Knowledge Management Affecting the Work Efficiency of Procurement Officers in the Office of the Attorney General

Abstract

The objectives of this study were to investigate (1) the opinion levels on the work efficiency of procurement officers in the Office of the Attorney General, (2) the opinion levels on knowledge management in the Office of the Attorney General, (3) personal factors affecting the work efficiency of procurement officers in the Office of the Attorney General, and (4) knowledge management affecting the work efficiency of procurement officers in the Office of the Attorney General. This study was quantitative research. The population comprised the procurement officers in the Office of the Attorney General, a total of 141 people. The sample size was determined by using Krejcie and Morgan’s table with a sample group of 103 officers. The sample group was selected by proportional stratified random sampling from personnel positions. The research instrument was a questionnaire. The statistics tools used for data analysis included frequency, percentage, mean, standard deviation, and multiple linear regression analysis. Qualitative content analysis was also applied. The results showed that (1) the overall opinion level on the work efficiency of procurement officers in the Office of the Attorney General was high. (2) The overall opinion level on knowledge management in the Office of the Attorney General was high. (3) Personal factors did not affect the work efficiency of procurement officers in the Office of the Attorney General. (4) Knowledge management affecting the work efficiency of procurement officers in the Office of the Attorney General, at the 0.05 level of statistical significance, was knowledge creation and acquisition, and learning, and could jointly predict the work efficiency of procurement officers at 65.8%.

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความคิดเห็นเกี่ยวกับประสิทธิภาพการทำงานของเจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุด (2) ระดับความคิดเห็นเกี่ยวกับการจัดการความรู้ของสำนักงานอัยการสูงสุด (3) ปัจจัยส่วนบุคคลที่ส่งผลต่อประสิทธิภาพการทำงานของเจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุด (4) การจัดการความรู้ที่ส่งผลต่อประสิทธิภาพการทำงานของเจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุด การศึกษานี้เป็นการวิจัยเชิงปริมาณ ประชากรที่ใช้ในการศึกษา คือ เจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุดจำนวนทั้งสิ้น 141 คน กำหนดกลุ่มตัวอย่างโดยอ้างอิงจากตารางสำเร็จรูปของ เครซี่และมอร์แกนได้กลุ่มตัวอย่าง จำนวน 103 คน โดยใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิอย่างมีสัดส่วน ตามตำแหน่งบุคลากร เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ การถดถอยเชิงเส้นพหุคูณ นอกจากนี้ยังมีการวิเคราะห์ข้อมูลเชิงคุณภาพเนื้อหา ผลการศึกษาพบว่า (1) ระดับความคิดเห็นเกี่ยวกับประสิทธิภาพการทำงานของเจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุดโดยรวมอยู่ในระดับมาก (2) ระดับความคิดเห็นเกี่ยวกับการจัดการความรู้ของสำนักงานอัยการสูงสุดโดยรวมอยู่ในระดับมาก (3) ปัจจัยส่วนบุคคลไม่ส่งผลต่อประสิทธิภาพการทำงานของเจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุด และ (4) การจัดการความรู้ที่ส่งผลต่อประสิทธิภาพการทำงานของเจ้าหน้าที่พัสดุสังกัดสำนักงานอัยการสูงสุดอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 คือ การสร้างและแสวงหาความรู้ และการเรียนรู้ สามารถทำนายการปฏิบัติงานของบุคลากรได้ร้อยละ 65.8
