| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (I) ศึกษาบทบาทของสมาชิกสภาเทศบาลตำบลด่านสำโรงในการพัฒนาประชาธิปไตยชุมชน (2) ศึกษาปัญหาและอุปสรรคของบทบาทสมาชิกสภาเทศบาลตำบลด่านสำโรงในการพัฒนาประชาธิปไตยชุมชนและ(3)เสนอแนะแนวทางในการแสดงบทบาทของสมาชิกสภาเทศบาลตำบลด่านสำโรงในการพัฒนาประชาธิปไตยชุมชน การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาข้อมูลจากเอกสารที่เกี่ยวข้อง สัมภาษณ์เจาะลึกจากสมาชิกสภาเทศบาลตำบลด่านสำโรงและการสังเกตการณ์ ใช้วิธีการเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง คือ สมาชิกสภาเทศบาลตำบลด่านสำโรง จำนวน 12 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์แบบมีโครงสร้าง และวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า(1) บทบาทของสมาชิกสภาเทศบาลตำบลด่านสำโรงแบ่งออกเป็น 2 บทบาท คือ บทบาทในสภาฯ ได้แก่ การอภิปราย เสนอแนะและนำปัญหาของประชาชนเข้าสู่สภาฯเพื่อดำเนินการแก้ไข และบทบาทนอกสภาฯ ได้แก่ การประชาสัมพันธ์ให้ประชาชนและผู้นำชุมชนเข้ามามีส่วนร่วมรับฟังและเสนอข้อคิดเห็นในการประชุมสภาฯทุกครั้ง (2) ปัญหาและอุปสรรคของบทบาทในสภาฯ คือไม่ได้รับความร่วมมือจากหน่วยงานรับผิดชอบและถูกปิดกั้นในการสืบค้นข้อมูล เพื่อการติดตามตรวจสอบและอภิปรายในสภาการนำปัญหาของประชาชนเข้าอภิปรายในสภาไม่ได้รับการแก้ไขอย่างทันท่วงที ต้องรอให้ประชาชนเข้ามาร้องขอโดยตรงกับฝ่ายบริหารเท่านั้น เป็นปัญหาที่สำคัญต่อบทบาทของสมาชิกสภาเพราะทำให้ประชาชนไม่แน่ใจว่าสมาชิกสภาจะสามารถเป็นที่พึ่งในฐานะตัวแทนของประชาชนได้จริงหรือเปล่า ปัญหาและอุปสรรคนอกสภาฯ คือ การลงพื้นที่พบปะประชาชนเป็นไปอย่างไม่ต่อเนื่องและไม่สามารถแก้ปัญหาให้ประชาชนได้ทันท่วงทีประชาชนเห็นแก่ประโยชน์ส่วนตัวไม่ให้ความสำคัญกับการพัฒนาชุมชนและการเมืองท้องถิ่นเท่าที่ควร (3) ข้อเสนอแนะและแนวทางในการแสดงบทบาทในสภาฯ สมาชิกสภาฯต้องมีความรู้ความเข้าใจในบทบาทของตนและมีวิสัยทัศน์ กล้าคิด กล้าทำกล้าตัดสินใจในสิ่งที่ถูกต้องเพื่อความอยู่ดีมีสุขของประชาชนอย่างแท้จริงโดยไม่เห็นแก่ประโยชน์ส่วนตนและพวกพ้อง ข้อเสนอแนะและแนวทางในการแสดงบทบาทนอกสภาต้องส่งเสริมให้ประชาชนเข้ามามีส่วนร่วมในการพัฒนาชุมชนอย่างแท้จริงตั้งแต่ร่วมคิดร่วมตัดสินใจ ร่วมดำเนิน การร่วมรับประโยชน์และร่วมตรวจสอบการดำเนินงานของท้องถิ่นโดยเฉพาะปัญหาที่มีผลกระทบต่อประชาชนในชุมชนท้องถิ่น | th_TH |

| dc.description.abstractalternative | The objectives of this research are to 1) study the role of the members of Tambol Dansamrong Municipality Council the role of the members of municipality Council, In the development of a democratic community, 2) to study the problems and difficulties of member of Tambol Dansamrong Municipality Council in the development of democracy at Dansamrong community, and 3) to suggest the role of members of Tambol Dansamrong Municipality Council in the development of democracy Dansamrong community. This research is a qualitative research by the study of relevant documents, interviewing the members of municipal district at Dansamrong and observations of the actual event by using purposive sampling, 12 members of municipal district at Dansamrong. The tools used to collect the data were interview and descriptive data analysis. The research found that the role of the members of municipal district at Dansamrong Municipality divided into two roles are within the municipal district and outside the municipal district (1) role within the municipal district, some members were suggestion and raised the problems of the people in Parliament to take corrective action Role outside the municipal district, some members were supporting the public and community leaders took part in hearings and proposed council meeting time (2) problem of the role of the member within municipal district found that the problem is not getting cooperation from the agency responsible for the retrieval and blocked for searching, tracking, examination and debate in the Council. The issue of public debate in council is not resolved in a timely manner. It has to wait for people to request directly to management only. This is an issue of critical importance to the council. I make sure that the council cannot be relied on as a substitute to real or not. (3) The recommendations and guidelines of the role of the members within municipal district, is committed to a vision of what I thing I decided to be authenticity to the well-being of the population benefits truly selfless personal or problem feedback of the role in community. | en_US |
