| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการจัดการข้อมูลวิจัยด้านข้าวในไทย (2) ศึกษาสภาพการบริการข้อมูลวิจัยด้านข้าวในไทย และ (3) พัฒนารูปแบบการบริการข้อมูลวิจัยด้านข้าวที่เหมาะสมสำหรับประเทศไทยและอาเซียน การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างจำนวน 36 คน คัดเลือกแบบเจาะจงตามเกณฑ์ที่กำหนด ได้แก่ นักวิจัยและผู้บริหารหน่วยงานวิจัยด้านข้าว จำนวน 28 คน และผู้ปฏิบัติงานบริการข้อมูลวิจัยข้าว จำนวน 8 คน วิพากษ์และยืนยันรูปแบบโดยผู้ทรงคุณวุฒิ จำนวน 12 คน และทดลองรูปแบบกับหน่วยงานวิจัยข้าวและหน่วยงานบริการข้อมูลวิจัยข้าว จำนวน 6 หน่วยงาน เครื่องมือที่ใช้ในการศึกษาวิจัย ได้แก่ แบบบันทึกข้อมูล แบบสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้าง การวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาแบบอุปนัย ผลการวิจัย พบว่า 1) สภาพการจัดการข้อมูลวิจัยข้าวในไทยส่วนใหญ่ดำเนินการตามแนวปฏิบัติของนักวิจัยเพื่อให้เป็นไปตามข้อกำหนดของผู้ให้ทุนวิจัย การแลกเปลี่ยนเชื่อมโยงข้อมูลวิจัยในระดับภายนอกหน่วยงาน ยังไม่รองรับการใช้งานร่วมกันระหว่างระบบ และมีกระบวนการจัดการข้อมูลวิจัย ประกอบด้วยการจัดหาและผลิตข้อมูลวิจัยโดยนักวิจัย การจัดหมวดหมู่และจัดเก็บข้อมูลวิจัยตามแฟ้มโครงการวิจัยในแหล่งจัดเก็บ ข้อมูลส่วนตัวของนักวิจัย หรือ ฐานข้อมูลในหน่วยงานโดยไม่มีการวางแผนการจัดการข้อมูลวิจัยเพื่อการสงวนรักษา และมีการเผยแพร่ข้อมูลวิจัยในรูปแบบบรรณานุกรม และบทความในรายงานการประชุมวิชาการของหน่วยงาน 2) สภาพการบริการข้อมูลวิจัยด้านข้าวในไทย หน่วยงานบริการข้อมูลวิจัยส่วนใหญ่ให้บริการสืบค้นข้อมูลผ่านระบบสืบค้นข้อมูลวิจัยด้านการเกษตรและการบริการตอบคำถามผ่านทางโทรศัพท์และสื่อสังคมออนไลน์ ขาดการบริการเพื่อสร้างความตระหนักในคุณค่าของการจัดการข้อมูลวิจัย และการอบรมเพื่อสร้างความฉลาดรู้ทางข้อมูล 3) รูปแบบการบริการข้อมูลวิจัยด้านข้าวสำหรับประเทศไทยและอาเซียน ได้แก่ “รูปแบบความร่วมมือการสร้างวัฒนธรรมข้อมูลวิจัยด้านข้าวสำหรับประเทศไทย” ประกอบด้วย กลไกเพื่อความร่วมมือ นโยบายการจัดการข้อมูลวิจัยธรรมาภิบาลและมาตรฐานข้อมูลวิจัย และการบริการเพื่อส่งเสริมการสร้างวัฒนธรรมข้อมูลในหน่วยงานและความฉลาดรู้ทางข้อมูล และ “รูปแบบข้อมูลวิจัยข้าวเพื่อการเข้าถึงและใช้งานร่วมกันสำหรับอาเซียน” ประกอบด้วย ความร่วมมือการสร้างวัฒนธรรมข้อมูลวิจัยด้านข้าวร่วมกับบทบาทหน้าที่ของอาเซียน และข้อกำหนดด้านความปลอดภัยของข้อมูลเพื่อการแบ่งปันข้อมูลระหว่างประเทศ ผลการประเมินรูปแบบโดยผู้ทรงคุณวุฒิพบว่ามีความเหมาะสม และผลการทดลองรูปแบบด้วยคู่มืออบรมสร้างความฉลาดรู้ทางข้อมูล พบว่าหน่วยงานที่ทดลองใช้รูปแบบมีความพึงพอใจในระดับมาก | th_TH |

| dc.description.abstractalternative | This research aims to: (1) investigate current status of rice research data management, (2) investigate current status of rice research data service, and (3) develop a rice research data service model for Thailand and ASEAN. This study employed qualitative research. The sample with purposive sampling consisted of 36 participants, including 28 administrators and rice researchers from rice research centers, and 8 administrators and staffs who are assigned to provide rice research data service. The model was validated by 12 experts, and a pilot study was conducted with 6 rice research centers and rice data service centers. The research instruments were record forms and semi-structure interviews. The inductive content analysis was employed to analyze data. The results were as follows: 1) Most of rice research data management in Thailand was done based on researcher practice, in accord with the research funder requirement. Research data integration and exchange with external organization was not interoperable. Rice research data collection and production were conducted by researchers. The data were classified and stored by research project folders in the researchers’ personal storage space or organization database without research data management plan for preservation. Rice research data were published in bibliographic format and articles in organizations’ proceedings. 2) Rice research data services in Thailand, provided by rice research data service centers, mostly were research data retrieval service via agricultural research repository and reference service via telephone and social media. Raising awareness of research data management service and training of data literacy were not found. 3) The rice research data service model for Thailand and ASEAN consisted of “Rice Research Data Culture Collaboration Model for Thailand,” which included collaboration mechanisms, research data management policy, research data governance and standards, and services for raising data culture in organization and data literacy, and “Rice Research FAIR Data Model for ASEAN,” including rice research data culture collaboration accompanied with role and responsibility of ASEAN, and regulation on data security for international data sharing. The model was found suitable by the experts’ evaluation and the pilot implementation of the model by the data literacy training handbook was rated highly by participant centers. | en_US |
