| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการดำเนินการตามยุทธศาสตร์การกระจาย อำนาจการบริหารและการจัดการศึกษาของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษา สุรินทร์ เขต 3 (2) เปรียบเทียบการดำเนินการตามยุทธศาสตร์การกระจายอำนาจการบริหารและการ จัดการศึกษาของสถานศึกษาขั้นพื้นฐานตามทัศนะของผู้บริหารสถานศึกษา จำแนกตามประเภทของ สถานศึกษา และ (3) ศึกษาปัญหาและข้อเสนอแนะในการดำเนินการตามยุทธศาสตร์การกระจาย อำนาจการบริหารและการจัดการศึกษาของสถานศึกษาขั้นพื้นฐาน กลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการสถานศึกษาขั้นพื้นฐาน จำนวน 155 คน ได้มาโดยการ กำหนดจำนวนตามตารางของเครจซี่และมอร์แกนและใช้การสุ่มอย่างง่ายตามประเภทของสถานศึกษา เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับการดำเนินการตามยุทธศาสตร์การกระจายอำนาจ การบริหารและการจัดการศึกษาของสถานศึกษาขั้นพื้นฐานที่ผู้วิจัยพัฒนาขึ้นมีค่าความเที่ยงทั้ง ฉบับ .96 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการ ทดสอบค่าที ผลการวิจัยพบว่า (1) การดำเนินการตามยุทธศาสตร์การกระจายอำนาจการบริหารและ การจัดการศึกษาของสถานศึกษาขั้นพื้นฐานตามทัศนะของผู้บริหารสถานศึกษา ในภาพรวมและราย ด้านมีการดำเนินการอยู่ในระดับมาก (2) ผลการเปรียบเทียบการดำเนินการตามยุทธศาสตร์จำแนก ตามประเภทของสถานศึกษา พบว่า สถานศึกษาที่ต่างประเภทกันมีการดำเนินการในภาพรวมและราย ด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เกือบทุกด้านยกเว้นด้านการพัฒนาสมรรถภาพ คณะกรรมการสถานศึกษา (3) ปัญหาที่สำคัญในการดำเนินการตามยุทธศาสตร์การกระจายอำนาจ การบริหารและการจัดการสถานศึกษา ได้แก่ บุคลากรขาดความรู้ความเข้าใจในการกระจายอำนาจ คณะกรรมการสถานศึกษาไม่เข้าใจบทบาทของตัวเอง ขาดงบประมาณและการประสานงานที่ดี ส่วนข้อเสนอแนะที่สำคัญ ได้แก่ การอบรมคณะกรรมการสถานศึกษาและผู้เกี่ยวข้องให้เข้าใจ เกี่ยวกับการกระจายอำนาจและเพิ่มงบประมาณในการดำเนินการ | th_TH |

| dc.description.abstractalternative | The purposes of this study were to (1) study the operation according to the administration and management decentralization strategy of Basic Education School under the office of Surin Education Service Area 3 (2) basic education compare the the operation according to the administration and management decentralization strategy of foundation school in the opinion of school administrators separate by a kind of the school (3) study the problem and the suggestion in the operation according to the administration and management decentralization strategy of foundation school. The total of 155 research sample was school administrators get from specification follows the table of Krejcie and Morgan and take the random a specifically a kind of the school. The research instrument was questionnaire about the operation according to the administration and management decentralization strategy of basic education school which the researcher was developed are .96 level of reliability. The statistics accuracy that use in data analysis were percentage, vnean, standard deviation and t - test. The research findings were (1) the level of the operation according to the administration and management decentralization strategy of basic education school in the opinion of school administrators in the overall and each aspect were operated at high level (2) the operation according to the administration and management decentralization strategy separates follow a kind of the school found that the school has the administration in the overall and some aspects differently significant at .05 level except for the basic education committee competencies' development and; (3) the important problem in the operation according to the administration and management decentralization strategy were the personnel without expertise in decentralizing, school committee doesn't understand a role of themselves, lack of the budget and the best coordinate. As for the suggestion important were the training the school committee and relater to understand about decentralizing and enhance the budget in the administration | en_US |
