Development Guidelines of Community Enterprise in Mueang Phetchabun district, Phetchabun Province

Abstract

The objectives of this research were to study 1) basic conditions of community enterprise members 2) the operation of the community enterprise 3) the comparison in the operation of community enterprises 4) problems in the operation of community enterprises 5) needs and development guidelines for community enterprises. This research was survey research.The population of this study was 154 community enterprises in Mueang Phetchabun district, Phetchabun province. The sample size of 111 groups was determined by using Taro Yamane formula with the error value of 0.05 through stratified sampling method which got the result of 49 groups at the good level and 105 groups at the moderate level. Data were collected by using simple random sampling method from 2 representatives from each group with the total samples of 222 samples. Data were collected by conducting interview and then focus group with the chairmen, committees, and agricultural extension scholars, totaling of 13 people. Statistics employed in data analysis were such as frequency, percentage, minimum value, maximum value, mean, and standard deviation. The results of the research found that 1) in the good group, most of the members were male with the average age of 53.60 years old, completed high school or vocational certificate, and worked in agricultural profession. For the moderate level, most of the members were male with the average age of 51.36 years old, completed primary school education, and worked in agricultural profession. 2) The operation of community enterprises in the good level group was at the high level and for the moderate level group, the operation was at the moderate level.(3) The operation of the community enterprises in the good level group and the moderate level group had the performance results regarding group management on production, marketing, accosting or financing at statistically significant level of 0.01 except for the fundraising from members which showed no statistical difference. 4) Problems in the operation of community enterprise in the good level group were at the low level while in the moderate level group were at the moderate level. 5) Members of community enterprises in both good level group and moderate level group needed the extension through the channel from government officials at the highest level via field trip method. The good level group planned factors of production in order to seek sufficient raw material resources and encouraged the community enterprise to be the role model, knowledge resource, and field trip sources. For the moderate level group, they produced quality products as per the needs of the market and reduced production costs.They also improved their products to remain standardized, studied the market trends, develop knowledge regarding accounting management and funding source accessibility of financial institutions, and improved the community enterprises into the good level in the future.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) สภาพพื้นฐานของสมาชิกวิสาหกิจชุมชน (2) การดำเนินงานของวิสาหกิจชุมชน (3) เปรียบเทียบการดำเนินงานของวิสาหกิจชุมชน (4) ปัญหาในการดำเนินงานของวิสาหกิจชุมชน (5) ความต้องการและแนวทางพัฒนาวิสาหกิจชุมชนประชากรที่ใช้ศึกษา คือ วิสาหกิจชุมชนในอำเภอเมืองเพชรบูรณ์ จังหวัดเพชรบูรณ์ จำนวน 154 แห่ง กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตร ทาโร ยามาเน ที่ระดับความคลาดเคลื่อน 0.05 ได้กลุ่มตัวอย่าง จำนวนวิสาหกิจชุมชน 111 กลุ่ม ใช้การสุ่มตัวอย่างแบบชั้นภูมิ ได้กลุ่มระดับดี 49 และกลุ่มระดับปานกลาง 105 กลุ่ม เก็บรวบรวมโดยการสุ่มอย่างง่าย ตัวแทนสมาชิกกลุ่มละ 2 คน รวม 222 ตัวอย่าง เก็บรวบรวมโดยใช้แบบสัมภาษณ์ แล้วสนทนากลุ่มกับประธาน กรรมการ และนักวิชาการส่งเสริมการเกษตร รวมทั้งหมด 13 คน สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าความถี่ ร้อยละ ค่าต่ำสุด ค่าสูงสุด ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า (1) กลุ่มระดับดี สมาชิกส่วนใหญ่เป็นเพศชาย มีอายุเฉลี่ย 53.60 ปี จบการศึกษาระดับมัธยมศึกษาตอนปลายหรือปวช. ประกอบอาชีพเกษตรกรรม กลุ่มระดับปานกลาง สมาชิกส่วนใหญ่เป็นเพศชาย มีอายุเฉลี่ย 51.36 ปี จบระดับประถมศึกษา ประกอบอาชีพเกษตรกรรม (2) การดำเนินงานของวิสาหกิจชุมชนกลุ่มระดับดี อยู่ในระดับมาก และกลุ่มระดับปานกลาง มีการดำเนินงานอยู่ในระดับปานกลาง (3) การดำเนินงาน วิสาหกิจชุมชนระดับดี และระดับปานกลาง มีผลการดำเนินงานการบริหารจัดการกลุ่ม ด้านการผลิต ด้านการตลาด ด้านบัญชีหรือการเงิน แตกต่างอย่างมีนัยสำคัญยิ่งทางสถิติที่ระดับ 0.01 ยกเว้นการระดมทุนจากสมาชิกไม่แตกต่างกันทางสถิติ (4) ปัญหาในการดำเนินงานของวิสาหกิจชุมชน กลุ่มระดับดีอยู่ในระดับน้อย กลุ่มระดับปานกลางอยู่ในระดับปานกลาง (5) สมาชิกวิสาหกิจชุมชนทั้งกลุ่มระดับดีและกลุ่มระดับปานกลาง มีความต้องการการส่งเสริมผ่านช่องทางจากเจ้าหน้าที่ของรัฐมากที่สุด โดยวิธีศึกษาดูงาน กลุ่มระดับดี วางแผนปัจจัยการผลิต เพื่อให้มีแหล่งวัตถุดิบที่เพียงพอและส่งเสริมการบูรณาการภูมิปัญญาท้องถิ่นร่วมเทคโนโลยี นวัตกรรรม พัฒนารูปแบบสินค้าให้มีเอกลักษณ์โดดเด่น ส่งเสริมให้เป็นวิสาหกิจชุมชนต้นแบบ เป็นแหล่งเรียนรู้ และแหล่งศึกษาดูงาน กลุ่มระดับปานกลาง ผลิตสินค้าให้มีคุณภาพตามตลาดต้องการ และการลดต้นทุนการผลิต พัฒนาผลิตภัณฑ์ให้ได้มาตรฐาน ศึกษาแนวโน้มของตลาด พัฒนาความรู้ในด้านการจัดการบัญชีและสามารถเข้าถึงแหล่งเงินทุนของสถาบันการเงินได้ และพัฒนาให้เป็นวิสาหกิจชุมชนระดับดีต่อไป
