| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการมีส่วนร่วมของประชาชนในการจัดการแหล่งน้ำ ขององค์การบริหารส่วนตำบลคอนสาย (2) ศึกษาปัญหาอุปสรรคของประชาชนในการจัดการแหล่งน้ำของ องค์การบริหารส่วนตำบลคอนสาย (3) เสนอแนะแนวทางการแก้ไขปัญหาการมีส่วนร่วมของประชาชนในการ จัดการแหล่งน้ำขององค์การบริหารส่วนตำบลคอนสาย ผลการวิจัยพบว่า 1) การมีส่วนร่วมของประชาชนในจัดการแหล่งน้ำขององค์การบริหารส่วนตำบล คอนสายพอสมควร ในด้านการกำหนดนโยบายและการวางแผนการบริหารจัดการแหล่งน้ำ ประชาชนส่วนใหญ่ ไม่ให้ความสำคัญกับการเสนอโครงการด้านการพัฒนาแหล่งน้ำ ด้านการจัดเตรียมงบประมาณ ได้มีการวาง แผนการใช้งบประมาณร่วมกับเจ้าหน้าที่องค์การบริหารส่วนตำบล ในด้านการพิจารณาอนุมัติแผนพัฒนาร่วมกับ คณะกรรมการแผนพัฒนา ด้านการมีส่วนร่วมของประชาชนในการดำเนินการมีการสร้างความร่วมมือจากภาค ประชาชนในการมีส่วนร่วมเพื่อพัฒนาแหล่งน้ำ สำหรับด้านการประสานงานหน่วยงานราชการอื่น ประชาชน ไม่ได้มีส่วนร่วม 2) ปัญหาอุปสรรคได้แก่ 2.1) การมีส่วนร่วมด้านนโยบายและการวางแผน ประชาชนส่วนใหญ่ที่ เข้าร่วมการประชาคมเสนอไม่ให้ความสำคัญเกี่ยวกับการพัฒนาแหล่งน้ำ และองค์การบริหารส่วนตำบลคอนสาย ไม่มีการกำหนดนโยบายหรือวางแผนในการพัฒนาแหล่งน้ำ 2.2) ส่วนด้านงบประมาณ ไม่มีการจัดเตรียม งบประมาณรายจ่ายประจำปี สำหรับนำมาใช้ในการดำเนินการพัฒนาแหล่งน้ำในตำบล 2.3) ด้านความร่วมมือของ ประชาชนในการดำเนินการ ประชาชนส่วนใหญ่ไม่ให้ความสำคัญกับโครงการพัฒนาแหล่งน้ำไม่มีการเสนอ แผนงาน 2.4) ด้านการประสานงานหน่วยงานอื่นที่เกี่ยวข้อง ไม่มีการประสานของบประมาณเพื่อบูรณาการใน การทำงานร่วมกัน 3) แนวทางการแก้ไขปัญหาองค์การบริหารส่วนตำบล 3.1) ควรมีการสร้างกลไกการมีส่วนร่วม การร่วมวางแผน การร่วมดำเนินงาน การร่วมแก้ปัญหาหาทางออก โดยมีการจัดเวทีประชาคมหมู่บ้านเพื่อเสนอ กำหนดโครงการหรือกิจกรรมเกี่ยวกับการพัฒนาแหล่งน้ำร่วมกัน 3.2) ควรจัดทำงบประมาณด้านการบริหารและ พัฒนาแหล่งน้ำเพื่อการเกษตรโดยเฉพาะ 3.3) ควรสร้างความร่วมมือจากภาคประชาชนในการแก้ปัญหาเกี่ยวกับ การบริหารจัดการแหล่งน้ำเพื่อการเกษตรและพัฒนาแหล่งน้ำเพื่อการเกษตร 3.4) ควรดำเนินการประสานงานไป ยังหน่วยงานที่เกี่ยวข้องและร่วมกันทำบันทึกข้อตกลงเกี่ยวกับการบริหารจัดการแหล่งน้ำร่วมกัน | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study public participation in the management of the water resources of Khonsai Sub-district Administrative Organization; (2) to study problems with public participation in the management of the water resources of Khonsai Sub-district Administrative Organization; and (3) to recommend approaches to solving those problems. This was a qualitative research based on documentary research and interviews with 20 key informants, consisting of the chairman of Khonsai Sub-district Administrative Organization, 5 operations-level personnel, 5 council members, 8 village headmen and 1 sub-district headman. Data were analyzed through descriptive analysis. The results showed that local citizens participated to a reasonable degree in the policy-making and planning aspects of local water resources management, but most did not pay attention to proposing water resource development projects. In terms of financial management, citizens joined in planning the budget with the sub-district administrative organization personnel, and joined in considering development plans with the development plan committee. As for public participation in operations, cooperation with the people was created in water resource development. The people did not participate in coordinating with other government agencies. 2) Four major problems were identified: a) for policy and planning, the majority of citizens did not place importance on water resources development, and the Khonsai Sub-district Administrative Organization did not form relevant policies and plans; b) for budget, an annual expense budget was not prepared for developing water resources in the sub-district; c) for operations, the majority of citizens did not pay attention to the issue and did not submit water resource development plans; and d) for cooperative work, the sub-district did not request a budget for coordinated projects with relevant agencies. 3) The following approaches are suggested for solving the problems: a) the sub-district administrative organization should build mechanisms for public participation in the planning, operations and problem-solving steps, and should organize public forums to solicit suggestions for water resource management projects or activities; b) a budget should be planned specifically for water resource development and management for use in agriculture; c) greater public participation should be created for solving problems related to water resource development and management for use in agriculture; and d) the sub-district administrative organization should form agreements with related agencies for joint water resource management projects | en_US |
