| dc.description.abstract | การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาการพัฒนาพรรคการเมืองขนาดเล็ก ที่เกิดจากปัจจัยภายในพรรค ได้แก่ การริเริ่มก่อตั้งพรรค แนวคิด/นโยบาย อุดมการณ์ การเงิน บุคคลากร และโครงสรัางการบริหารจัดการภายในองค์การ 2) ศึกษาปัญหาการพัฒนาพรรคการเมืองขนาดเล็ก ที่เกิดจากปัจจัยภายนอกพรรคได้แก่ การเปลี่ยนแปลงทางโครงสรัางของระบบการเมือง อิทธิพลของทหารและระบบราชการ รัฐธรรมนูญและพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยพรรคการเมือง วัฒนธรรมทางการเมือง การเปลี่ยนแปลงที่เกิดขึ้นกับระบบเศรษฐกิจและสังคม และเงินทุนทางการเมือง และ 3) เสนอแนะแนวทางการแก้ปัญหาการพัฒนาพรรคการเมืองขนาดเล็กการวิจัยในครั้งนี้เป็นการวิจัยเชิงคุฌภาพโดยใชัแบบสัมภาษณ์และศึกษาเอกสารในการวิจัย ได้แก่ พรรคการเมืองที่ส่งผู้สมัครรับเลือกตั้งในวันที่ 23 ธันวาคม 2550 และเป็นพรรคที่ไม่ได้รับเลือกตั้งทั้งหมด 35 พรรค และกลุ่มตัวอย่างได้จากการคัดเลือกแบบเจาะจงมา 3 พรรค คือ พรรคประชากรไทย พรรคเผ่าไท และพรรคเพื่อนเกษตรไทย และเลือกผู้ที่เกี่ยวข้องกับการก่อตั้งและการบริหารพรรคมาพรรคละ 6 คน รวมกลุ่มตัวอย่างทั้งสิ้น 18 คน แล้วทำการวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า 1) ปัญหาการพัฒนาพรรคการเมืองขนาดเล็กที่เกิดจากปัจจัยภายในคือการก่อตั้งพรรคไม่ได้มาจากมวลชน แนวคิดนโยบายพรรคไม่ชัดเจนในการแกัปัญหา มีบุคคลากรและสถานที่ทำงานประจำไม่เพียงพอ การจัดการบริหารพรรคเป็นแบบครอบครัว มีอุดมการณ์ทางการเมืองไม่ชัดเจน 2) ปัญหาการพัฒนาพรรคการเมืองขนาดเล็กที่เกิดจากปัจจัยภายนอก คือ เกิดการปฏิวัติรัฐประหารและประกาศยกเลิกรัฐธรรมนูญอยู่บ่อยครั้ง การดำเนินกิจกรรมของพรรคถูกแทรกแซงจากอิทธิพลของทหารและระบบราชการ มีการขายสิทธิขายเสียงและการรวัฒนธรรมแบบอุปถัมภ์เกิดช่องว่างทางสังคมระหว่างคนรวยกับคนจน การกระจายรายได้และทรัพยากรไม่เท่าเทียมกัน และการไม่ได้รับเงินสนับสนุนจากกลุ่มหรือบุคคลภายนอก และ 3) ข้อเสนอแนะให้พรรคการเมืองขนาดเล็ก ควรปรับปรุงโครงสรัางพรรคและการบริหารงานให้มีลำดับชั้นการบังคับบัญชาที่ชัดเจนมีคณะกรรมการรับผิดชอบงาน ปรับปรุงนโยบายให้ซัดเจนและนำเสนอต่อสาธารณะ บุคคลากรในพรรคต้องใช้ความรู้ความสามารถอย่างเต็มที่ในการพัฒนาพรรค และการระดมเงินทุนจากภายนอก ควรเสนอแก้ไขกฎหมายให้เกิดความยุติธรรมและความเสมอภาคกับพรรคการเมืองทุกพรรค และควรปฏิรูประบบการศึกษาให้มีคุณภาพ | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the internal problems involved in the development of small political parties, e.g. party establishment, policies, ideals, finance, personnel and organizational structure, (2) to study the external problems that affect the development of small political parties, e.g. changesin the political system, the influence of the military and bureaucracy, the constitution and its by-laws, social and economic change, and political financing; and (3) to form recommendations on how to solve these problems. This was a qualitative research based on data from documents and interviews with 18 people involved in the establishment and management of 3 small political parties: Thai Citizen Party, Pow Thai Party and Puen Kaset Thai Party (6 people from each party). The parties were selected through purposive sampling from among 35 political parties participating in the 23 December parliamentary elections. Data were analyzed using descriptive analysis. The results showed that (1) the internal problems with the development of small political parties were that the establishment of the parties was not initiated by the people at large, the parties lacked clear policies to solve problems, they had insufficient personnel and work space, they were managed like family businesses and their political ideals were not clearly defined. (2) The external problems that hindered the development of small political parties were frequent coups and rescinding of the constitution, interference from military and bureaucratic influence, vote buying, the mutual obligation system in Thai society, the gap between the rich and the poor, unequal distribution of income and resources, and lack of financial support from outside individuals or groups. (3) The recommendations are that small political parties should re-organize their management to be more systematic, they should have committees in charge of specific tasks, they should clearly state their policies and broadcast them to the public, the party members should work to their full ability to develop the party, they should raise more funds, they should press for legal reform to bring about greater equality and fairness for all political parties, and the educational system should be reformed for greater quality | en_US |
