The Relationship Between Public Participation Factors and the Effectiveness of Public Infrastructure Service Provision of the Dunsat Subdistrict Administrative Organization, Kranuan District, Khon Kaen Province

Abstract

The purpose of this study was to (1) the level of public participation, (2) the effectiveness of public infrastructure services, and (3) the relationship between public participation factors and the effectiveness of public infrastructure services in the Dunsat Subdistrict Administrative Organization, Kranuan District, Khon Kaen Province.This study uses a quantitative research methodology. The population used in this study consisted of Thai nationals aged 18 and older residing within the jurisdiction of the Dunsat Subdistrict Administrative Organization, Kranuan District, Khon Kaen Province, totaling 6,309 individuals. The sample size was determined using Taro Yamane's formula, resulting in 376 individuals. The sampling methods employed were stratified sampling and accidental sampling. The data collection tool used was a questionnaire. The statistical methods for data analysis included frequency analysis, mean, percentage, standard deviation, and Pearson correlation coefficient analysis, with a statistical significance level set at .05.The results of the study revealed that (1) The overall level of public participation in Dunsat Subdistrict Administrative Organizationarea, Kranuan District, Khon Kaen Province, is moderate. The highest average is in benefit-sharing participation, while the lowest is in decision-making participation. (2) The overall effectiveness of public service provision related to infrastructure by the Dunsat Subdistrict Administrative Organization, Kranuan District, Khon Kaen Province, is moderate. The highest average is in the provision and maintenance of land routes, while the lowest is in the provision and maintenance of drainage routes. (3) There is a high positive relationship between public participation factors and the effectiveness of infrastructure public service provision by the Dunsat Subdistrict Administrative Organization, Kranuan District, Khon Kaen Province, at a statistical significance level of .05.

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการมีส่วนร่วมของประชาชน (2) ระดับประสิทธิผลการจัดทำบริการสาธารณะด้านโครงสร้างพื้นฐานและ (3) ความสัมพันธ์ระหว่างปัจจัยการมีส่วนร่วม ของประชาชนกับประสิทธิผลการจัดทำบริการสาธารณะด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลดูนสาด อำเภอกระนวน จังหวัดขอนแก่น การศึกษานี้เป็นวิธีวิจัยเชิงปริมาณ ประชากรที่ใช้ในการศึกษา ได้แก่ ประชาชนสัญชาติไทยที่มีอายุตั้งแต่ 18 ปี ขึ้นไป ที่อาศัยอยูในเขตพื้นที่ความรับผิดชอบขององค์การบริหารส่วน ตําบลดูนสาด อำเภอกระนวน จังหวัดขอนแก่น จํานวน 6,309 คน กำหนดขนาดกลุ่มตัวอย่างโดยการใช้สูตรของทาโร ยามาเน ได้จำนวน 376 คน สุ่มตัวอย่างแบบชั้นภูมิและแบบบังเอิญ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือการวิเคราะห์ค่าความถี่ ค่าเฉลี่ย ค่าร้อยละ ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันกำหนดระดับนัยสำคัญทางสถิติที่ระดับ .05 ผลการศึกษาพบว่า (1) ระดับการมีส่วนร่วมของประชาชนในพื้นที่องค์การบริหารส่วนตำบลดูนสาด อำเภอกระนวน จังหวัดขอนแก่น ภาพรวมอยู่ในระดับปานกลาง โดยด้านการมีส่วนร่วมในผลประโยชน์มีค่าเฉลี่ยสูงสุด ส่วนด้านการมีส่วนร่วมในการตัดสินใจมีค่าเฉลี่ยต่ำสุด (2) ระดับประสิทธิผลการจัดทำบริการสาธารณะด้านโครงสร้างพื้นฐาน ขององค์การบริหารส่วนตำบลดูนสาด อำเภอกระนวน จังหวัดขอนแก่น ภาพรวมอยู่ในระดับปานกลาง โดยการดำเนินการจัดให้มีและบำรุงรักษาทางบกมีค่าเฉลี่ยสูงสุด ส่วนการดำเนินการ ให้มีและบำรุงรักษาทางระบายน้ำมีค่าเฉลี่ยต่ำสุด และ (3) ความสัมพันธ์ระหว่างปัจจัยการมีส่วนร่วมของประชาชนกับประสิทธิผลการจัดทำบริการสาธารณะด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลดูนสาด อำเภอกระนวน จังหวัดขอนแก่น มีความสัมพันธ์ทางบวกอยู่ในระดับสูง ที่ระดับนัยสำคัญทางสถิติ .05
