| dc.description.abstract | การค้นคว้าอิสระ เรื่องการดำเนินงานตามพระราชบัญญัติการอำนวยความสะดวกในการพิจารณาอนุญาตของทางราชการ พ.ศ. 2558 ศึกษาเฉพาะกรณีกระบวนการดำเนินงานระดับจังหวัด มีวัตถุประสงค์เพื่อศึกษาความเป็นมา วิวัฒนาการของแนวคิด นโยบาย วิธีการ การให้บริการประชาชนของภาครัฐ วิเคราะห์พระราชบัญญัติฉบับนี้ในฐานะที่เป็นกฎหมายมหาชน ที่มุ่งด้านการจัดระบบบริหารราชการในด้านการบริการประชาชน โดยพัฒนาระบบการบริการของรัฐ พิจารณาการปฏิบัติของส่วนราชการที่รับผิดชอบการปฏิบัติงานตามพระราชบัญญัติฉบับนี้ รวมทั้งเปรียบเทียบกับกฎหมายในลักษณะเดียวกันของประเทศสิงคโปร์และเขตบริหารพิเศษฮ่องกง ตลอดจนหาแนวทางปรับปรุง เสนอแนะการดำเนินงานตามพระราชบัญญัติการอำนวยความสะดวกในการพิจารณาอนุญาตของทางราชการ พ.ศ. 2558 และพัฒนากฎหมายเพื่อการบริการประชาชนของรัฐต่อไป การค้นคว้าอิสระนี้เป็นการวิจัยเชิงคุณภาพด้วยวิธีการวิจัยทางเอกสาร โดยศึกษาค้นคว้า รวบรวมข้อมูลจากตัวบทกฎหมาย ตำราวิชาการ วิทยานิพนธ์ บทความทางวิชาการจากเอกสาร นิตยสารทางกฎหมาย ตลอดจนข้อมูลจากเว็บไซต์ ทางเครือข่ายอินเตอร์เน็ต ซึ่งผู้ศึกษามั่นใจว่าข้อมูลที่ได้จากการค้นคว้าเป็นข้อมูลที่แท้จริงและถูกต้องน่าเชื่อถือได้ ผลการศึกษาพบว่าปัญหาการบริการของรัฐแต่เดิมนั้นมีความล่าช้า เนื่องจาก องค์กรภาคราชการเป็นองค์กรขนาดใหญ่ มีขั้นตอน กฎ ระเบียบ มีความสลับซับซ้อน มีกฎหมายที่จะต้องอนุญาตจากทางราชการเป็นจำนวนมาก และเมื่อพระราชบัญญัตินี้ได้มีการบังคับใช้ ทำให้การบริการของรัฐมีความรวดเร็วและมีประสิทธิภาพมากยิ่งขึ้น โดยมีการจัดทำคู่มือการปฏิบัติราชการ ขั้นตอนกระบวนการดำเนินงานต่าง ๆ ที่มีความชัดเจน และมีความโปร่งใสมากยิ่งขึ้น ผู้ศึกษาเสนอแนะแนวทางการพัฒนาการบริการและการลดการทุจริตคอร์รัปชั่นไว้ ดังนี้ พัฒนาระบบรัฐ อิเล็กทรอนิกส์(E-Goverment) ให้มีประสิทธิภาพอย่างแท้จริง ให้มีการสนับสนุนในการนำสื่ออิเล็กทรอนิกส์ใช้ในราชการอย่างกว้างขวางเช่น การยื่นแบบออนไลน์ การจัดซื้อจัดจ้างทำให้ลดความล่าช้า และการเรียกรับสินบน ปรับปรุงกฎหมายที่เป็นปัญหา อุปสรรคต่อการพัฒนาประเทศ โดยจัดตั้งคณะกรรมการขึ้นมา จำนวน ๑ ชุด เพื่อพิจารณาทบทวนกฎหมาย ตลอดจนเพิ่มอำนาจหน้าที่ขององค์กรตรวจสอบเกี่ยวกับการทุจริตประพฤติมิชอบในวงราชการให้มีอำนาจหน้าที่กว้างขวางขึ้น | th_TH |
