Factors Relating to Development of Digital Completency of the Parliamentary Police Officer of the Secretariat of the House of Representatives

Abstract

The study aimed to (1) study a level of development of personnel performance of parliamentary police officers, (2)study the digital competency development level of parliamentary police officers (3) compare the development of digital competencies of parliamentary police officers with classified by personal factors, and (4) study the relationship between personnel performance development factors and digital competency development of parliamentary police officers.The study used a quantitative research method. The sample was parliamentary police officers of the Secretariat of the House of Representatives about 128 people by sampling from Krejcie and Morgan's calculation formulas. The collection data tool was a closed-ended questionnaire that 5-level estimation scale. The statistics used to analyze data, including frequency, percentage, mean, standard deviation, and t-value test statistics, One-way variance, and the Pearson correlation coefficient by set the statistical significance level at the level of 0.05.The result found that: (1) the level of development of personnel performance of parliamentary police officers was at high level, (2) the digital competency development level of parliamentary police officers was at high level, (3) the development of digital competencies of parliamentary police officers with classified by personal factors have different gender factors including different levels of age, education level, civil service age, and income do not affect the development of digital competencies of parliamentary police officers, and (4) the personnel performance development factors related to the digital competency development of parliamentary police officers have Sig. = 0.000 at high level, at 95% of confidence level.

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรของเจ้าหน้าที่ตำรวจรัฐสภา (2) ศึกษาระดับการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา (3) เปรียบเทียบการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา จำแนกตามปัจจัยส่วนบุคคล และ (4) ศึกษาความสัมพันธ์ระหว่างปัจจัยการพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรกับการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภาการศึกษานี้เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการศึกษาวิจัย คือ เจ้าหน้าที่ตำรวจรัฐสภา สังกัดสำนักงานเลขาธิการสภาผู้แทนราษฎร จำนวน 128 คน โดยสุ่มตัวอย่างจากสูตรการคำนวณ ของเครจซี และมอร์แกน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามปลายปิด แบบมาตรา ส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และสถิติทดสอบค่าที ค่าความแปรปรวนทางเดียว และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน กำหนดระดับนัยสำคัญทางสถิติที่ระดับ 0.05ผลการศึกษาวิจัย พบว่า (1) ระดับการพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรของเจ้าหน้าที่ตำรวจรัฐสภา ในภาพรวม อยู่ในระดับมาก (2) ระดับการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา ในภาพรวม อยู่ในระดับมาก (3) การพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา จำแนกตามปัจจัยส่วนบุคคล พบว่า ปัจจัยด้านเพศที่แตกต่างกัน ส่งผลต่อการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา ส่วนปัจจัยบุคคล ด้านอายุ ด้านระดับการศึกษา ด้านอายุราชการ และด้านรายได้ ที่แตกต่างกันไม่ส่งผลต่อการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา และ (4) ปัจจัยการพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรมีความสัมพันธ์กับการพัฒนาสมรรถนะด้านดิจิทัลของเจ้าหน้าที่ตำรวจรัฐสภา มีค่าระดับนัยสำคัญทางสถิติเท่ากับ 0.000 อยู่ในระดับสูงมาก ที่ระดับความเชื่อมั่นร้อยละ 95
