| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) สภาพการบริหารและการดำเนินงานการบริการวิชาการเพื่อการพัฒนาท้องถิ่น (2) ปัญหาและอุปสรรคการบริการวิชาการเพื่อการพัฒนาท้องถิ่น และ (3) แนวทางการพัฒนา การบริการวิชาการเพื่อการพัฒนาท้องถิ่นของสำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏกลุ่มภาคใต้ การวิจัยครั้งนี้ใช้วิธีการวิจัยแบบผสานวิธี แหล่งข้อมูลหลักคือ เอกสารเกี่ยวกับการบริการวิชาการ จำนวน 150 เรื่อง ผู้อำนวยการสำนักวิทยบริการและเทคโนโลยีสารสนเทศ จำนวน 5 คน ผู้รับผิดชอบโครงการการบริการวิชาการเพื่อการพัฒนาท้องถิ่น จำนวน 122 คน และผู้ทรงคุณวุฒิเลือกแบบเจาะจงตามเกณฑ์ที่กำหนด จำนวน 5 คน เครื่องมือการวิจัย ประกอบด้วย แบบบันทึกข้อมูล แบบสัมภาษณ์ แบบสอบถาม และแบบประเมิน การวิเคราะห์ข้อมูลเชิงปริมาณใช้การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ข้อมูลเชิงคุณภาพ ใช้การวิเคราะห์และสังเคราะห์เนื้อหา ผลการวิจัยพบว่า (1) สำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏกลุ่มภาคใต้ ทุกแห่งระบุเรื่องการบริการวิชาการหรือการพัฒนาท้องถิ่นไว้ในยุทธศาสตร์ของสำนัก และส่วนใหญ่ระบุไว้ในพันธกิจแต่ไม่ได้ระบุไว้ในนโยบายและวิสัยทัศน์ โครงการบริการวิชาการส่วนใหญ่ได้รับงบประมาณแผ่นดินแต่ไม่ต่อเนื่องทุกปี มีรูปแบบการบริหารโครงการบริการวิชาการโดยสำนักมอบหมายงานให้หน่วยงานจัดทำข้อเสนอโครงการ พิจารณาอนุมัติโดยผู้อำนวยการสำนัก ผู้รับผิดชอบโครงการมีตำแหน่งบรรณารักษ์จำนวนใกล้เคียงกับตำแหน่งนักวิชาการคอมพิวเตอร์ และจัดบริการวิชาการในลักษณะไม่คิดค่าใช้จ่าย ในรูปแบบการฝึกอบรม ขอบข่ายเนื้อหาเน้นด้านเทคโนโลยีสารสนเทศ (2) ปัญหาและอุปสรรคสำคัญ ด้านผู้บริหารมีปัญหางบประมาณไม่ต่อเนื่อง ไม่เพียงพอ บุคลากรมีภาระงานประจำมากและขาดแรงจูงใจ ผู้รับผิดชอบโครงการการบริการวิชาการมีปัญหางบประมาณการดำเนินงานไม่ต่อเนื่อง การเบิกจ่ายงบประมาณ ภาระงานประจำมาก และขาดแรงจูงใจ (3) แนวทางการพัฒนาการบริการวิชาการเพื่อการพัฒนาท้องถิ่น ประกอบด้วย วิสัยทัศน์ พันธกิจ ยุทธศาสตร์ และการจัดการการบริการวิชาการ ที่มุ่งสู่การเป็นแหล่งการเรียนรู้ตลอดชีวิต การบริหารจัดการในรูปแบบหุ้นส่วนความร่วมมือ การบูรณาการองค์ความรู้ นวัตกรรม และเทคโนโลยีสนับสนุนพันธกิจการบริการวิชาการของมหาวิทยาลัยราชภัฏเพื่อการพัฒนาท้องถิ่น และสร้างความเข้มแข็งของชุมชนท้องถิ่นอย่างยั่งยืนในระบบนิเวศการเรียนรู้ดิจิทัล โดยมีพลังขับเคลื่อนความสำเร็จจากมหาวิทยาลัย เครือข่ายของมหาวิทยาลัย และเครือข่ายสำนักวิทยบริการและเทคโนโลยีสารสนเทศ | th_TH |

| dc.description.abstractalternative | The objectives of this study were to study (1) the situation of the management and implementation of academic services for local development; (2) the problems of the management and implementation of academic services for local development; and (3) the guidelines for the development of academic services for local development of the Office of Academic Resource and Information Technology (ARIT), Rajabhat Universities in the Southern Region. The study was conducted using mixed methods. The key information sources were 150 documents on academic services, five directors of the Office of ARIT, 122 staff responsible for academic services for local development, and five purposive selected experts. The research instruments included a data record form, an interview form, a questionnaire, and an evaluation form. For data analysis, quantitative data were analyzed using percentage, mean, and standard deviation; and qualitative data were analyzed using content analysis. The research findings were as follows: (1) The Office of ARIT clearly stated academic services or local development in their strategies and, mostly, in missions, but not in policies and visions. Most academic services projects were carried out by receiving intermittent government budgets. The management of the academic services projects was based on project proposals proposed by divisions, assigned and approved by the directors of the Office of ARIT. In addition, the academic service projects were carried mostly by librarians and in similar numbers to computer technical officers, and provided without any cost, by training, and focused on information technology. (2) The major management problems involved the insufficient and intermittent budgets, the personnel’s heavy workload and lack of motivation, and the project managers’ intermittent and insufficient disbursement budgets, heavy workload, and lack of motivation. (3) The guidelines for the development of academic services consisted of vision, mission, strategy, and management of academic services, which focused on becoming a lifelong learning source, a collaborative partnership, an integration of local knowledge, innovation, and technology supporting the mission of academic services for local development of the universities and sustainably strengthening local communities in the digital learning ecosystem. The driving force behind the success was supported by the universities and affiliate networks as well as the networks of the Office of ARIT in the southern region and nationwide. | en_US |
