| dc.description.abstract | การศึกษาค้นคว้าอิสระนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาปัญหาการนำยุทธศาสตร์ สร้างสรรค์ชุมชนอยู่เย็นเป็นสุขของกรมการพัฒนาชุมชนไปปฏิบัติในพื้นที่จังหวัดราชบุรี และ 2) เพื่อเสนอแนวทางแก้ไขปัญหาการนำยุทธศาสตร์สร้างสรรค์ชุมชนอยู่เย็นเป็นสุขของกรมการ พัฒนาชุมชนไปปฏิบัติในพื้นที่จังหวัดราชบุรี กลุ่มตัวอย่างเป็นผู้บริหารและบุคลากรของสำนักงานพัฒนาชุมชนจังหวัดราชบุรี สำนักงานพัฒนาชุมชนอำเภอพื้นที่จังหวัดราชบุรี 45 คน ผู้รับบริการจากโครงการกองทุนแม่ของ แผ่นดิน 85 คน โครงการแก้ไขปัญหาครัวเรือนยากจนแบบบูรณาการ 7 คน และโครงการพัฒนา หมู่บ้านเศรษฐกิจพอเพียง 24 คน รวม 161 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วน เบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า 1) ปัญหาการนำยุทธศาสตร์ไปปฏิบัติ คือ (1) การสื่อสาร ยุทธศาสตร์สู่บุคลากรและพื้นที่ (2) การแปลงยุทธศาสตร์ไปสู่การปฏิบัติ (3) การบริหารของ หน่วยงาน และ (4) พื้นที่ปฏิบัติการ โดยมีประเด็นปัญหาที่สำคัญ คือ ผู้ปฏิบัติไม่ได้เข้าไปมีส่วน ร่วมในการวางแผนยุทธศาสตร์ ระยะเวลาในการดำเนินงานโครงการตามยุทธศาสตร์น้อยเกินไป วิธีการปฏิบัติไม่เหมาะสมกับสภาพชุมชนทำให้การดำเนินงานตามยุทธศาสตร์บรรลุผลยาก การขาดเครือข่ายภาคีการทำงานระดับหน่วยงาน และค่านิยมของประชาชนในการใช้เงิน กู้เงิน ซื้อสินค้าเงินผ่อนเป็นอุปสรรค์ในการดำเนินงานตามยุทธศาสตร์ 2) แนวทางแก้ไข ปัญหาที่สำคัญ คือ ควรส่งเสริมกระบวนการมีส่วนร่วม ควรให้ผู้ปฏิบัติงานจัดทำแผนปฏิบัติการให้มีระยะเวลา เหมาะสม ควรศึกษาวิธีการปฏิบัติงานให้เหมาะสมกับชุมชน ควรส่งเสริมเครือข่ายภาคีการทำงาน ระดับหน่วยงาน และควรสร้างการเรียนรู้ปรัชญาของเศรษฐกิจพอเพียง | th_TH |

| dc.description.abstractalternative | The purposes of this research were to 1) study problems of the implementation of Strategy of Promoting Village Development with Sufficient-Economy Approach of Community Development Department in Ratchaburi Province and 2) recommend solutions to solve the problems of the implementation of Strategy for Promoting Village Development with SufficientEconomy Approach of Community Development Department in Ratchaburi Province Samples of 161 consisted of 45 executives and officers of Community Development provincial office and Community Development district office in Ratchaburi area, 85 participants of the Queen’s Fund Project, 7 participants of Poor Households Integrated Solutions Project, and 24 participants of Sufficient-Economy Village Project. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, means, and standard deviation. The results revealed that: 1) major implementation problems were: the operators did not have the opportunies to participate in strategy pormulation, too less of time duration of strategy implementation, operational procedures were not suitable with community context resulting in difficulty to implement the strategy, lack of network in organizational level; moreover, people’s value in money expense, borrowing, and installment also were barriers to strategy implementation 2) major solutions were: people participation should be promoted, action plan should be developed with appropriate scheduled time, study should be conducted so consequently operational procedures would be suitable to context of the community, organizational network should be fostered together with the promotion of learning on sufficient economy philosophy | en_US |
