| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการสร้างฐานทางการเมืองของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ในพื้นที่อำเภอวัดโบสถ์ จังหวัดพิษณุโลก (2) ศึกษาบทบาทอาสาสมัครป้องกันภัยฝ่ายพลเรือนในการเป็นฐานอำนาจทางการเมือง ในอำเภอวัดโบสถ์ จังหวัดพิษณุโลก การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยการวิจัยกลุ่มผู้ให้ข้อมูลสำคัญประกอบด้วย ผู้นำท้องที่ ผู้นำท้องถิ่นและสมาชิก อปพร. ในพื้นที่อำเภอวัดโบสถ์ จังหวัดพิษณุโลก ทั้ง 6 ตำบล ได้แก่ ตำบลวัดโบสถ์ ตำบลท่างาม ตำบลหินลาด ตำบลคันโช้ง ตำบลท้อแท้ และตำบลบ้านยาง รวม 18 คน โดยกลุ่มผู้ให้ข้อมูลสำคัญเป็นผู้นำท้องที่ ผู้นำท้องถิ่นที่เป็น อปพร. หรือมี อปพร. เป็นฐานอำนาจของตนและสมาชิก อปพร. ที่เป็นผู้นำในแต่ละตำบล เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และทำการวิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงพรรณนา โดยใช้กรอบแนวคิดเกี่ยวกับการสร้างฐานอำนาจทางการเมือง แนวคิดทฤษฎีเกี่ยวกับระบบอุปถัมภ์ แนวคิดเกี่ยวกับการแลกเปลี่ยนผลประ โยชน์ และแนวคิดการปกครองส่วนท้องถิ่น ผลการวิจัยพบว่า (1) การสร้างฐานทางการเมืองของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ในพื้นที่อำเภอวัดโบสถ์ จังหวัดพิษณุโลก จะใช้รูปแบบการสร้างฐานทางการเมืองซึ่งสามารถแบ่งได้ 3 รูปแบบหลัก ได้แก่ ความสัมพันธ์ทางระบบเครือญาติ การเข้าไปมีส่วนช่วยเหลือคนในสังคม และการเป็นผู้มีเกียรติและน่าเชื่อถือ โดยผลการศึกษาพบว่าในการเป็นอาสาสมัครป้องกันภัยฝ่ายพลเรือนมีผลต่อการสร้างฐานอำนาจทางการเมือง ทั้งจากบุคคลที่เป็นอาสาสมัครป้องกันภัยฝ่ายพลเรือนเอง ก็สามารถใช้ตำแหน่งหน้าที่ในการปฏิบัติงาน ทำหน้าที่รับใช้พี่น้องประชาชนจนทำให้เกิดการเป็นที่ยอมรับนับถือ เป็นผู้ทำงานด้วยความเสียสละรับใช้สังคมท้องถิ่นของตนเอง จนสามารถสร้างฐานอำนาจทางการเมืองในท้องถิ่นและสามารถลงสมัครรับเลือกตั้งในชุมชนของตน เช่น สมัครเป็นผู้ใหญ่บ้านหรือสมาชิกสภาองค์การบริหารส่วนตำบลในชุมชนท้องถิ่นของตนได้ (2) บทบาทอาสาสมัครป้องกันภัยฝ่ายพลเรือนในการเป็นฐานอำนาจทางการเมืองในอำเภอวัดโบสถ์ จังหวัดพิษณุโลก โดยบทบาทของอาสาสมัครป้องกันภัยฝ่ายพลเรือน มีบทบาทในการดูแลประชาชนด้านการป้องกันและบรรเทาสาธารณภัยในท้องถิ่นของตนเอง จึงเป็นผลทำให้เป็นที่ยอมรับนับถือและเป็นที่รักของคนในชุมชนในการเป็นผู้เสียสละทำงานรับใช้สังคมท้องถิ่นโดยไม่หวังสิ่งตอบแทน ทำให้นักการเมืองท้องถิ่นมุ่งหวังหาผลประโยชน์ในการสร้างฐานอำนาจทางการเมืองกับกลุ่มอาสาสมัครป้องกันภัยฝ่ายพลเรือนกลุ่มนี้ โดยมีการใช้รูปแบบการสร้างฐานอำนาจทางการเมือง ซึ่งสามารถแบ่งได้ 4 รูปแบบหลัก ได้แก่ การใช้ระบบอุปถัมภ์ การใช้ระบบเครือญาติ การให้เกียรติยศชื่อเสียง และการให้ตำแหน่งหน้าที่การงาน จากการศึกษาพบว่า ผู้บริหารท้องถิ่นใช้อาสาสมัครป้องกันภัยฝ่ายพลเรือนเป็นฐานอำนาจทางการเมืองท้องถิ่นของตนเอง โดยใช้ระบบอุปถัมภ์ ลักษณะของการแลกเปลี่ยนผลประโยชน์ และการพึ่งพิงระหว่างกันทั้งสองฝ่าย โดยให้การสนับสนุนส่งเสริมให้เป็นทีมงานของตนเองโดยใช้ระบบอุปถัมภ์ ระบบเครือญาติของกลุ่ม อปพร. การให้ตำแหน่งหน้าที่การงาน และการให้เกียรติในการทำงาน เพื่อที่ทำให้ กลุ่มอปพร. มาเป็นทีมงานของตน มาสนับสนุนเป็นฐานเสียง ฐานอำนาจทางการเมือง เพื่อให้ได้กลับเข้ามาทำงานในองค์กรปกครองส่วนท้องถิ่นในสมัยต่อไป | th_TH |

| dc.description.abstractalternative | The objectives of this research are (1 ) to study a building of political power base of the Civil Defense Volunteers (CDV) in the Wat Bot district of Phitsanulok province and (2) to study roles of the Civil Defense Volunteers in becoming a political power base in the Wat Bot district of Phitsanulok province. The qualitative approach was applied in this research. The key informants consisted of local leaders and members of CVD in the Wat Bot district of Phitsanulok Province in all 6 sub-districts including Wat Bot sub-districts, Tha Ngam subdistricts, Hin Lat sub-districts, Khanchong sub-districts, Tho Thae sub-districts and Ban Yang sub-districts (18 people in total). In addition, the key informants were local leaders who were CVD or having CVD as a power base and members of CVD who were leaders in each sub-district. The research instruments were interview and data analysis by descriptive analysis. The conceptual frameworks were applied including the building of political power base, the theoretical concept of patronage system, the concept of exchanging benefits, and the concept of local government. This research found that (1) the building of political power base of the Civil Defense Volunteers in Wat Bot district of Phitsanulok province had 3 main patterns of building of political power base consisted of relations of the kinship system, a getting involved in the society and a being a respectable and reliable person. A being of the Civil Defense Volunteers affected the building of political power because the Civil Defense Volunteers able to use the position in performing duties to serve people in the public. As a result, they were respected and recognized as a sacrifice in local society. Then, they were able to build a local political power base and able to apply for elections in their own community, such as being a village headman or a member of the Sub-District Administrative Organization Council in local community. (2) Roles of the Civil Defense Volunteers as a political power base in Wat Bot district of Phitsanulok province, the roles of the Civil Defense Volunteers were looking after the people about prevention and mitigation of local disaster. As a result, they were accepted, respected and loved by people in the community. Due to being a sacrifice and serving the local society without expecting compensation, local politicians looked for benefits in building a political power base from the group of the [[Civil Defense Volunteers. There were 4 main patterns of building a political power base which were using patronage system, using of kinship system, providing of honor, and providing job positions. According to the study, it has been found that local administrators used the Civil Defense Volunteers as their local political power base by using the patronage system, exchanging of benefits and the dependency between both parties. The local administrators used those patterns to let the Civil Defense Volunteers support a political power base in order to get back to work in the local government in the future. | en_US |
