Guidelines for Development of Environmental Health Management According to the Health Promotion School Operation Framework in Schools under Phatthalung Primary Educational Service Area Office 1

Abstract

The study aimed to study 1)the condition of environmental health management according to the health promotion school operation framework in schools under Phatthalung Primary Educational Service Area Office 1, and 2) guidelines for development of environmental health management according to the health promotion school operation framework in schools under Phatthalung Primary Educational Service Area Office 1. The research sample consisted of 285 teachers in schools under Phatthalung Primary Educational Service Area Office 1 in academic year 2023, obtained by stratified random sampling based on school size. The sample size was determined based on Taro Yamane’s formula. The key informants were 6 experts. The employed research instruments were a questionnaire on the condition of environmental health management according to the health promotion school operation framework in schools, with reliability coefficient of .78 and an interview form on guidelines for development environmental health management according to the health promotion school operation framework in schools. The data were analyzed with the use of the frequency, percentage, mean, standard deviation, and content analysis. The research finding were as follows: 1) the overall and each aspect of environmental health management according to the health promotion school operation framework in schools were at the high level. When considering all aspects, they could be ranked from high to low based on their rating means as follows, school health services, school policy determination, nutrition and food safety, providing school environment conducive to health, school management, social counseling and support, health education, collaboration between schools and communities, and promoting school personnel health, physical exercise, sports, and recreations; 2)guidelines for development of environmental health management according to the health promotion school operation framework in schools were the following: the school should (1) use Green & Clean Hospital principles to systematically develop and improve environmental health work; (2) create an integrated teamwork with officials and communities to organize activities promoting and developing environmental health; (3) prepare a manual regarding school environmental health work in order to be systematically used as a guideline for practices and evaluation; and (4) establish an integrated network to monitor and follow up on school environmental health operations for highest efficiency.

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพการบริหารจัดการงานอนามัยสิ่งแวดล้อมตามกรอบการดำเนินงานโรงเรียนส่งเสริมสุขภาพของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพัทลุง เขต 1 และ 2) แนวทางการพัฒนาการบริหารจัดการงานอนามัยสิ่งแวดล้อมตามกรอบการดำเนินงานโรงเรียนส่งเสริมสุขภาพของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพัทลุง เขต 1 กลุ่มตัวอย่าง ได้แก่ ครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพัทลุง เขต 1 ปีการศึกษา 2566 จำนวน 285 คน กำหนดขนาดกลุ่มตัวอย่างโดยคำนวณจากสูตรของทาโร่ ยามาเน่หลังจากนั้นทำการสุ่มแบ่งชั้นตามขนาดของสถานศึกษาแล้วสุ่มตัวอย่างอย่างง่าย ผู้ให้ข้อมูลสำคัญเป็นผู้เชี่ยวชาญจำนวน 6 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามเกี่ยวกับสภาพการบริหารจัดการงานอนามัยสิ่งแวดล้อมตามกรอบการดำเนินงานโรงเรียนส่งเสริมสุขภาพของสถานศึกษา ค่าความเที่ยงเท่ากับ .78 และแบบสัมภาษณ์เกี่ยวกับแนวทางพัฒนาการบริหารจัดการงานอนามัยสิ่งแวดล้อมตามกรอบการดำเนินงานโรงเรียนส่งเสริมสุขภาพของสถานศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการศึกษา พบว่า 1) สภาพการบริหารจัดการงานอนามัยสิ่งแวดล้อมของสถานศึกษาตามกรอบการดำเนินงานโรงเรียนส่งเสริมสุขภาพของสถานศึกษา โดยภาพรวมและรายด้านอยู่ในระดับมาก เมื่อพิจารณารายด้าน โดยเรียงลำดับค่าเฉลี่ยสูงสุดไปต่ำสุด ดังนี้ การบริการอนามัยโรงเรียน การกำหนดนโยบายของโรงเรียน การโภชนาการและอาหารที่ปลอดภัย การจัดสิ่งแวดลอมในโรงเรียนที่เอื้อตอสุขภาพ การบริหารจัดการในโรงเรียน การใหคำปรึกษาและสนับสนุนทางสังคม การสุขศึกษาในโรงเรียน การร่วมมือระหว่างโรงเรียนและชุมชน การสงเสริมสุขภาพบุคลากรในโรงเรียนและการออกกําลังกาย กีฬา และนันทนาการ และ 2) แนวทางการพัฒนาการบริหารจัดการงานอนามัยสิ่งแวดล้อมตามกรอบการดำเนินงานโรงเรียนส่งเสริมสุขภาพของสถานศึกษา พบว่า สถานศึกษาควร (1) นำหลักเกณฑ์กรีนแอนด์คลีนมาใช้พัฒนาและปรับปรุงงานอนามัยสิ่งแวดล้อมอย่างเป็นระบบ (2) สร้างทีมงานเชิงบูรณาการกับเจ้าหน้าที่และชุมชนในการจัดกิจกรรมส่งเสริมพัฒนาอนามัยสิ่งแวดล้อม (3) จัดทำคู่มือเกี่ยวกับงานอนามัยสิ่งแวดล้อมของสถานศึกษาเพื่อนำมาใช้เป็นแนวปฏิบัติและประเมินการปฏิบัติอย่างเป็นระบบ และ (4) จัดให้มีเครือข่ายเชิงบูรณการเพื่อกำกับติดตามการปฏิบัติงานอนามัยสิ่งแวดล้อมของสถานศึกษาให้ประสิทธิภาพสูงสุด
