| dc.description.abstract | การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพปัญหาของการพัฒนายุทธศาสตร์ระบบการขนส่งทางถนนให้มีความปลอดภัยและเป็นมิตรต่อสิ่งแวดล้อมของกรมการขนส่งทางบก ในเขตจังหวัดชลบุรี (2) วิเคราะห์ปัจจัยที่ส่งผลต่อความสำเร็จของการพัฒนายุทธศาสตร์ระบบการขนส่งทางถนนให้มีความปลอดภัยและเป็นมิตรต่อสิ่งแวดล้อมของกรมการขนส่งทางบก ในเขตจังหวัดชลบุรี และ (3) เสนอแนวทางในการพัฒนายุทธศาสตร์ระบบ การขนส่งทางถนนให้มีความปลอดภัยและเป็นมิตรต่อสิ่งแวดล้อมของกรมการขนส่งทางบก ในเขตจังหวัดชลบุรี การศึกษานี้ใช้การวิจัยแบบผสมวิธี การวิจัยเชิงปริมาณ ประชากร ได้แก่ ผู้ประกอบการขนส่ง ผู้ประจำรถ และสถานตรวจสภาพรถ จำนวน 2,452 ราย กลุ่มตัวอย่าง จำนวน 344 คน คำนวณโดยใช้สูตรทาโรยามาเน่ ใช้วิธีการสุ่มแบบบังเอิญ เครื่องมือที่ใช้ศึกษา คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์การถดถอยพหุคูณ การวิจัยเชิงคุณภาพ ประชากร คือ ผู้บริหารกรมการขนส่งทางบก และผู้บริหารสำนักงานขนส่งจังหวัดชลบุรี รวมผู้ให้สัมภาษณ์ทั้งหมด 4 คน เครื่องมือที่ใช้ศึกษา คือ แบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) สภาพปัญหาของการพัฒนายุทธศาสตร์ ภาครัฐขาดการสนับสนุน การขนส่งสาธารณะ ประชาชนขาดวินัยและจิตสำนึกด้านความปลอดภัย การใช้เทคโนโลยียังไม่เหมาะสม และขาดนวัตกรรมใหม่ ๆ กฎหมายไม่สอดคล้องกับความต้องการและเป็นปัจจุบันรวมถึงขาดการบังคับใช้ ผู้ปฏิบัติงานขาดความเข้าใจในกลยุทธ์องค์การและการบูรณาการกับหน่วยงานที่เกี่ยวข้อง (2) ปัจจัยที่ส่งผลต่อความสำเร็จของการพัฒนายุทธศาสตร์ (2.1) ปัจจัยภายนอก ได้แก่ เทคโนโลยี สังคม วัฒนธรรม การเมือง กฎหมาย เศรษฐกิจ และสิ่งแวดล้อม มีค่าสัมประสิทธิ์การถดถอยของตัวแปรพยากรณ์ เท่ากับ .549, .222, .169, .136, .073 และ .030 ที่ระดับนัยสำคัญ 0.01 (2.2) ปัจจัยภายใน ได้แก่ กลยุทธ์องค์กร ค่านิยมร่วม รูปแบบการบริหาร ทักษะ ระบบปฏิบัติการ โครงสร้างองค์กร และบุคลากร มีค่าสัมประสิทธิ์การถดถอยของตัวแปรพยากรณ์ เท่ากับ .235, .234, .153, .148, .100, .046 และ .035 ที่ระดับนัยสำคัญ 0.01 (3) แนวทางในการพัฒนายุทธศาสตร์ คือ การพัฒนาด้านกลยุทธ์การควบคุม ระเบียบ ข้อบังคับ ให้มีความชัดเจนสอดคล้องกับสถานการณ์ในปัจจุบัน การพัฒนาด้านกลยุทธ์การกำกับ ให้มีการนำนวัตกรรมใหม่ ๆ มาใช้ในการกำกับการเดินรถและการดำเนินการของสถานตรวจสภาพรถ โดยมีการส่งข้อมูลการรายงานผลในขณะดำเนินการ การพัฒนาด้านกลยุทธ์การดูแล โดยการให้ความรู้ เสริมสร้างการมีส่วนร่วมและปลูกจิตสำนึกในการป้องกันและลดอุบัติเหตุรวมถึงผลกระทบที่เกิดจากอุบัติเหตุและมลพิษที่เกิดจากรถ | th_TH |

| dc.description.abstractalternative | The objectives of this study were (1) to study problems of the development of land transportation system strategy for safety and environment of the Department of Land Transportation in Chonburi Province (2) to analyze factors affecting the success of the development of land transportation system strategy for safety and environment of the Department of Land Transportation in Chonburi Province (3) to recommend guidelines for strategic development of land transportation system for safety and environment of Department of Land Transportation in Chonburi Province. This study was a mixed methods. For quantitative research, the population comprised of transportation entrepreneurs, workers who worked on the vehicle and officers at vehicle inspection station at the total of 2452 people. Samples were 344 which werecalculated by applying Taro Yamane formula with accidental sampling method. The research instrument was a questionnaire. Statistics employed percentage mean and standard deviation, T-test and multiple regression. For qualitative research, the population was the executives of the Land Transportation Department and Chonburi Administrative Officers totally 4 informants. The research instrument was a structured-interview form. Data was analyzed by content analysis. The findings of this study were (1) problems of strategic development were the lacks of government sector support on public transport service, people had less discipline and safety consciousness, the use of technology was not appropriate and no innovation, the law was inconsistent with the needs and not up to date, the operators had limit of understanding on organizational strategies and integration with relevant agencies (2) factors supporting the success of strategy development were (2.1) external factors comprised of technology, society, politics, legal, economic and environmental. Coefficients of regression forcasted at .549, .222, .169, .136, .073 and .030. at statistically significance at 0.01 level (2.2) internal factors comprised of strategies, shared values, style, skill, system, structure, and staff, by which coefficients of regression was .235, .234, .153, .148, .100, .046 and .035. at statistically significance at 0.01 level (3) guidelines for strategic development of land transportation system for safety and environment of Department of Land Transportation in Chonburi Province were the strategic development of controlling of rules and regulations must be clear and align with current situation. The controlling strategic development of the use of new innovation must be applied to control the used of transportation vehicle and the work of the vehicle inspection stations. The monitoring and evaluation must be used to the inspection knowledge and must be given to promote to inspire the conscious to prevent accident on the road and pollution causing from vehicles | en_US |
