| dc.description.abstract | การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อการศึกษา (1) ปัจจัยภายนอกที่มีผลต่อการได้รับเลือกตั้งตำแหน่งนายกเทศมนตรีสองวาระติดต่อกันของนางจินตนา คงพันธ์ (2) ปัจจัยภายในที่มีผลต่อการได้รับเลือกตั้งตำแหน่งนายกเทศมนตรีสองวาระติดต่อกันของนางจินตนา คงพันธ์ (3) ปัจจัยที่เป็นปัญหาอุปสรรคต่อการได้รับเลือกตั้งตำแหน่งนายกเทศมนตรีสองวาระติดต่อกันของนางจินตนา คงพันธ์ผลการวิจัยพบว่า (1) ปัจจัยภายนอกที่มีผลต่อการได้รับเลือกตั้งตำแหน่งนายกเทศมนตรีสองวาระติดต่อกันของนางจินตนา คงพันธ์ ดังนี้ 1.1 ผู้สนับสนุน ประกอบด้วยเครือญาติคนใกล้ชิด ผู้ช่วยเหลือ/ หัวคะแนนและผู้สนับสนุนอยู่นอกเขตเทศบาล ได้ให้ความช่วยเหลือสนับสนุนอย่างต่อเนื่องและเป็นระบบโดยเฉพาะสามีและผู้ช่วยเหลือ/หัวคะแนน ซึ่งประกอบด้วยตัวแทนคนทุกกลุ่มในชุมชนเช่น ผู้นำท้องที่ เจ้าหน้าที่เทศบาล แกนนำ ชาวบ้าน เป็นต้น 1.2 คู่แข่ง ประกอบด้วยคู่แข่งทางการเมือง ฝ่ายตรงข้ามและมวลชนอื่น ๆ คู่แข่งทางการเมืองเป็นปัจจัยด้านบวกที่มีผลต่อการได้รับเลือกตั้งสองวาระติดต่อกัน เนื่องจากมีความพร้อมด้านต่างๆ เช่นผลงานภาวะผู้นำและทุนการเลือกตั้งน้อยกว่านางจินตนา คงพันธ์ (2) ปัจจัยภายในที่มีผลต่อการได้รับเลือกตั้งประกอบด้วย 2.1 ภูมิหลัง ประกอบด้วย อายุ การศึกษา ภูมิลำเนา เมื่อเทียบกับคู่แข่ง พบว่า มีอายุน้อยกว่าคู่แข่งที่ลงสมัครรับเลือกตั้งทั้งสองวาระ และวุฒิการศึกษาสูงกว่าคู่แข่งทุกคน มีภูมิลำเนาโดยการเกิดที่ตำบลท่าสะอาดทำให้ทราบพื้นที่ บุคคลและสภาพปัญหา ความต้องการของประชาชนในพื้นที่เป็นอย่างดี 2.2 ด้านสังคมประกอบด้วย อาชีพ รายได้ เกียรติยศชื่อเสียง และทุนทางสังคม พบว่าการที่นางจินตนา คงพันธ์ ได้สร้างฐานเสียงโดยการเข้าหาและช่วยเหลือชุมชนอย่างสม่ำเสมอ ประกอบกับได้ดำรงตำแหน่งนายกเทศมนตรีในสมัยแรก ได้สร้างผลผงานตามนโยบายเป็นที่ประจักษ์ จึงทำให้ได้เปรียบคู่แข่งในด้านสังคม 2.3 การเมือง บทบาททางการเมืองระดับท้องถิ่น ผลงาน พฤติกรรม ภาวะผู้นำ นางจินตนา คงพันธ์ ได้แสดงบทบาททางการเมืองท้องถิ่นทั้งในระหว่างการดำรงตำแหน่งสมาชิกสภาเทศบาลและช่วงที่ดำรงตำแหน่งนายกเทศมนตรีสมัยที่ 1 มีบทบาทที่เด่นชัดกว่าคู่แข่ง ทำให้มีผลต่อการได้รับเลือกตั้งสองวาระติดต่อกัน (3) ปัจจัยที่เป็นอุปสรรคต่อการได้รับเลือกตั้งประกอบด้วยปัจจัยภายนอกได้แก่ผลประโยชน์ตอบแทนหัวคะแนน และปัจจัยภายในของนางจินตนา คงพันธ์ มีบางปัจจัยที่เป็นอุปสรรคต่อการได้รับเลือกตั้งทั้งสองวาระติดต่อกันคือเครือญาติและผู้ใกล้ชิดเช่น สามี เป็นต้นมีเวลาน้อยไม่สามารถทุ่มเทการทำงานทางการเมืองอย่างเต็มที่ | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the internal and external factors that affected Mrs. Jintana Khongphan’s success in being elected mayor of Tha Sa-at Sub-district Municipality for 2 successive terms; and (2) negative factors that hindered her chance of being elected to the position both times. This was a qualitative research. Ten key informants were selected through purposive sampling and interviewed using a structured interview form. They consisted of Mrs. Jintana Khongphan herself, one close relative, 5 of her supporters/canvassers, 2 of her rival candidates, and one supporting politician outside the municipal area. Data were analyzed through descriptive analysis. The results showed that (1) The external factors that affected Mrs. Jintana Khongphan’s success in the elections were a) her supporters, consisting of relatives, assistants, canvassers, and people outside the municipal area, who consistently and systematically supported her, especially her husband and canvassers who represented every significant group in the electoral district, such as local leaders, municipal office employees, and community group leaders; and b) her rival politicians running for the office, because they possessed less leadership, work results and campaign funding than Khongphan. (2) The internal factors that affected Mrs. Jintana Khongphan’s success in the elections were a) her background (age, education, and place of residence), which put her at an advantage because she was younger than the rival candidates, better educated, and was born in Tha Sa-at District, so she was well acquainted with the people, their needs and the area’s problems; b) social factors, such as her profession, income, reputation, title and social capital, because she built up her voter base by meeting with and helping people in the community on a regular basis, and when she worked as mayor for her first term she produced tangible results that helped contribute to her re-election; and c) political factors, such as Khongphan’s previous role in local politics as a municipal council member, her work results, her political behavior, and her leadership, which made her more outstanding than the other candidates. (3) Factors that hindered her election and re-election consisted of the external factor of benefits paid to canvassers and the internal factor that her husband and relatives did not have enough time to devote to her campaign | en_US |
