Supply chain of Vegetable Production accordance with Group Certification of Good Agricultural Practices Standard of Green Market Pansao Community Enterprise at Pisanulok Province

Abstract

The objectives of this research were. 1) To study group management and internal control systems of vegetable production. Good Agricultural Practice (GAP) Group Standards of community enterprises. 2)To study group management of vegetable production.Good Agricultural Practice (GAP) Group Standards of community enterprises. 3) To study group management of vegetable production and Modern trade marketing of farmers group.This study collected data form there associated with safe vegetable supply chain, contrasting of. 1) Farmers: Chief, committee and 20members of farmers group and 2) Modern Trade Officer, DOA Officer, Agricultural extension officer, Data collection was performed by using in-depth interviews and focus group discussion. The statistical analysis used for quantitative data were arithmetic mean and percentage and for quantitative data were data classification and content analysis. It was found that 1) Group management there is a group management structure and group member meetings1Once a month to report on the effectiveness of the internal control system implementation at least once a month, and the internal control system has set up a working group within the group. And each person has duties according to their assigned position. 2) Safe vegetable production each farmers was following the standard of GAP group certification with production plan of 3-5 kids of safe vegetables according to marketing data. Their products were certified by the Department of Agriculture. Members of farmers group the collated product to packing house of Vefresh Organic food with management that followed the standard requirements of the packing plant throughout the products, which included sorting, cleaning, and packaging. 3) Distributing to modern trade (supermarket) in Phitsanulok where quality checks of products were performed everyday then, the products were distributed to retailers and were attached with QR Codes for traceability.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) เพื่อศึกษาการบริหารจัดการกลุ่มและระบบควบคุมภายในของการผลิตผักตามมาตรฐานการปฏิบัติทางการเกษตรที่ดีแบบกลุ่มของวิสาหกิจชุมชน 2) เพื่อศึกษาการจัดการการผลิตผักตามมาตรฐานการปฏิบัติทางการเกษตรที่ดีแบบกลุ่มของวิสาหกิจชุมชน 3) เพื่อศึกษาการจัดการผลผลิตผักและการตลาดในรูปแบบซูเปอร์มาร์เก็ตของวิสาหกิจชุมชน การวิจัยนี้เป็นการวิจัยแบบผสมวิธีโดยมีประชากรและกลุ่มตัวอย่าง 1) เกษตรกร ประกอบด้วย ประธาน คณะกรรมการ และสมาชิกของวิสาหกิจชุมชนกลุ่มผู้ผลิตพืชปลอดภัยกรีนมาร์เก็ตพันเสา ตำบลพันเสา อำเภอบางระกำ จังหวัดพิษณุโลก ซึ่งมีสมาชิกทั้งหมดจำนวน 20 คน และ 2) เจ้าหน้าที่จัดซื้อของซูเปอร์มาร์เก็ต เจ้าหน้าที่สำนักวิจัยและพัฒนาการเกษตรเขตที่ 2 จังหวัดพิษณุโลก เจ้าหน้าที่เกษตรอำเภอบางระกำ เครื่องมือที่ใช้รวบรวมข้อมูลคือแบบสัมภาษณ์ ใช้สัมภาษณ์เกษตรกรเพื่อสำรวจข้อมูลพื้นฐานปัจจัยต่างๆ ต่อความต้องการขอรับรองแหล่งผลิต GAP พืชแบบกลุ่มเพื่อใช้เป็นข้อมูลเบื้องต้นสำหรับการสนทนา (Conversation) และการสนทนากลุ่ม (Focus Group Discussion) เพื่อศึกษาหาข้อมูลเชิงลึก ในเรื่องปัญหา อุปสรรค และแนวทางการแก้ไขของกลุ่มโดยการระดมสมองและตัดสินใจร่วมกัน วิเคราะห์ข้อมูลเชิงปริมาณได้แก่ ค่าเฉลี่ย ร้อยละ และข้อมูลเชิงคุณภาพ วิเคราะห์โดยการจัดหมวดหมู่และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า 1) การบริหารจัดการกลุ่ม โดยมีโครงสร้างการบริหารหลุ่มและมีการประชุมสมาชิกในกลุ่ม1 ครั้งต่อเดือนเพื่อรายงานประสิทธิผลของการดำเนินการตามระบบควบคุมภายในอย่างน้อยเดือนละ 1 ครั้ง และระบบควบคุมภายในมีการตั้งคณะทำงานภายในกลุ่ม และมีหน้าที่ของแต่ละคนตามตำแหน่งที่ได้รับมอบหมาย 2) การผลิตผักของเกษตรกรทุกรายเป็นไปตามมาตรฐานการผลิตพืชผักปลอดภัยตามมาตรฐาน GAP แบบกลุ่ม ซึ่งมีการวางแผนการผลิตผักโดยผลิตผักหลายชนิด พืชหลักประมาณ 3-5 ชนิด และปริมาณผลผลิตผักสอดคล้องกับความต้องการของบริษัทรับซื้อ จากนั้นผลผลิตผักจะส่งไปยังโรงคัดบรรจุที่ได้มาตรฐาน GMP และ 3) ผลผลิตผักที่มายังโรงคัดบรรจุถูกไปไว้ในห้องที่สะอาดและสามารถลดความร้อนของผลผลิตผัก โดยมีขั้นตอนการจัดการผลผลิตผักตั้งแต่การคัดแยก การทำความสะอาด และการบรรจุหีบห่อ จากนั้นขนสินค้าผักไปยังซูเปอร์มาร์เก็ตในจังหวัดพิษณุโลก และมีการสุ่มตรวจสินค้าเพื่อควบคุมตามมาตรฐานทุกวัน ส่วนสินค้าผักมี QR-Code บนบรรจุภัณฑ์เพื่อการตามสอบได้
