| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ประชาธิปไตยท้องถิ่นกับวัฒนธรรมภูไทของชุมชนภูไท บ้านโพน อำเภอคำม่วง จังหวัดกาฬสินธุ์ (2) ปัจจัยของวัฒนธรรมภูไทที่มีผลต่อการพัฒนาประชาธิปไตยท้องถิ่น ของชุมชนภูไทบ้านโพน อำเภอคำม่วง จังหวัดกาฬสินธุ์ และ (3) เสนอแนะแนวทางในการส่งเสริมประชาธิปไตย ท้องถิ่นของชุมชนภูไทบ้านโพน อำเภอคำม่วง จังหวัดกาฬสินธุ์ ผลการวิจัยพบว่า (1) วัฒนธรรมภูไทของชุมชนภูไทบ้านโพน อำเภอคำม่วง จังหวัดกาฬสินธุ์ มีความสัมพันธ์กับประชาธิปไตยในท้องถิ่น โดยวัฒนธรรมภูไทเป็นพื้นฐานของประชาธิปไตยในชุมชน (2) ปัจจัยที่ส่งเสริมการพัฒนาประชาธิปไตยท้องถิ่นของชุมชนภูไทบ้านโพน ได้แก่ วัฒนธรรมด้านทัศนคติ ความคิด ความเชื่อเกี่ยวกับอำนาจเหนือธรรมชาติส่งผลให้คนในชุมชนประพฤติตนอยู่ในกรอบจารีตประเพณี เคารพกฎ กติกาของชุมชน วัฒนธรรมด้านครอบครัว การอบรบรมเลี้ยงดูทำให้คนในชุมชนเป็นคนมีเหตุผล รู้จัก ประนีประนอมมีการปรึกษาหารือระหว่างกัน วัฒนธรรมด้านขนบธรรมเนียม ประเพณีท้องถิ่นและวัฒนธรรม ด้านวัตถุ เป็นปัจจัยที่ทำให้เกิดการมีส่วนร่วมซึ่งนับเป็นฐานรากของประชาธิปไตย ส่วนปัจจัยที่เป็นอุปสรรคต่อ การพัฒนาประชาธิปไตยท้องถิ่นของชุมชนภูไทบ้านโพน ได้แก่ วัฒนธรรมด้านทัศนคติ ความคิด ความเชื่อ เกี่ยวกับพระพุทธศาสนา ทำให้คนในชุมชนเชื่อในเรื่องกฎแห่งกรรม เชื่อเรื่องนรก สวรรค์ เชื่อในเรื่องบุญ บาป ทำให้เมื่อผู้สมัครรับเลือกตั้งให้เงิน สิ่งของหรือให้การช่วยเหลืออื่นใดแล้ว ชาวบ้านจะตอบแทนด้วยการเลือก ลงคะแนนให้แก่ผู้สมัครคนนั้นเพื่อไม่ให้ตนเองต้องติดค้างบุญคุณหรือเป็นบาปส่งผลให้เกิดการซื้อสิทธิ์ขายเสียง นอกจากนี้ความเชื่อดังกล่าวยังทำให้เกิดการยอมรับเกี่ยวกับวาสนา บารมี ส่งผลให้คนในชุมชนเคารพเชื่อฟังผู้นำ ทำให้เกิดการชี้นำเมื่อมีการเลือกตั้ง และวัฒนธรรมด้านครอบครัว ความสัมพันธ์ทางเครือญาติทำให้เกิดระบบ พวกพ้อง เกิดระบบอุปถัมภ์ (3) ข้อเสนอแนะ ปัจจัยที่ส่งเสริมต่อการพัฒนาประชาธิปไตยของชุมชนภูไทบ้าน โพนนั้น คือการอยู่ร่วมกันของคนในชุมชนแบบปรึกษาหารือโดยการเปิดโอกาสให้คนในชุมชนได้มีส่วนร่วมใน การพัฒนาและแก้ไขปัญหาของชุมชนผสมผสานกับวิถีการดำเนินชีวิตของคนในชุมชน โดยอาศัยภูมิปัญญา ท้องถิ่นที่สั่งสมและถ่ายทอดกันมาจากบรรพบุรุษ | th_TH |

| dc.description.abstractalternative | The objectives of this research are (1) to study the local democracy and Phu Tai culture of Phu Tai Ban Phon Community in Kham Muang District Kalasin Province, (2) to investigate the effects of Phu Tai culture on the development of local democracy of Phu Tai Ban Phon Community in Kham Muang District Kalasin Province and (3) to propose the solution to encourage the local democracy of Phu Tai Ban Phon Community in Kham Muang District Kalasin Province. The qualitative approach was used to apply in this research. Data collection was gathered from literature review and interview. Purposive sampling was divided into four groups including community leaders of Ban Phon community, community committees of Ban Phon Community, local philosophers of Ban Phon Community and people in Ban Phon Community (12 interviewees in total). Then, the data were analyzed using a content analysis method and a descriptive analysis method. This research found that (1) the Phu Tai culture of Phu Tai Ban Phon Community in Kham Muang District Kalasin Province had the relationship with local democracy. The Phu Tai culture was the basis of democracy in the community. (2) The factors encouraged the development of local democracy in Phu Tai Ban Phon Community including attitude cultures, family cultures, local traditions, material cultures, ideas, and beliefs on supernatural power. These factors have led the people in the community to behave in a customary manner resulting in a contributing factor to the foundations of democracy. One the other hand, the obstacle factors of the development of local democracy in Phu Tai Ban Phon Community were attitude culture, ideas, beliefs on the law of Karma, beliefs on hell and heaven, and beliefs on merit and demerit. When the candidates gave supports (money or materials) to community, some of them rewarded the candidates by giving a vote. As a result, the electoral votes were purchased. Moreover, the some people in the community believe in halo of the candidates leading to control the direction of electoral vote. (3) The solution to encourage the local democracy of Phu Tai Ban Phon Community is community consultation by providing the opportunities for people in the community to participate in the development and solving problem using a local wisdom. | en_US |
