| dc.description.abstract | การวิจัยมีวัตถุประสงค์เพื่อศึกษา (1) สาเหตุที่ทำให้เกิดปัญหาความขัดแย้งทางการเมืองขององค์การบริหารส่วนตำบลในเขตอำเภอท่าหลวง จังหวัดลพบุรี (2) ผลกระของความขัดแย้งทางการเมีองขององค์การบริหารส่วนตำบลในเขตอำเภอท่าหลวง จังหวัดลพบุรี (3) แนวทางในการแก้ไขปัญหาความขัดแย้งทางการเมีองขององค์การบริหารส่วนตำบลในเขตอำเภอท่าหลวง จังหวัดลพบุรี การวิจัยนี้เป็นการวิจัยเชิงคุณภาพโดยศึกษาข้อมูลจากเอกสารที่เกี่ยวข้องและสัมภาษณ์เจาะลึกกลุ่มตัวอย่างได้แก่ ประธานสภาองค์การบริหารส่วนตำบล 5 คน นายกองค์การบริหารส่วนตำบล 5 คน และปลัดองค์การบริหารส่วนตำบล 5 คน รวม 15 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและบรรยายเชิงพรรณนา ผลของการวิจัยพบว่า (1) สาเหตุของปัญหาที่ก่อให้เกิดความขัดแย้งทางการเมีองขององค์การบริหารส่วนตำบลในเขตอำเภอท่าหลวง จังหวัดลพบุรี คือ แนวคิดในเรื่องการกระจายอำนาจ ปัจจัยความแตกต่างทางการเมีองในลักษณะเฉพาะบุคคล การที่บุคลากรไม่ได้รับการตอบสนองต่อผลประโยชน์ส่วนตนการใข้อำนาจทางการเมืองของบุคคลในองค์การบริหารส่วนตำบล และความไม่ชัดเจนของข้อกำหนดและกฎหมาย (2) ผลกระทบของปัญหาความขัดแย้งทางการเมีองขององค์การบริหารส่วนตำบลในเขตอำเภอ ท่าหลวง หวัดลพบุรี ได้ส่งผลกระทบต่อ 2.1) ระบบการเมึองการปกครองแบบประชาธิปไตย อาทิ การซื้อสิทธิขายเสียง การเกิดระบบอุปถัมค์ 2.2) ระบบการมีองการปกครองท้องถิ่น อาทิ การทุจริตการเลือกตั้งความรุนแรงในการแข่งขันทางการเมีอง และการขาดความโปร่งใสในการทำงาน 2.3) การดำเนินงานขององค์การบริหารส่วนตำบลในด้านต่าง ๆ ตั้งด้านนโยบายและการบริหารงาน และ 2.4) ชุมชนท้องถิ่น อาทิ การมีส่วนร่วมทางการเมืองของประชาชน ความสามัคคีในชุมชน การพัฒนาประชาธิปไตยในท้องถิ่น (3)แนวทางแก้ไขปัญหาควรดำเนินการดังนี้ 3.1) ด้านข้อกำหนดหรือกฎหมาย ควรปรับปรงข้อกำหนดหรือกฎหมายที่เกี่ยวข้องกับคุณวุฒิและจำนวนผู้สมัครสมาชิกองค์การบริหารส่วนตำบล การกำหนดบทบาทและ อำนาจหน้าที่ให้รัดกุมชัดเจนยิ่งขึ้นและการจัดตั้งองค์กรอิสระเพื่อการตรวจสอบ 3.2) ด้านการบริหารงานควรปรับปรุงด้านงบประมาณ การใช้หลักธรรมาภิบาลในการทำงาน และการจัดนักอบรมผู้บริหารและสมาชิกองค์การบริหารส่วนตำบล 3.3) ด้านชุมชนท้องถิ่น ควรสนับสนุนการมีส่านร่วมทางการเมีองของประชาชนและส่งเสริมความความเข้าใจทางการเมือง | th_TH |

| dc.description.abstractalternative | The objectives of this research were to study: (I) the reasons behind political conflicts within sub-district administrative organizations in Tha Luang District, Lop Buri Province; (2) the impact of those political conflicts; and (3) recommendations for resolving those political conflicts. This was a qualitative research based on a study of related documents and in-depth interviews ith a purposively selected sample of 15 persons, consisting of 5 chairmen of sub-district administrative organizations in Tha Luang District, Lop Buri Province, 5 presidents of the sub-district administrative organizations and 5 permanent secretaries of the sub-district administrative organizations. Data were analyzed and reported using content analysis and presented through descriptive analysis. The results showed that (I) the reasons for political conflicts were concepts about the decentralization, individual differences in political beliefs, lack of response to sub-district administrative organization personnel’s demands for benefits, the use of political power by people within the sub-district administrative organizations, and lack of clarity in the laws and rules. (2) The conflicts had an impact on 2.1) democratic administration, such as influencing vote buying and the system of patron-client system; 2.2) the local political system, such as influencing election fraud, violence in political competition, and lack of transparency; 2.3) the work of the sub-district administrative organizations, such as policy-making process and management; and 2.4) the local community, such as influencing people's political participation, unity in the community and the development of democracy. (3) Recommendations for resolving the conflicts arc 3.1) revising laws and nilcร about the qualifications and number of sub-district administrative organization members, and stating their roles, responsibilities and powers more clearly, and setting up an independent organizations to inspect the work of sub-district administrative organizations; 3.2) making improvements on how the sub-district administrative organization budgets arc administered and on their good governance, and ottering training courses tor members and administrators; and 3.3) supporting greater political participation in the communities and providing more political education | en_US |
