Factors Affecting Good Governance Management of the Department of Lands, Ministry of Interior

Abstract

The objectives of this research were to: (1) study the level of good governance in administration of the Department of Lands, Ministry of Interior; (2) examine the good governance administration practices of the Department of Lands, Ministry of Interior; and (3) propose guidelines for promoting good governance within the Department of Lands, Ministry of Interior.The research employs Mixed Methods approach. The sample consists of 389 and the selected 3 CEOs. Data were collected through questionnaire and interview. The quantitative data were analyzed using descriptive statistics namely Arithmetic Mean, S.D., including Multiple Regression Analysis. The qualitative data were analyzed by Content Analysis.The research findings are as follows: (1) The factors influencing good governance in administration of the Department of Lands, Ministry of Interior, which includes principles such as Effectiveness, Efficiency, Responsiveness, Accountability, Transparency, Rule of Law, Equity, Consensus Oriented, Decentralization, and Integrity, was rated at highest level. (2) The Government 4.0, including Open and Connected Government, Citizen-Centric Government, and Smart and High-Performance Government, significantly influenced the governance administration of the Department of Lands, Ministry of Interior at .05 statistical significance level. and McKinsey 7-S Framework —structure, skills, staff, and shared values—also had a significant influence on the governance administration of the Department of Lands, Ministry of Interior at .05 statistical significance level. (3) Recommendations for enhancing the Department of Lands' operations include: 1) Continuously promoting personnel development. 2) Developing and improving its information technology systems. 3) Fostering collaboration with external agencies. 4) Formatting flexibility in its administration

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับของการบริหารงานตามหลักธรรมาภิบาลของกรมที่ดินฯ (2) ศึกษาปัจจัยที่มีอิทธิพลต่อการบริหารงานตามหลักธรรมาภิบาลของกรมที่ดินฯ (3) เสนอแนวทางการส่งเสริมการบริหารงานตามหลักธรรมาภิบาลของกรมที่ดินฯการวิจัยนี้เป็นการวิจัยแบบผสมวิธี กลุ่มตัวอย่างเชิงปริมาณ ข้าราชการกรมที่ดิน จำนวน 389 คน กลุ่มตัวอย่างเชิงคุณภาพผู้บริหาร จำนวน 3 คน เครื่องมือวิจัยใช้แบบสอบถามและแบบสัมภาษณ์ ข้อมูลเชิงปริมาณวิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยแบบพหุคูณ ข้อมูลเชิงคุณภาพใช้ การวิเคราะห์เนื้อหาผลการวิจัย พบว่า (1) การบริหารงานตามหลักธรรมาภิบาลของกรมที่ดินฯ ได้แก่ หลักประสิทธิภาพ หลักประสิทธิผล หลักการตอบสนอง หลักภาระรับผิดชอบ หลักความโปร่งใส หลักนิติธรรม หลักการความเสมอภาค หลักมุ่งเน้นฉันทามติ หลักการกระจายอำนาจ และ หลักคุณธรรม อยู่ในระดับดีมากที่สุด (2) ปัจจัยระบบราชการ 4.0 ได้แก่ เปิดกว้างและเชื่อมโยง ยึดประชาชนเป็นศูนย์กลาง มีขีดสมรรถนะสูงและทันสมัย มีอิทธิพลต่อการบริหารงานตามหลักธรรมภิบาลของกรมที่ดิน กระทรวงมหาดไทย อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และปัจจัยองค์การ 7’s ของแม็คคินซี จำนวน 4 ปัจจัย ได้แก่ โครงสร้าง ทักษะ บุคลากร และคุณค่าที่มีร่วมกัน มีอิทธิพลต่อการบริหารงานตามหลักธรรมภิบาลของกรมที่ดินฯ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) แนวทางการส่งเสริมของกรมที่ดิน กระทรวงมหาดไทย คือ 1) กรมที่ดินต้องมีการส่งเสริมการพัฒนาบุคลากรอย่างต่อเนื่อง 2) กรมที่ดินต้องมีการพัฒนาและปรับปรุงระบบเทคโนโลยีสารสนเทศ 3) กรมที่ดินต้องส่งเสริมความร่วมมือกับหน่วยงานภายนอก 4) กรมที่ดินต้องมีสร้างความยืดหยุ่นในการบริหารงาน
