| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของเจ้าพนักงานฝ่ายปกครองท้องที่ต่อการทําหน้าที่ตามบทบาทในการบริหารของนายกองค์การบริหารส่วนตําบลในอําเภอป่าติ้ว จังหวัดยโสธร (2) เปรียบเทียบความคิดเห็นของเจ้าพนักงานฝ่ายปกครองท้องที่ต่อการทําหน้าที่ตามบทบาทในการบริหารของนายกองค์การบริหารส่วนตําบลในอําเภอป่าติ้ว จังหวัดยโสธร จําแนกตามพื้นที่ปฏิบัติงานและตําแหน่ง ของเจ้าพนักงานฝ่ ายปกครองท้องที่ (3) ศึกษาความต้องการของเจ้าพนักงานฝ่ายปกครองท้องที่เกี่ยวกับการทําหน้าที่ตามบทบาทในการบริหารของนายกองค์การบริหารส่วนตําบลในอําเภอป่าติ้ว จังหวัดยโสธร การศึกษาครั้งนี้เป็นการศึกษาประชากรทั้งหมดซึ่งได้แก่ เจ้าพนักงานฝ่ายปกครองท้องที่ในตําแหน่งกำนัน ผู้ใหญ่บ้าน แพทย์ประจําตําบล สารวัตรกำนัน ผู้ช่วยผู้ใหญ่บ้านฝ่ายปกครอง และผู้ช่วยผู้ใหญ่บ้านฝ่ายรักษาความสงบ ในเขตอําเภอป่าติ้ว จังหวัดยโสธร จํานวน 209 ราย เครื่องมือที่ใช้เป็น แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) ความคิดเห็นของเจ้าพนักงานฝ่ายปกครองท้องที่ต่อการทําหน้าที่ตามบทบทบาทนายกองค์การบริหารส่วนตําบลในเขตอําเภอป่าติ้ว จังหวัดยโสธร ในภาพรวมอยู่ในระดับน้อย เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุดได้แก่ การบริหารกิจการองค์การบริหารส่วนตําบล ส่วนด้านที่มีค่าเฉลี่ยตํ่าสุด คือ การเป็นผู้นําท้องถิ่ น (2) ผลการเปรียบเทียบระดับความคิดเห็น จําแนกตาม พื้นที่ปฏิบัติงานของผู้ตอบแบบสอบถาม พบว่า ทั้งในภาพรวมและรายด้าน เจ้าพนักงานฯ ตําบลศรีฐาน มีค่าเฉลี่ยความคิดเห็นสูงสุด ขณะที่เจ้าพนักงานฯ ตําบลโพธิ์ไทร มีความคิดเห็นค่าเฉลี่ยตํ่าสุด ผลการเปรียบเทียบตามตําแหน่งพบว่าในภาพรวมความคิดเห็นของเจ้าพนักงานฯ ตําแหน่งผู้ใหญ่บ้าน มีค่าเฉลี่ยสูงสุด ขณะที่ความเห็นของแพทย์ประจําตําบลมีค่าเฉลี่ยตํ่าสุด (3) ความต้องการสําคัญได้แก่ ต้องการให้ นายกองค์การบริหารส่วนตําบลมีความซื่อสัตย์สุจริตในการบริหารงาน รับฟังความคิดเห็นของประชาชนมากขึ้น จัดสรรงบประมาณอย่างทัวถึงและเป็นธรรม รวมทั้งต้องการให้เจ้าพนักงานการปกครองท้องที่สามารถเข้าร่วมประชุมกับองค์การบริหารส่วนตําบลและมีส่วนร่วมในการพัฒนาท้องถิ่นอยางสมํ่าเสมอ | th_TH |

| dc.description.abstractalternative | The objectives of this study were to (1) study the opinions of Governing officers on the administrative roles of chief executives of sub-district administrative organizations in Pa Tio District, Yasotorn Province (2) compare the opinions of Governing officers on administrative roles of chief executives of sub-district administrative organization in Pa Tio District, Yasotorn Province, based on operation areas and positions of Governing officers (3) study the needs of Governing officers on the performance in accordance with administrative roles of chief executives of sub-district administrative organizations in Pa Tio District, Yasotorn Province. The research studied whole population comprised 209 Governing officers in Pa Tio District, Yasotorn Province, including Sub-district Headman, Village Headman, Sub-district Medical Practitioner, Assistant Sub-district Headman, Administrative Assistant Village Headman, and Peace Maintenance Assistant Village Headman. Research instrument was questionnaire. Statistical tools employed were frequency, percentage, mean, and standard deviation. The results revealed that: (1) the opinions of Governing officers on the administrative roles of chief executives of sub-district administrative organizations in Pa Tio District, Yasotorn Province were at low level, with the highest mean on administration aspect and the lowest mean on leadership (2) when compared the opinions, in terms of operation areas, opinion of Governing officers in Sri Than subdistrict had the highest mean in all and each aspect, with Phosai the lowest; when compared by positions, it was found that, opinions of the village headmen had the highest mean; whereas opinions of Sub-district Medical Practitioner were the lowest (3) essential needs of Governing officers were: honesty of chief executives in their administration, they should listen more to the people requirement, allocate budget with equality, and provide opportunities to Governing officers to attend sub-district administrative organization meetings and also opportunities to act as partnership in community development. | en_US |
