| dc.description.abstract | กระทรวงมหาดไทยได้ส่งเสริมให้องค์กรปกครองส่วนท้องถิ่นยิดหลักการบริหารกิจการบ้านเมืองที่ดีมาใช้ในการปฏิบัติงาน โดยมีการนำหลักเกณฑ์การบริหารกิจการบ้านเมืองที่ดีมาใช้เป็นเกณฑ์การประเมินขององค์การบริหารส่วนตำบลประจำปีด้วย แต่พบว่า องค์การบริหารส่วนตำบลหลายแห่งไม่ผ่านเกณฑ์การประเมินดังกล่าว ดังนั้น จึงเป็นเรื่องที่น่าสนใจว่ามีปัจจัยใดบ้างที่ทำให้องค์การบริหารส่วนตำบลนำหลักการบริหารกิจการบ้านเมืองที่ดีไปปฏิบัติได้ประสบความสำเร็จมากขึ้น การวิจัยครั้งนั้มีวัตถุประสงค์เพื่อศึกษา เพื่อ (1) ศึกษาระดับความสำเร็จขององค์การบริหารส่วนตำบลในเขตจังหวัดพระนครศรีอยุธยา ในการนำหลักการบริหารกิจการบ้านเมืองที่ดีไปปฏิบัติ (2) ศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จของการนำหลักการบริหารกิจการบ้านเมืองที่ดีไปปฏิบัติ (3) ศึกษาจุดแข็ง จุดอ่อน โอกาส และข้อจำกัด ในการนำหลักการบริหารกิจการบ้านเมืองที่ดีมาใช้ในองค์การบริหารส่วนตำบลในเขดจังหวัดพระนครศรีอยุธยา (4) เสนอแนะแนวทางในการนำหลักการบริหารกิจการบ้านเมืองที่ดี ไปใช้เป็นแนวทางในการปฏิบัติแก่องค์การบริหารส่วนตำบลในเขตจังหวัดพระนครศรีอยุธยาเครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม และการสัมภาษณ์โดยการสอบถามกลุ่มตัวอย่างข้าราชการสังกัดองค์การบริหารส่วนตำบลในเขตจังหวัดพระนครศรีอยุธยา จำนวนทั้งสิ้น 285 คน สัมภาษณ์นายกองค์การบริหารส่วนตำบล จำนวนทั้งสิ้น 4 คน วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปโดยใช้ค่าสถิติ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน, การทดสอบค่าเอฟ และวิเคราะห์การถดถอยเชิงพหุคูณ การสัมภาษณ์โดยใช้กรอบของ SWOT ผลการวิจัยพบว่า (1) ระดับความสำเร็จของการนำหลักการบริหารกิจการบ้านเมืองที่ดีไปปฏิบัติในองค์การบริหารส่วนตำบลจังหวัดพระนครศรีอยุธยา แตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 จำนวน 2 คู่ คือองค์การบริหารส่วนตำบลขนาดเล็กและองค์การบริหารส่วนตำบลขนาดใหญ่ และองค์การบริหารส่วนตำบลขนาดกลางและองค์การบริหารส่วนตำบลขนาดใหญ่ โดยพบว่าองค์การบริหารส่วนตำบลขนาดเล็กและขนาดกลางมีค่าเฉลี่ยระดับความสำเร็จสูงกว่าองค์การบริหารส่วนตำบลขนาดใหญ่ (2) ปัจจัยด้านกระบวนทัศน์ วัฒนธรรมและค่านิยมในการทำงาน ปัจจัยด้านการจูงใจและปัจจัยด้านสมรรถนะ มีอิทธิพลต่อความสำเร็จของการนำหลักการบริหารกิจการบ้านเมืองที่ดีไปปฏิบัติในองค์การบริหารส่วนตำบลเขตจังหวัดพระนครศรีอยุธยา อย่างมีนัยสำคัญทางสถิติ ณ ระดับ .05 (3) จุดแข็งขององค์การบริหารส่วนตำบลคือ การมีงบประมาณ และวัสดุอุปกรณ์อย่างเพียงพอ มีอิสระในการบริหารงาน จุดอ่อนคือมีความขัดแย้ง ขาดความสามัคคีภายในหน่วยงาน โอกาสคือมีหน่วยงานระดับเหนือขึ้นไปที่ให้ความสำคัญและให้คำปรึกษาได้ดี อุปสรรค คือมีการเปลี่ยนแปลงนโยบายของรัฐบาลหรือผู้บริหารบ่อย และขาดความร่วมมือจากชุมชน (4) ข้อเสนอแนะจากการวิจัยได้แก่ 1) ผู้บริหารควรประยุกค์ใช้เครื่องมือหรือเทคนิคทางการบริหารต่างๆ เช่นการสร้างภาวะผู้นำต้นแบบ การจัดทำประมวลจริยธรรม 2) ควรมีระบบการสร้างขวัญกำลังใจแก่พนักงานที่ปฏิบัติงานดีเด่น การประกาศเกียรติคุณ รางวัลพนักงานดีเด่น 3) ควรมีการนำระบบสมรรถนะเข้ามาใช้ในการประเมินความดีความชอบ และส่งเสริมให้พนักงานเรียนรู้เพื่อพัฒนาตนเองเช่น E – learning | th_TH |

| dc.description.abstractalternative | The Ministry of the Interior has promoted the implementation of good governance in local administrative organizations so consequently sub-district administrative organizations' performance would be assessed according to good governance criteria. However, the performance of several sub-district administrative organizations do not meet the criteria applied. Therefore; it is interesting to find out the factors influencing the success of the implementation of good governance in the operation of sub-district administrative organizations. The purposes of this research were to (1) study the successful level of the implementation of good governance in the operation of sub-district administrative organizations, (2) study the factors influencing the success in the implementation, (3) study strength , weakness 1 opportunity and threat in the implementation of good governance in the operation of sub-district administrative organizations in Phra Nakom Si Ayutthaya Province and (4) recommend the guidelines in the implementation of good governance in the operation of sub-district administrative organizations in Phra Nakom Si Ayutthaya Province. Instruments used were questionnaire and interview. 285 samples had filled in questionnaire while 4 sub-district administrative organizations’ Chairmen were interviewed. Statistical tools employed were percentage, mean, standard deviation, F-test (one way ANOVA) and multiple regression. SWOT framework was used in the interview. Research results revealed that (1) the successful levels of the implementation of good governance in the operation of 2 pairs of sub-district administrative organizations, which were small and large, and medium and large organizations, were different at .05 level of significant. Small and medium sub-district administrative organizations had mean of success level higher than that of large ones (2) paradigm, cultural and value, motivation, and competency factors had influences on the implementation of good governance in the operation of the organizations at .05 level of significant (3) strengths of the organizations were sufficient budget and material, together with administration autonomy, weaknesses were internal conflict and lack of unity, opportunity was the recognition of the significance of the implementation from higher level units and the possibility of providing appropriate advise, threats were frequent changes of government policy or executives and lack of community participation (4) recommendations were I) the administrators should apply managerial tools or techniques such as model leadership development, compile code of ethics 2) system to support morale and reward distinct officers should be developed 3) competency system should be applied in performance appraisal and the organizations should encourage self development of the officers such as e-learning. | en_US |
