| dc.description.abstract | การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของบุคลากรเกี่ยวกับความพร้อม ของสำนักงานที่ดินในเขตกรุงเทพมหานครในการบริหารจัดการตามเกณฑ์คุณภาพภาครัฐ (2) เปรียบเทียบ ความคิดเห็นของบุคลากรระดับปฏิบัติและระดับบริหารเกี่ยวกับความพร้อมในการบริหารจัดการตามเกณฑ์ คุณภาพภาครัฐของสำนักงานที่ดินในเขตกรุงเทพมหานคร (3) ศึกษาปัญหา อุปสรรคในการบริหารของ สำนักงานที่ดินในเขตกรุงเทพมหานครตามเกณฑ์คุณภาพภาครัฐ และ (4) ศึกษาแนวทางในการปรับปรุง การบริหารของสำนักงานที่ดินในเขตกรุงเทนมหานครเพื่อให้มุ่งสู่การปฏิบัติตามเกณฑ์คุณภาพภาครัฐ การวิจัยครั้งนี้ เป็นการวิจัยเชิงสำรวจ กสุ่มตัวอย่าง คือ ข้าราชการซึ่งปฏิบัติงานในสำนักงาน ที่ดินในเขตกรุงเทพมหานคร ซึ่งดำรงตำแหน่งตั้งแต่ระดับ 1-7 จำนวน 506 คน เครื่องมือทีใช้ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า (1) กลุ่มตัวอย่างเห็นว่าสำนักงานที่ดินในเขตกรุงเทพมหานคร มีความ พร้อมในการบริหารตามเกณฑ์คุณภาพภาครัฐ ทั้ง 6 หมวด อยู่ในระดับมาก (2) เมือเปรียบเทียบความ คิดเห็นของกลุ่มตัวอย่างระดับเจ้าหน้าที่ กับระดับหัวหน้างาน นับว่าไม่มีความแตกต่าง (3) ปัญหาและ อุปสรรค ในการบริหารตามเกณฑ์พัฒนาคุณภาพการบริหารจัดการภาครัฐ ของสำนักงานทีดินในเขต กรุงเทพมหานคร คือ การปรับเปลี่ยนผู้บริหารบ่อยครั้งซึ่งทำให้มีผลกระทบต่อการบริหาร เจ้าหน้าทีไม่มี เวลาในการศึกษาและทำความเข้าใจในเกณฑ์คุณภาพภาครัฐ ความซับซ้อนยุ่งยากในการดำเนินงานตาม เกณฑ์ และความเพียงพอของเครื่องมือเครื่องใช้ (4) แนวทางการในการบริหารตามเกณฑ์คุณภาพภาครัฐ คือผู้บริหารของหน่วยงานควร 1) บริหารงานด้วยความโปร่งใส และคุณธรรม 2) คำนึงถึงความต้องการ และผลประโยชน์ของบุคลากร 3) สร้างบรรยากาศในการทำงาน โดยการบริหารงานอย่างมีคุณธรรม 4) ทำตัวเป็นแบบอย่างที่ดี เพื่อเป็นการส่งเสริมให้บุคลากรทำงานอย่างถูกต้องตามกฎและหลัก จริยธรรม 5) จัดให้มีเครื่องมือ เครื่องใช้ให้เพียงพอ และทันสมัย เพื่อเป็นการสนับสนุนการทำงานซึ่งจพ นำไปสู่ความพึงพอใจของผู้มีส่วนได้เสีย 6) สร้างแรงจูงใจและสนองความต้องการของบุคคลากร โดยการ จัดสวัสดิการและค่าตอบแทนที่เหมาะสมในการปฏิบัติงานล่วงเวลา | th_TH |

| dc.description.abstractalternative | The purposes of this research were to (1) study the opinion of personnel on the readiness of Land Office in Bangkok Metropolitan area to manage in accordance with Public Sector Management Quality Criteria (2) compare the opinions of the operation personnel and the management on the readiness of Land Office in Bangkok Metropolitan area to manage in accordance with Public Sector Management Quality Criteria (3) study the problems and barriers in the management of Land Office in Bangkok Metropolitan area according to Public Sector Management Quality Criteria (4) study the approach to improve the management of Land Office in Bangkok Metropolitan area so the performance would be in accordance with Public Sector Management Quality Criteria. This study was a survey research. Samples comprised 1-6 level officials of Land Office in Bangkok Metropolitan area, totally 506 samples. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard division and t-test. Research results revealed that (1) the samples agreed that the readiness of Land Office in Bangkok Metropolitan area to manage in accordance with Public Sector Management Quality Criteria was in high level in all 6 criteria (2) when compared the opinions of the operation personnel and the management on the matter, no difference was found (3) problems and barriers in the management according to Public Sector Management Quality Criteria were frequent changes of executives which obviously affected the management, no time for staff to study so to understand well public sector quality criteria, the complexities and difficulties to perform in accordance with the criteria, and the inadequacy of office equipment (4) to improve the management, the executives should 1) perform in transparent and fair manner 2) consider the needs and benefits of personnel 3) create appropriate work atmosphere whereby the executives administered with ethics 4) act as role model to encourage the conformity to rules, regulations and ethics of personnel 5) provide adequate and modern equipment so to foster the operation which would lead to the satisfaction of stakeholders 6) motivate and satisfy personnel needs by providing them welfare and appropriate overtime payment | en_US |
