| dc.description.abstract | การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ลักษณะความสัมพันธ์ทางกฎหมายระหว่างผู้นำท้องที่และผู้นำท้องถิ่น ในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลตาเมียง (2) ลักษณะความสัมพันธ์ทางปฏิบัติระหว่างผู้นำท้องที่และผู้นำท้องถิ่น ในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลตาเมียง (3) ปัญหาและอุปสรรคขององค์การบริหารส่วนตำบลตาเมียงในการจัดทำแผนพัฒนาท้องถิ่น งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากเอกสาร การสังเกตการณ์ และการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ซึ่งผู้วิจัยได้แบ่งผู้ให้ข้อมูลสำคัญออกเป็น 2 กลุ่ม คือ กลุ่มผู้นำได้แก่ผู้นำท้องที่ ผู้นำท้องถิ่น และประชาคมผู้มีส่วนเกี่ยวข้องกับการจัดทำแผนพัฒนาท้องถิ่น ทำการวิเคราะห์ข้อมูลแบบการพรรณนาวิเคราะห์ภายในกรอบทฤษฎีที่กำหนดไว้ สร้างข้อสรุปแบบอุปนัยบนพื้นฐานของการสังเกตการณ์หรือข้อเท็จจริง โดยนำข้อมูลที่ได้จากการลงพื้นที่ในภาคสนามมาเชื่อมโยงกับแนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้องที่ได้จากการทบทวนวรรณกรรมผ่านทางเอกสาร และผลการวิจัยต่างๆ ผลการวิจัยพบว่า (1) คณะกรรมการหมู่บ้านเป็นกลไกอำนาจเชิงกฎหมายที่ก่อให้เกิดการทำงานร่วมกันระหว่างผู้นำท้องที่และท้องถิ่นในการจัดทำแผนพัฒนาท้องถิ่น (2) ผู้นำท้องที่ซึ่งเป็นผู้นำที่มีบทบาทในพื้นที่มาอย่างต่อเนื่องยาวนานใช้ความสัมพันธ์เชิงอุปถัมภ์ในการสร้างบทบาทสำคัญในการจัดทำแผนพัฒนาท้องถิ่น (3) ระเบียบกฎหมายที่เปลี่ยนแปลงอย่างเป็นพลวัตมีผลต่อการมีส่วนร่วมในการจัดทำแผนพัฒนาท้องถิ่น ดังนั้นการส่งเสริมการมีส่วนร่วมต้องทำในเชิงรุกให้สอดคล้องกับวิถีการดำเนินชีวิตของคนในพื้นที่ | th_TH |

| dc.description.abstractalternative | This research has objectives to study (1) Legal relationship between headman and local leader which create Development Plan of Tamiang Subdistrict Administrative Organization. (2) Practical relationship between headman and local leader which create Development Plan of Tamiang Subdistrict Administrative Organization and (3) Problems and Obstacles of Tamiang Subdistrict Administrative Organization to create local development plan. Research methods apply data collection at fieldwork by quality of research using data from documentation, observation and interviewing with persons who give information. The researcher divides important data into 2 groups which are Leaders (headman group and local group) and stakeholder participation which make Development Plan of Tamiang Subdistrict Administrative Organization. Analyzing Descriptive data within framework theoretical prescription. Creating summary induction base on observation or fact by bring data from fieldwork and connect to concept, theory, and research which related to Literature review from documentation and results from research. This study found that (1) Village committee is a legal power mechanism that caused the interaction between headman and local leader in formulation of Sub-district Administrative Organization Development Plan (2) Headman is the leader who play an important role in the community for a long time and continuously use patron-client relationship to create their important role in formulation of Sub-district Administrative Organization Development Plan. (3) Legal regulations, which has changed dynamically, has an effect on participation in Sub-district Administrative Organization Development Plan.
