| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์ (1)เพื่อศึกษาปัญหาอุปสรรคในการพัฒนาฝีมือแรงงานหลักสูตรฝึกเตรียมเข้าทำงาน ของสถาบันพัฒนาฝีมือแรงงานภาค 9 พิษณุโลกและศูนย์พัฒนาฝีเมือแรงงานจังหวัดในเครือข่ายแบ่งเป็น 5 ด้าน ได้แก่ ด้านครูฝึกฝีมือแรงงาน ด้านหลักสูตรการฝึกฝีมือแรงงานด้านสถานที่ฝึกอบรมฝีมือแรงงาน ด้านเงินอุดหนุน และด้านการประชาสัมพันธ์ (2) เพื่อเปรียบเทียบปัญหาอุปสรรคในการพัฒนาฝีมือแรงงานตามความคิดเห็นของผู้เข้ารับการฝึกหลักสูตรเตรียมเข้าทำงานของสถาบันพัฒนาฝีมือแรงงานภาค 9 พิษณุโลกและศูนย์พัฒนาฝีมือแรงงานจังหวัดในเครือข่ายกลุ่มตัวอย่างที่ใช้การวิจัยเป็นผู้รับการฝึกหลักสูตรฝึกเตรียมเข้าทำงาน จำนวน 209 คน เครื่องมือในการวิจัย ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าตัวกลางเลขคณิต ค่าเบี่ยงเบนมาตรฐานและการทดสอบค่าที ผลการศึกษาพบว่า 1) ปัญหาอุปสรรคในการพัฒนาฝีมือแรงงาน ในความคิดเห็นของผู้รับการฝึก หลักสูตรฝึกเตรียมเข้าทำงานซึ่งเป็นปัญหาอุปสรรคในระดับปานกลาง ได้แก่ ด้านครูฝึกฝีมือแรงงานที่ขาดทักษะในการใช้เครื่องมือเครื่องจักรและเทคนิคการถ่ายทอดที่หลากหลาย ด้านหลักสูตรฝึกฝีมือแรงงานในเรื่องเนื้อหาสาระและระยะเวลาที่ฝึก ด้านสถานที่ฝึกฝีมือแรงงานที่มีที่ตั้งอยู่ห่างไกลหัวเมืองและไม่มีรถประจำทางวิ่งผ่านเป็นปัญหาต่อการเดินทางและด้านเงินอุดหนุนมีปัญหาการจ่ายเงินที่ล่าช้าและจำนวนเงินที่ได้รับไม่เพียงพอต่อค่าครองชีพในปัจจุบัน ส่วนปัญหาที่สำคัญอยู่ในระดับมากได้แก่ ด้านการประชาสัมพันธ์ในเรื่องการประกาศข่าวสารการรับสมัครของสถาบัน/ศนย์พัฒนาฝึกฝีมือแรงงาน จังหวัดขาดการนำออกเผยแพร่สู่สาธารณชน ไม่พบป้ายประกาศและสื่อสิ่งพิมพ์เพื่อเผยแพร่ภารกิจข่าวสาร 2) เมื่อเปรียบเทียบปัญหาอุปสรรคในการพัฒนาฝีมือแรงงานหลักสูตรฝึกเตรียมเข้าทำงานระหว่างผู้รับการฝึกของสถาบันพัฒนาฝีมือแรงงาน ภาค 9 พิษณุโลก กับผู้รับการฝึกของศูนย์พัฒนาฝีมือแรงงานจังหวัดในเครือข่าย มีความคิดเห็นโดยภาพรวมไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 | th_TH |

| dc.description.abstractalternative | The purposes of this study were to (1) study the problems obstacles of Skilled Labor Development: Pre-employment Course of Phitsanulok Institute for Skill Development Regions 9 and the provincial network in 5 aspects which were trainers, curriculum, facilities, funding, and public relations and (2) compare the problems obstacles among Phitsanulok Institute and the Phitsanulok provincial network. The samples were participants of Pre-employment Course in Phitsanulok and the provincial network, 209 totally. Instrument used was questionnaire. Statistics employed to analyze data collected were percentage, mean, standard deviation, and t-test The research findings were (1) problems obstacles of the course which were viewed as medium level of problems were the course trainers lack of skill and various of transferring technique, the curriculum itself which is lack of issues and study time, the facilities which arc too difficult to reach there because of the bus line, and the funding which is not enough to spending in each day; problem obstacle the were viewed as high level were public relations of the course, the lack of enough announcement about the course to the public (2) when compared the problem obstacles of the courses provided by Phitsanulok Institute and the provincial network, it was found that the overall view of participants had no differences, with 0.05 level of significance. | en_US |
