qualitative data were analyzed and presented using descriptive analysis and content analysis and quantitative data were analyzed using percentages and presented in tables. The results showed that: (1) the warrant police officers’ local election-related duty was mainly providing security and keeping order at the voting sites; and (2) the corruption behavior of warrant level police officers in regard to the Subdistrict Administration Organization elections in Phang Nga Province was complex and took many forms. It had an impact on two agencies: the National Police Department and the Phang Nga Subdistrict Administration Organization. The researcher's recommendations are that the election committee should clearly designate the duties of every relevant party; that politicians at every level should help create good political conscience; and that the police and the Subdistrict Administration Organizations should work together to find ways to prevent and solve the problem of dishonesty | - |
