| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลการดําเนินงานของสํานักงานอุตสาหกรรม จังหวัดแพร่ ใน 4 ด้าน คือด้านการเงิน ด้านกระบวนการภายใน ด้านประชาชนผู้รับบริการ และด้านการเรียนรู้และ การพัฒนา (2) ศึกษาปัญหาในการดําเนินงานของสํานักงานอุตสาหกรรมจังหวัดแพร่ (3) เสนอแนะแนวทาง ในการแก้ไขปัญหาการดําเนินงานของสํานักงานอุตสาหกรรมจังหวัดแพร่ ประชากร คือ พนักงานเจ้าหน้าที่ของสํานักงานอุตสาหกรรมจังหวัดแพร่ จํานวน 27 คน ศึกษาจาก ประชากรทั้งหมด ประชาชนที่มารับบริการเฉลี่ยประมาณเดือนละ 151 คน กลุ่มตัวอย่าง คือ ประชาชนที่มารับ บริการในการเสียภาษีและชําระค่าธรรมเนียมต่างๆ จํานวน 110 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตร ของ ทาโร่ ยามาเน่ เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม การวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าร้อยละ และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) ผลการปฏิบัติงานด้านการเงิน มีรายรับมากกว่ารายจ่ายทุกปี งบประมาณ ตั้งแต่ปี งบประมาณ พ.ศ.2556-2558 ด้านกระบวนการภายใน การส่งเสริมและพัฒนาอุตสาหกรรมขนาดกลาง ขนาดย่อม และวิสาหกิจชุม มีบุคลากรไม่เพียงพอ ด้านประชาชนผู้รับบริการ ความพึงพอใจของประชาชน ผู้รับบริการอยู่ในระดับมาก ด้านการเรียนรู้และการพัฒนา การฝึกอบรม/สัมมนาของสํานักงานอุตสาหกรรม จังหวัดแพร่มีการพัฒนาการเรียนรู้อย่างต่อเนื่องโดยมีอัตราการเข้าร่วมหลักสูตรการฝึกอบรม/สัมมนาเพิ่มขึ้นทุกปี ตั้งแต่ปี งบประมาณ พ.ศ.2556-2558 (2) ปัญหาในการดําเนินงานที่สําคัญ คือ ปัญหาด้านการเงิน ขาดแผนรองรับ ในการใช้จ่ายงบประมาณไม่ตรงตามจุดประสงค์หรือเป้าหมาย ปัญหา ด้านกระบวนการภายใน การบริหารจัดการ ด้านบุคลากรไม่ตรงกับความรู้ความสามารถ ขาดความรู้ความเข้าใจในการปฏิบัติงาน ปัญหาด้านประชาชน ผู้รับบริการ ประชาชนยังขาดความเข้าใจในบทบาทอํานาจหน้าที่ของสํานักงานอุตสาหกรรมจังหวัดแพร่ ปัญหา ด้านการเรียนรู้และการพัฒนา การฝึกอบรมเจ้าหน้าที่ยังไม่ทั่วถึง และยังไม่ครอบคลุมความรู้และทักษะในการ ปฏิบัติงาน (3) ข้อเสนอแนะ ในการแก้ไขปัญหาด้านการเงิน ควรมีการวางแผนล่วงหน้าในการใช้จ่ายงบประมาณ โดยคํานึงถึงความเหมาะสมตรงตามวัตถุประสงค์ด้านกระบวนการภายในองค์การ ควรคํานึงถึงการบริหารจัดการ ด้านบุคลากร การสร้างความเข้าใจ ส่งเสริมให้บุคลากรมีการพัฒนาความรู้ในการปฏิบัติงานอย่างต่อเนื่อง ด้านประชาชนผู้รับบริการ ควรมีการประชาสัมพันธ์ สร้างความเข้าใจกับประชาชนในพื้นที่เกี่ยวกับบทบาท หน้าที่ของสํานักงานอุตสาหกรรมจังหวัดแพร่ ด้านการเรียนรู้และการพัฒนา ควรมีการฝึกอบรมหรือฝึกทักษะ บุคลากรอยางทั่วถึง เพื่อเพิ่มศักยภาพในการในการปฏิบัติงานและให้บริการประชาชน | th_TH |

| dc.description.abstractalternative | The objectives of this study were to: (1) evaluate the implementing performance of Phrae Provincial Industrial Office, in four aspects. These were financial aspect; internal process aspect; customer aspects; and learning and development aspects. (2) study implementing problems of Phrae Provincial Industrial Office. (3) recommend approaches for implementing problems of Phrae Provincial Industrial Office. Population was 27 officers of Phrae Provincial Industrial Office. Informants were all officers. Average number of people receiving service were 151 people a month. Samples were 110 tax and fee payers, calculated from Taro Yamane Formula. Research instrument was a questionnaire. Descriptive analysis was mean, percentage and standard deviation. The study revealed as follows: (1) financial aspect; the organization’s revenues were over expenditures in each fiscal year since 2013 up to 2015. Internal process aspect; the small and medium-sized industrial enterprises promotion and development were the limit of personnel. Customer aspect; people’s satisfaction on the service was at high level. Learning and development aspect; training/seminar provision of Phrae Provincial Industrial Office should be continuously. The rate of attendants had been increasing every year since 2013 until 2015. (2) major problems were : financial aspect; there was no plan of spending expenditures that did not meet the ultimate goal. The internal process Management personnel did not meet competency. Internal process aspect was the lack of knowledge and understanding regarding the implementation. Customer aspect was people did not acknowledge the roles of Phrae Provincial Industrial Office. Learning and development should be considered in knowledge and needed skills without exception (3) recommendation for solving foresaid problems were as follows: financial aspect; budget spending should be planned in advance suitably and met the objectives. Internal process, there should consider human resource management, the understanding to encourage personnel to develop job knowledge continuously. Customer aspect; there should be publicize with the people in the areas regarding the roles of Phrae Provincial Industrial Office. Learning and development; there should organize knowledge and skill trainings thoroughly to increase capacity in career and for people service | en_US |
