Competency Relating the Enhancement of Effectiveness in Digital Era of Personnel of Phra Nakhon Si Ayutthaya Provincial Education Office

Abstract

This study aimed to (1) study the opinions on competency relating to the enhancement of effectiveness in digital era of personnel of Phra Nakhon Si Ayutthaya Provincial Education Office (2) study opinions on effectiveness in digital era of personnel of Phra Nakhon Si Ayutthaya Provincial Education Office (3) recommendation guidelines to develop competency to enhance effectiveness in digital era of personnel of Phra Nakhon Si Ayutthaya Provincial Education Office. This study was a qualitative research. The population was concerned officials who worked directly with digital technology devices, totally 40 officials. Then they were selected purposively as 15 key informants, included of 2 executives, 8 directors and 5 technical officers. Research instrument was a structured interview form, documents and observation. Data analysis was done through analytic inductive content analysis. The results of this study revealed that (1) the needed competency relating to the enhancement of effectiveness in digital era of personnel of Phra Nakhon Si Ayutthaya Provincial Education Office were leadership and leading, followed by analytic thinking and recognition, creativity and team working (2) effectiveness in digital era of personnel of Phra Nakhon Si Ayutthaya Provincial Education Office depended on result based and proactive implementation, followed by efficiency principles and human resources development (3) recommendation guidelines for competency development in digital era were organization culture creativity to meet effectiveness and international standard, to have proper human resource development plan and to be learning organization.

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นเกี่ยวกับสมรรถนะในการปฏิบัติงานในยุคดิจิทัลของบุคลากรในสำนักงานศึกษาธิการจังหวัดพระนครศรีอยุธยา (2) ศึกษาความคิดเห็นเกี่ยวกับระดับประสิทธิผลการปฏิบัติงานในยุคดิจิทัลของบุคลากรในสำนักงานศึกษาธิการจังหวัดพระนครศรีอยุธยา (3) เสนอแนะแนวทางในการพัฒนาสมรรถนะเพื่อเพิ่มประสิทธิผลในการปฏิบัติงานในยุคดิจิทัลของข้าราชการในสังกัดสำนักงานศึกษาธิการจังหวัดพระนครศรีอยุธยาการศึกษานี้เป็นการวิจัยเชิงคุณภาพ ประชากรคือ เจ้าหน้าที่ที่มีหน้าที่เกี่ยวข้องโดยตรงกับการปฏิบัติงานเกี่ยวกับเทคโนโลยีดิจิทัลมีจำนวนทั้งสิ้น 40 คนจากนั้นเลือกแบบเฉพาะเจาะจงมาเป็นผู้ให้ข้อมูลสำคัญจำนวน 15 คนประกอบด้วยกลุ่มผู้บริหาร จำนวน 2 คน ผู้อำนวยการกลุ่ม จำนวน 8 คน และข้าราชการระดับปฏิบัติการที่ทำงานเกี่ยวกับเทคโนโลยีอีก 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสัมภาษณ์แบบมีโครงสร้าง การศึกษาจากเอกสารที่เกี่ยวข้องและการสังเกตการณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาแบบสรุปอุปนัยผลการศึกษาตามวัตถุประสงค์พบว่า (1) ความคิดเห็นเกี่ยวสมรรถนะในการเพิ่มประสิทธิภาพการปฏิบัติราชการมากที่สุดคือ สมรรถนะความเป็นผู้นำ รองลงมาคือสมรรถนะในการคิดวิเคราะห์และตระหนักรู้ และการมีทักษะด้านความคิดสร้างสรรค์ การทำงานเป็นทีม (2) ความคิดเห็นเกี่ยวกับปัจจัยที่ทำให้การปฏิบัติงานมีประสิทธิผลมากที่สุดคือผลลัพธ์การปฏิบัติงานให้สำเร็จลุล่วงไปด้วยดี รองลงมาคือประสิทธิภาพ และการพัฒนาทรัพยากรมนุษย์ (3) แนวทางในการพัฒนาสมรรถนะในยุคดิจิทัลคือการสร้างวัฒนธรรมองค์การเพื่อการสร้างสรรค์และยกระดับสู่มาตรฐานโลก การมีแผนพัฒนาบุคลากรที่เหมาะสม และการเป็นองค์การแห่งการเรียนรู้
