| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) บทบาทของกลุ่มการเมืองท้องถิ่นกับการพัฒนาทางการเมืองของอำเภอพุนพิน จังหวัดสุราษฎร์ธานี 2) ปัญหาและอุปสรรคของการปฏิบัติหน้าที่ตามบทบาทของกลุ่มการเมืองท้องถิ่นกับการพัฒนาทางการเมืองของอำเภอพุนพิน จังหวัดสุราษฎร์ธานี 3) ข้อเสนอแนะแนวทางกางส่งเสริมบทบาทของกลุ่มการเมืองท้องถิ่นกับการพัฒนาทางการเมืองของอำเภอพุนพิน จังหวัดสุราษฎร์ธานี ผลการวิจัยพบว่า 1) กลุ่มการเมืองท้องถิ่นกับการพัฒนาทางการเมืองของอำเภอพุนพิน จังหวัดสุราษฎร์ธานี มีจำนวน 5 กลุ่ม ประกอบด้วย (1) กลุ่มพัฒนาท่าข้าม (2) กลุ่มท่าข้ามก้าวหน้า (3) กลุ่มสหกรณ์ สุราษฎร์ธานี จำกัด (4) กลุ่มชาวสวนยางตลาดกลางยางพารา (5) องค์กรปกครองส่วนท้องถิ่น 2) ปัญหาและอุปสรรคของกลุ่มพัฒนาท่าข้าม กลุ่มท่าข้ามก้าวหน้า และองค์กรปกครองส่วนท้องถิ่น คือ สมาชิกกลุ่มไม่สามารถสร้างการมีส่วนร่วมของประชาชนได้ ส่วนกลุ่มสหกรณ์ สุราษฎร์ธานี จำกัด และกลุ่มชาวสวนยางตลาดกลางยางพารายังไม่มีปัญหาและอุปสรรคของการปฏิบัติหน้าที่ตามบทบาททางการเมืองเท่าที่ควร 3) ข้อเสนอแนะของกลุ่มพัฒนาท่าข้าม กลุ่มท่าข้ามก้าวหน้า และองค์กรปกครองส่วนท้องถิ่น ควรสร้างการมีส่วนร่วมของประชาชนให้มากขึ้น สร้างความรู้ความเข้าใจรับฟังปัญหาและความต้องการของประชาชน | th_TH |

| dc.description.abstractalternative | The objectives of this research were 1) to study roles of local political groups and the political development in Phunphin District, Surat Thani Province, 2) to investigate problems and obstacles of a performance of the roles of local political groups and political development in Phunphin District, Surat Thani Province and 3) to suggest a guideline for promoting roles of local political groups and political development in Phunphin District, Surat Thani Province The qualitative approach was applied in this research. The purposive sampling method was used and there were 5 samples consisting of 1) government officers groups in local administrative organizations, 2) general government officers groups, 3) village headman, 4) community leaders and 5) people (12 samples in total). The research tools included a structured interview and a descriptive analysis. This research found that 1) there were 5 local political groups with political power in Phunphin District, Surat Thani Province consisting of (1) PattanaTha Kham group, (2) Tha Kham Kaona group, (3) Surat Thani Cooperative Limited group, (4) Rubber Farmers of Central Rubber Market group and (5) Local Administrative Organization. The roles of local political groups in political development of a promotion of political equality aspect and a capability of a political system aspect included 1) an establishing policies to promote equality and 2) promoting of participation in community development. The Pattana Tha Kham group, Tha Kham Kaona group and Local Administrative Organization provided opportunity for public to share opinions, to recheck work and to make complaints equally. For the capability of a political system aspect, the performance monitoring by people could push government agencies to issue policies to meet requirements of the people for a better life. On the other hand, a political role of the Surat Thani Cooperative Limited group and Rubber Farmers of Central Rubber Market group was unclear because they made the benefit for their groups only. For the capability of a political system aspect, if members lack benefits, they will call on the government to issue a policy to meet the requirements such as calling for the best price of rubber. 2) With regards to problems and obstacles of Pattana Tha Kham group, Tha Kham Kaona group and Local Administrative Organization were unable to create public participation by group members due to lackof attention to solve problems and lack of knowledge and understanding in work as well as a patronage system to support their members. The political role of the Surat Thani Cooperative Limited group and Rubber Farmers of Central Rubber Market group had no problem and obstacle because they made the benefits for their groups only. 3) It is recommended that the Pattana Tha Kham group, Tha Kham Kaona group and Local Administrative Organization should create more public participation, provide knowledge and understanding and receive problems and requirements of the people. Members should have a common ideology and ability to work. Moreover, a patronage system should be avoided. | en_US |
