| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาททางการเมืองของสาขาพรรคประชาธิปัตย์ใน จังหวัดเชียงใหม่ (2) ปัญหาและอุปสรรคในการแสดงบทบาททางการเมืองของสาขาพรรคประชาธิปัตย์ในจังหวัด เชียงใหม่ (3) แนวทางในการพัฒนาบทบาททางการเมืองของสาขาพรรคประชาธิปัตย์ในจังหวัดเชียงใหม่ ผลการวิจัยพบว่า (1) สาขาพรรคประชาธิปัตย์ในจังหวัดเชียงใหม่ มีบทบาททางการเมือง ในด้าน การให้ความรู้ทางการเมืองแก่ประชาชน และการรณรงค์การเลือกตั้ง ด้านการให้ความร่วมมือกับชุมชนในการร่วม กิจกรรมต่าง ๆ ด้านการรับฟังปัญหา เรื่องราวร้องทุกข์ต่างๆ ของประชาชนและประสานความสัมพันธ์ระหว่าง องค์กร หน่วยงานกับประชาชน ด้านการพิจารณาคัดเลือกผู้รับสมัครรับเลือกตั้ง ด้านการประสานความร่วมมือเพื่อ ส่งเสริมชุมชนและสังคม ให้มีการพัฒนาเศรษฐกิจ สังคมสิ่งแวดล้อมและ ด้านการแสวงหาสมาชิกพรรคเพื่อสร้าง รากฐานที่มั่นคง (2) การแสดงบทบาททางการเมืองของสาขาพรรคประชาธิปัตย์ในจังหวัดเชียงใหม่ พบปัญหา และอุปสรรคในด้านของปัจจัยภายใน คือ ขาดงบประมาณในการสนับสนุน ขาดบุคลากรที่มีความรู้ความเข้าใจใน บทบาทหน้าที่ ขาดการวางแผนงานตามยุทธศาสตร์ การดำเนินงานไม่เป็นไปตามเป้าหมายและไม่มีความเป็นอิสระ ขาดการมีส่วนร่วมของสมาชิกสาขาพรรค และขาดการเอาใจใส่จากพรรค และปัญหาและอุปสรรคของปัจจัย ภายนอก คือ พรรคการเมืองคู่แข่งมีการใช้แนวนโยบายประชานิยม สาขาพรรคไม่ได้รับความร่วมมือจากบุคคลใน พื้นที่ และสถานการณ์ทางการเมืองยังคงมีความขัดแย้งทางความคิด (3) แนวทางในการพัฒนาบทบาททางการเมือง ของสาขาพรรคประชาธิปัตย์ในจังหวัดเชียงใหม่ ในด้านของปัจจัยภายใน คือ ควรมีการพัฒนาความรู้ ความเข้าใจ ของบุคลากรเกี่ยวกับระบอบประชาธิปไตย การส่งเสริมบุคลิกภาพ ควรการปฏิบัติหน้าที่ตามบทบาทหรือตามภารกิจ ที่ได้รับมอบหมายอย่างเต็มกำลัง ควรบริหารจัดการด้านทรัพยากรอย่างความเหมาะสม ควรมีการจัดสรร งบประมาณ การจัดทำแผนนโยบายอย่างชัดเจน ควรมีการประสานความร่วมมือกับในชุมชน สังคม และ แนวทางใน การพัฒนาปัจจัยภายนอก คือ ประชาชนควรมีการยอมรับกติกากฎหมายว่าด้วยการเลือกตั้ง ด้วยจิตสำนึกของ คุณธรรมจริยธรรม ยอมรับความคิดเห็นที่แตกต่าง ๆ และควรมีการสร้างองค์ความรู้ในการพัฒนาตามแนวทาง ปรัชญาเศรษฐกิจพอเพียงอย่างยั่งยืน ร่วมกับ องค์กร หน่วยงาน ภาครัฐและเอกชน เพื่อส่งเสริมสนับสนุน ประชาชนในชุมชนและสังคมให้มีการดำเนินตามวิถีความพอเพียง เพื่อลดความขัดแย้งทางความคิดลง | th_TH |

| dc.description.abstractalternative | The objectives of this research were to study (1) the political role of the Democratic Party branch in Chiang Mai; (2) the branch’s problems and difficulties in fulfilling its political role; and (3) approaches to developing the political role of the Democratic Party branch in Chiang Mai. This was a qualitative research. The key informants, chosen through purposive sampling, consisted of 3 chairmen of Democratic Party branches in Chiang Mai Province, 3 Election Committee officials in charge of the Democratic Party, and 10 citizens who were community leaders in Chiang Mai Province. Data were collected using an interview form and an observation form. Data were analyzed using descriptive analysis. The results showed that (1) The political roles of the Democratic Party branches in Chiang Mai Province were to inform the public about politics and election campaigns, to cooperate with local communities in various activities, to listen to citizens’ problems and concerns, to coordinate and build relationships with civil society organizations, to consider nominations and select political candidates, to cooperate in and promote economic, social and environmental development projects, and to seek out and recruit party members to strengthen the party’s base. (2) The problems the party faced in fulfilling its political role could be classified as internal factors, i.e. lack of budget, lack of knowledgeable personnel, lack of strategic planning, failure to meet operations targets, lack of independence in operations, lack of participation from party members, and lack of attention from the party; and external factors, i.e. the use of populist policies by competing political parties, lack of cooperation from local people, and continuing ideological conflicts in the political situation. (3) Approaches to developing the branch’s political role are to develop the knowledge and understanding of its personnel about democracy, to promote the personnel’s capacity to carry out their work duties appropriately to the best of their abilities, to manage resources more effectively, to make clear policies and plans and allocate the budget accordingly, and to coordinate more closely with people in society and local communities. In addition, the party branch should work to insure that all citizens accept the legal regulations concerning elections with a sense of ethical and moral conscience, to try to make people accept differing thoughts and opinions in order to reduce political conflict, and to work together with public and private sector agencies and organizations to build up the body of knowledge and promote sustainable ways of life following the Sufficiency Economy Philosophy | en_US |
