| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพี่อคึกษา (1) บทบาทของคณะกรรมการการเลือกตั้งในการพัฒนา การเมืองท้องถิ่นของจังหวัดร้อยเอ็ด (2)ปัญหาอุปสรรคและข้อจำกัดบทบาทของคณะกรรมการการเลือกตั้งในการพัฒนาการเมืองท้องถิ่นของจังหวัดร้อยเอ็ด (3) หาแนวทางแก้ไขปัญหาอุปสรรคและข้อเสนอแนะ บทบาทของคณะกรรมการการเลือกตั้งในการาวัฒนาการเมืองท้องถิ่น การวิจัยนี้เป็นการวิจัยเชิงคุณภาพโดยการคึกษาเอกสารที่เกี่ยวข้องและสัมภาษณ์แบบเจาะลึก กลุ่มตัวอย่างเลือกแบบเจาะจงจำนวน 16 คน ประกอบด้วยกรรมการการเลือกตั้งประจำจังหวัด 3 คนผู้อำนวยการการเลือกตั้งประจำจังหวัด 1 คนพนักงานสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัด 1 คน กรรมการการเลือกตั้งประจำองค์กรปกครองส่วนท้องถิ่น 1 คน หัวหน้าพนักงานส่วนท้องถิ่น 2 คน ผู้สมัครรับเลือกตั้งสมาชิกสภาท้องถิ่นและผู้บริหารท้องถิ่น 4 คน องค์การเอกชนตรวจสอบการเลือกตั้ง 1 คน นักวิชาการ 1 คน สื่อมวลชน 1 คน และประชาชนผู้มีสิทธิเลือกตั้ง 1 คน ผลการวิจัย (1) บทบาทการทำหน้าที่ของการ ได้มาซึ่งสมาชิกสภาท้องถิ่นและผู้บริหารท้องถิ่นได้ดำเนินการบนหลักการสุจริตและเที่ยงธรรมอย่างเคร่งครัดเน้นให้ความสำคัญกับการมีส่วนร่วมทางการเมืองของประชาชนให้มีความเสมอภาคเท่าเทียมกันอย่างประจักษ์ชัดโดยการส่งเสริมให้เกิดการระดมมวลชนเข้ามาควบคุม กำกับ ตรวจสอบที่สำคัญต่อการแต่งตั้งอาสาสมัครสังเกตการณ์การเลือกตั้ง แต่งตั้งลูกเสืออาสากกต.ช่วยเหลือกรรมการประจำหน่วยเลือกตั้ง แต่งตั้งอนุกรรมการสืบสวนสอบสวนทาข้อเท็จจริง แต่งตั้งชุดป้องปรามและหาข่าวในการเลือกตั้ง รวมทั้ง ได้ให้การคึกษาเกี่ยวกับการปกครองระบอบประชาธิปไตยผ่านโครงการ กิจกรรมและช่องทางต่างๆ ดังนี้ บทบาทของคณะกรรมการการเลือกตั้งคงเน้นภาพลักษณ์ของความเป็นกลางทางการเมือง (2) ปัญหาอุปสรรคและข้อจำกัดของคณะกรรมการการเลือกตั้งในคณะกรรมการ การเลือกตั้งประจำจังหวัด พบว่า คณะกรรมการการเลือกตั้งประจำจังหวัดไม่มีอำนาจอนุมัติโครงการต่างๆและสั่งสืบสวนสอบสวนกรณีความปรากฏทำให้ไม่สามารถดำเนินงานได้โดยมีอิสระเกิดความล่าช้าและขาดความต่อเนื้องอีกตั้งประชาชนในท้องถิ่นมีความสัมพันธ์ทางเครือญาติกับนักการเมืองส่งผลให้การเข้ามาควบคุม กำกับ ตรวจสอบ และปฏิบัติงานเป็นไปในเชิงลบบนพื้นฐานของระบบอุปภัมภ์ (3) ข้อเสนอแนะแนวทางแก้ไขปัญหา พบว่า คณะกรรมการการเลือกตั้งควรปรับปรุงกฎหมาย ระเบียบที่เป็นอุปสรรคมอบอำนาจการบริหารจัดการองค์กรให้สามารถดำเนินงานได้โดยมีอิสระและเพิ่มอำนาจให้ กกต.จังหวัดสามารถสั่งสืบสวนสอบสวนกรณีความปรากฏควบคู่กับการเสริมสร้างวิถีประชาธิปไตยและการมีส่วนร่วม ทางการเมืองของประชาชน | th_TH |

| dc.description.abstractalternative | The objectives of this research were to study (l)the role of the election committee in developing local politics in RoiEtProvince;(2) problems, obstacles and limitations faced by the election committee in fulfilling that role; (3)suggested approaches for overcoming those problems and enhancing the role of the election committee in developing local politics. This was a qualitative research based on documentary research and in-depth interviews with 16 key informants, chosen through purposive sampling, consisting of: 3 members of the Roi Et Provincial Election Committee, the provincial election director, 1 employee of the Provincial Election Committee Office, 1 member of the Local Administrative Organization Election Committee, 2 heads of local government office officials, 4 candidates who ran for local administrator or positions on the local assembly, 1 representative of a private sector election inspection organization, 1 academic, 1 member of the press, and 1 voter. The results showed that (l)lhe election committee’s role in overseeing the election of new local assembly members and local administrators was based on the strictest honesty and integrity. Priority was clearly placed on public participation and equality for all. The election committee promoted recruitment of people to control, oversee, and inspect elections. They appointed volunteers to observe as well as Village Scouts to assist at polling spots.They also set up an election investigation sub-committee charged with fact finding and appointed a deterrence and surveillance team.In addition, the election committee provided education about democracy through various projects, activities and channels. The main image projected by the election committee’s role was that of political impartiality. (2)The problems and limitations faced by the Provincial Election Committee were that it lacked the power and authority to approve various projects and order investigations, which limited its independence, caused delays and brought about a lack of continuity. In addition, many voters in the area had familial relationships with the political candidates, so the traditional system of mutual obligations had a negative effect on the election committee’s control, overseeing and inspection work. (3) Suggestions for addressing these problems are that the election committee should revise the problematic rules and laws so that it can have greater administrative power and can work more independently. The Provincial Election Committee should be given the power to authorize investigations as well as promoting democracy and public participation. | en_US |
