| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาแนวทางการดำเนินโครงการไทยนิยมยั่งยืนในพื้นที่ ตำบลนางแก้ว อำเภอโพธาราม จังหวัดราชบุรี (2 ) เพื่อศึกษาการมีส่วนร่วมของประชาชนในการดำเนินโครงการไทยนิยมยั่งยืน ในพื้นที่ตำบลนางแก้ว อำเภอโพธาราม จังหวัด ราชบุรี (3) ศึกษาปัญหาอุปสรรคและแนวทางการพัฒนาการมีส่วนร่วมของประชาชนอย่างยั่งยืนในพื้นที่ตำบลนางแก้ว อำเภอโพธาราม จังหวัดราชบุรี การศึกษานี้เป็นการศึกษาเชิงคุณภาพ ผู้ศึกษาแบ่งกลุ่มผู้ให้ข้อมูลหลัก (Key Informants)ออกเป็นสองกลุ่ม คือ (1) ทีมขับเคลื่อนการพัฒนาประเทศตามโครงการไทยนิยมยั่งยืนระดับตำบล จำนวน 2 คน ได้แก่ ปลัดอำเภอ และพัฒนากร ประจำตำบลนางแก้ว อำเภอโพธาราม จังหวัดราชบุรี (2) ผู้ใหญ่บ้าน และประชาชนในตำบลนางแก้ว อำเภอโพธาราม จังหวัดราชบุรี จำนวน 12 คน ในส่วนของประชาชนตำบล นางแก้ว ผู้ศึกษาได้กำหนดหลักเกณฑ์เพื่อใช้ในการกำหนดหมู่บ้าน เพื่อลงพื้นที่เก็บข้อมูลโดยทำการกำหนดประเภทหมู่บ้าน ออกเป็น 3 ประเภท ได้แก่ หมู่บ้านขนาดเล็ก ขนาดกลาง และขนาดใหญ่ และใช้วิธีการคัดเลือก แบบเจาะจง (criterion based selection) ในการคัดเลือกผู้ให้ข้อมูลหลัก (Key Informants) เพื่อเก็บรวบรวมข้อมูล เครื่องมือที่ใช้ในการศึกษา ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้างเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกจาก ผู้ให้ข้อมูลหลัก (Key Informants) วิเคราะห์ข้อมูลเชิงคุณภาพโดยการวิเคราะห์แบบอุปนัย ผลการศึกษาพบว่า (1) การดำเนินการขับเคลื่อนการพัฒนาประเทศตามโครงการไทยนิยมยั่งยืน ตำบลนางแก้ว เป็นไปกรอบการดำเนินงานและห้วงเวลาที่ส่วนกลางกำหนด (2) ประชาชนเข้ามา มีส่วนร่วมในการดำเนินโครงการผ่านกลไกการประชุมประชาคมที่จัดขึ้นทั้ง 4 เวที ในแต่ละเวทีระดับการมีส่วนร่วมของประชาชนมีความแตกต่างกัน โดยประชาชนจะให้ความสนใจเข้าร่วมการประชุมครั้งแรกมากที่สุด และลดลงตามลำดับ (3) ปัญหาอุปสรรคในการดำเนินโครงการ คือ ความแตกแยก ความร่วมมือจากองค์การปกครองส่วนท้องถิ่นในพื้นที่ความรู้ความเข้าใจที่มีติอโครงการไทยนิยม ยั่งยืน ของผู้ปฏิบัติงาน และแนวทาง การพัฒนาการมีส่วนร่วมของประชาชนอย่างยั่งยืนควรสร้างจิตสำนึกให้กับประชาชนในเรื่องจิตสาธารณะ ปลูกฝังค่านิยมวิถีชีวิตแบบประชาธิป ไตยตามหลักการเสริมสร้างความปรองดองสมานฉันท์ของ กระทรวงมหาดไทย และการวางกลไกการทำงานเพื่อพัฒนาหมู่บ้านและชุมชนด้วยการสร้างการมีส่วนร่วม ระหว่างประชาชน ส่วนราชการ และองค์กรปกครองส่วนท้องถิ่น | th_TH |

| dc.description.abstractalternative | This study is based on a (1) study the operating guidelines of Thai Niyom Yangyuen Project of Nang Kaeo Subdistrict, Potharam District, Ratchaburi Province. (2) to study the participation of people in the implementation of the Thai Niyom Yangyuen Project sustainable in Nang Kaeo Subdistrict, Photharam District, Ratchaburi Province. (3) to study the problems, obstacles and sustainable development of the people in Nang Kaeo Subdistrict, Potharam District, Ratchaburi Province. This study is a qualitative study. The study divided the key informants into two groups which are (1) team-driven development of Thai Niyom Yangyuen projects subdistrict level, consisting of 2 people, consisting of Depute District Chief and Developer of Nang Kaeo Subdistrict. (2) village headmen and 12 peoples living in Nang Kaeo Subdistrict, Photharam District, Ratchaburi Province. The study has set criteria for determining the village to enter the data storage area. By specifying the village type into 3 types which are small, medium and large villages and use criterion based selection in key informants selection to collect data. The instrument used in the study was a semi-structured interview form, collecting data by in-depth interview from Key informants. Qualitative data was analyzed by inductive analysis. The results showed that: (1) action to drive national development of Thai Niyom Yangyuen projects in accordance with the operational framework and the time frame that is centralized. (2) people come to participate in the project through the mechanism of the 4 community forum at each stage, the level of public participation is different. In which the people are most interested in attending the first meeting and decreasing respectively. (3) problems and obstacles in the project are cleavage, cooperation from local administrative organizations in the area, knowledge and understanding of Thai Niyom Yangyuen projects of workers. And guidelines for the sustainable development of public participation should raise public awareness about public mind. Cultivate a democratic way of life in accordance with the principle of reconciliation of the Ministry of Interior. And establishing working mechanisms for village and community development by creating participation between citizens, government agencies and local government organizations | en_US |
