การพัฒนาชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์ สำหรับบุคลากรคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) พัฒนาชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์สําหรับบุคลากรคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ให้มีประสิทธิภาพตามเกณฑ์ที่กําหนด (2) ศึกษาความก้าวหน้าของบุคลากรที่ได้รับการอบรมชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์ และ (3) ศึกษาความคิดเห็นของบุคลากรที่มีต่อชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์ กลุ่มตัวอย่างที่ใช้ในวิจัยครั้งนี้ คือ บุคลากรคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยที่ ปฏิบัติหน้าที่ในปีงบประมาณ 2560 จํานวน 42 คน โดยวิธีการสุ่มแบบกลุ่ม เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย (1) ชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์ (2) แบบทดสอบก่อนฝึกอบรม และหลังฝึกอบรมแบบคู่ขนาน และ (3) แบบสอบถามความคิดเห็นของบุคลากรที่มีต่ออชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าประสิทธิภาพ E1/E2 ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการวิจัยปรากฏว่า (1) ชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์เรื่อง การใช้งานระบบสารบรรณอิเล็กทรอนิกส์ มีประสิทธิภาพ 80.67/79.67 เป็นไปตามเกณฑ์ที่กําหนด (2) บุคลากรที่ฝึกอบรมด้วยชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ มีความก้าวหน้าทางการฝึกอบรมเพิ่มขึ้นอย่างมีนัยสําคัญทางสถิติที่ระดับ .05 และ (3) บุคลากรมีความคิดเห็นต่อชุดฝึกอบรมผ่านเครือข่ายคอมพิวเตอร์ว่ามีคุณภาพอยู่ในระดับมาก

The purposes of this research were (1) to develop a computer-based training package via computer network on the Use of Electronic Document System for personnel of the Faculty of Political Science, Chulalongkorn University based on the pre-determined efficiency criterion; (2) to study the learning progress of the personnel who were trained with the computer-based training package via computer network on the Use of Electronic Document System; and (3) to study the opinions of the personnel toward the computer-based training package via computer network on the Use of Electronic Document System. The research sample consisted of 42 personnel of the Faculty of Political Science, Chulalongkorn University, obtained by cluster sampling. Research instruments comprised (1) a computer-based training package via computer network on the Use of Electronic Document System; (2) two parallel forms of an achievement test for pre-testing and post-testing; and (3) a questionnaire on the personnel’s opinions toward the computer-based training package via computer network on the Use of Electronic Document System. Statistics employed for data analysis were the E1/E2 efficiency index, mean, standard deviation, and t-test. Research findings showed that (1) the developed computer-based training package via computer network on the Use of Electronic Document System was efficient at 80.67/79.67; thus meeting the set efficiency criterion of 80/80; (2) the personnel who were trained with the computer-based training package via computer network on the Use of Electronic Document System achieved training progress significantly at the .05 level; and (3) the personnel had opinions that the computer-based training package via computer network on the Use of Electronic Document System had quality at the high level
